Global thinker, public intellectual and world-famous theorist of ‘liquid modernity’, Zygmunt Bauman (1925-2017) was a scholar who, despite forced migration, built a very successful academic career and, after retirement, became a prolific and popular writer and an intellectual talisman for young people everywhere. He was one of those rare scholars who, grey-haired and in his eighties, had his finger on the pulse of the youth. This is the first comprehensive biography of Bauman’s life and work. Izabela Wagner returns to Bauman’s native Poland and recounts his childhood in an assimilated Polish Jewish family and the school experiences shaped by anti-Semitism. Bauman’s life trajectory is typical of his generation and social group: the escape from Nazi occupation and Soviet secondary education, communist engagement, enrolment in the Polish Army as a political officer, participation in the WW II and the support for the new political regime in the post-war Poland. Wagner sheds new light on the post-war period and Bauman’s activity as a KBW political officer. His eviction in 1953 from the military ranks and his academic career reflect the dynamic context of Poland in 1950s and 1960s. His professional career in Poland was abruptly halted in 1968 by the anti-Semitic purges. Bauman became a refugee again - leaving Poland for Israel, and then settling down in Leeds in the UK in 1971. His work would flourish in Leeds, and after his retirement in 1991 he entered a period of enormous productivity which propelled him onto the international stage as one of the most widely read and influential social thinkers of our time. Wagner’s biography brings out the complex connections between Bauman’s life experiences and his work, showing how his trajectory as an ‘outsider’ forced into exile by the anti-Semitic purges in Poland has shaped his thinking over time. Her careful and thorough account will be the standard biography of Bauman’s life and work for years to come.
This book analyzes energy security dynamics in Europe through the prism of security logics. Drawing on the literature on securitization, security logics and security contexts, it scrutinizes energy security debates and policy developments in Germany, Poland and Ukraine, focusing on the pipeline politics, nuclear energy and renewables sector. The contextualized analysis accounts for the wider historical, socio-economic and cultural background from which energy policies emerge and gives a voice to the different stakeholders—from policymakers to the local NGO sector. The book sheds light on the root causes of different energy policy decisions and illustrates that European energy security is currently driven by four security logics—war, subsistence, risk and emancipation. The logic of emancipation is a newly emergent phenomenon embraced by many bottom-up citizens’ initiatives and manifested in their drive to self-reliance, the rhetoric of liberation and local practices of energy production. The conceptualization and analysis of the emancipatory logic vis-à-vis other energy security logics help to explain European energy context most effectively—with its background conditions, emerging trends and often controversial national policy approaches. This book traces the evolution of women’s writing in Tanzania, highlighting emancipatory and feminist discourses, as well as intersectional themes of class, education, and urbanisation. The author demonstrates how concepts such as utu 'the essence of humanity', aibu 'shame', 'disgrace' and heshima 'honor', 'social respectability' are used in the novels to articulate the value systems and social norms in Swahili communities, including the gendered perceptions of women that they create. How has the international mobility of Polish citizens intertwined with other influences to shape society, culture, politics and economics in contemporary Poland? The Impact of Migration on Poland offers a new approach for understanding how migration affects sending countries, and provides a wide-ranging analysis of how Poland has changed, and continues to change, since EU accession in 2004. The authors explore an array of social trends and their causes before using in-depth interview data to illustrate how migration contributes to those causes. They address fundamental questions about whether and how Polish society is becoming more equal and more cosmopolitan, arguing that for particular segments of society migration does make a difference, and can be seen as both leveller and eye-opener. While the book focuses mainly on stayers in Poland, and their multiple contacts with Poles in other countries, Chapter 9 analyses ‘Polish society abroad’, a more accurate concept than ‘community’ in countries like the UK, and Chapter 10 considers impacts of immigration to Poland. The book is written in a lively and accessible style, and will be important reading for anyone interested in the influence of migration on society, as well as students and scholars researching EU mobility, migration theory and methodology, and issues facing contemporary Europe.

Countries in Latin America and the Caribbean (LAC) have made important strides in promoting financial inclusion of firms and households. However, while the region is broadly at par with its peers on financial inclusion of firms, household inclusion lags behind. Nonetheless, there is substantial heterogeneity across LAC countries. Reducing borrowing costs and strengthening further the regulatory environment, while taking steps to protect efficiency and stability of the financial system, could help close financial inclusion gaps. Reducing financial participation and monitoring costs and relaxing collateral constraints will help spur growth and reduce inequality though trade-offs are likely, as illustrated in the case of Guatemala, El Salvador, and Peru.
In recent decades, population has been aging fast in Brazil while old age pensions and healthrelated spending have increased. As the population ages, the spending trend threaten to reach unsustainable levels absent reforms. Increasing the retirement age is key, but by itself will not provide sufficient savings to close the pension system financing gap, and reforms reducing replacement rates are necessary. In the area of health, there is scope for improving expenditure efficiency by strengthening outpatient care and regional networks, and developing clinical guidelines for cost-effective treatments and drugs. Reforms are urgent, so that they can be gradual.
This book offers a unique and innovative way of looking at the paradoxical consequences of human mobility. Based on a three-year transnational multi-sited longitudinal research project, it demonstrates that not all migrants acquire, transfer and implement social remittances in the same way. Whilst the circulation of ideas, norms and practices is an important aspect of modernity, acts of resistance, imitation and innovation mean that whilst some migrants become ordinary agents of social change in their local microcosms, others may contest that change. By putting this individual agency centre stage, the authors trace how social remittances are evolving, and the ambiguous impact that they have on society. This thought-provoking work will appeal to students and scholars of sociology, geography and anthropology.

Abstract In this chapter we provide an overview of probabilistic logic networks (PLN), including our motivations for developing PLN and the guiding principles underlying PLN. We discuss foundational choices we made, introduce PLN knowledge representation, and briefly introduce inference rules and truth-values. We also place PLN in context with other approaches to uncertain inference. 1.1 Motivations This book presents Probabilistic Logic Networks (PLN), a systematic and pragmatic framework for computationally carrying out uncertain reasoning – r- soning about uncertain data, and/or reasoning involving uncertain conclusions. We begin with a few comments about why we believe this is such an interesting and important domain of investigation. First of all, we hold to a philosophical perspective in which “reasoning” – properly understood – plays a central role in cognitive activity. We realize that other perspectives exist; in particular, logical reasoning is sometimes construed as a special kind of cognition that humans carry out only occasionally, as a deviation from their usual (intuitive, emotional, pragmatic, sensorimotor, etc.) modes of thought. However, we consider this alternative view to be valid only according to a very limited definition of “logic.” Construed properly, we suggest, logical reasoning may be understood as the basic framework underlying all forms of cognition, including those conventionally thought of as illogical and irrational.
This book proposes a novel, descriptive theory that unveils the linguistic mechanisms lurking behind judicial decisions. It offers a comprehensive account of the ongoing debate, as well as a novel solution to the problem of understanding legal pragmatics. Linguistic pragmatics is based on a theory created by Paul Grice, who observed that people usually convey more than just the amalgam of the meaning of the words they use. He labeled this surplus of meaning a “conversational implicature.” This book addresses the question of whether implicatures occur in the legal language, firstly illustrating why the classic Gricean theory is not applicable (without substantial modification) to the description of legal language and proposing a novel approach based on a modification of Andrei Marmor’s “strategic speech.” Subsequently, it analyzes neo-Gricean theories and their limited use for describing the mechanisms of legal interpretation, and discusses the possibility of pragmatic enrichment of legal content as well as the notion of completeness of a legal proposition. Lastly, it illustrates how the developed theory works in practice, with examples from penal and civil law cases. The book is helpful to legal practitioners, since it provides insights into the reasons for and linguistic mechanisms behind courts’ decisions, but also to philosophers of law, philosophers of language, linguists and non-experts wishing to better understand the mechanisms of legal decision making.
