The book offers a novel conceptualization of Israeli national intelligence culture, describing the way in which Israelis perceive and practice intelligence. Different nations have different national intelligence cultures, relying on different ideas of intelligence, perceiving and practicing intelligence in different ways. Written by a former senior intelligence officer, this book is the first study dedicated to Israeli intelligence culture and the way it reflects Israeli strategic culture. Relying on more than 30 elite interviews with acting and former Israeli practitioners, the book highlights the Israeli aversion to intelligence theory and scientific methods, as well as to the structured management of the intelligence system at the national level. It describes the intelligence system's emphasis on contrarian thinking and moral courage as the foundations of intelligence professionalism, and the growing inclination of Israeli intelligence toward action and influence. Intelligence is perceived and practiced by Israelis as a tool for problem-solving, addressing unique Israeli challenges. While some traits of the Israeli national intelligence culture have contributed to its high reputation and its ‘success story’, others might have also contributed to its failure in anticipating the Hamas terrorist attack on October 2023 or have remained aspirational norms rather than realized practice. The October 2023 failure, as that of the Yom Kippur War in 1973, will undoubtfully influence Israeli national intelligence culture for many years to come. This book will be of much interest to students of intelligence studies, Israeli politics, strategic studies, and international relations.

The origin of rights is placed in a social contract that evolves as a political process in which governments grant and protect property and other individual rights to constituents, in return for economic and political support. Extending neo-institutional theory to the subject, and using a positive game theoretic approach in its analysis, this book is an original contribution to scholarship on the evolution of rights.

This book is a study of Jimmy Carter's career, his approach to human rights, his formulation of goals, and his practices before, during, and after his presidency, with a focus on the extent to which the promotion and protection of human rights influenced his actions at home and abroad. Historians underestimate the uniqueness of the juncture in the 1970s when Carter missed an opportunity to change priorities in American diplomacy, a misreading that might be explained by the disparity between Carter's agenda and the reality created by his administration's record. This book identifies and examines how Carter's ambitious words and promising ideals did not translate into policy, though his intentions were noble. At a pivotal moment, his administration adopted human rights as a tenet for foreign policy, but Carter did not design imaginative guidelines or prescribe new practices to advance this theme. The Future Almost Arrived illuminates how, had Carter succeeded in recruiting senior staff to support and implement an innovative agenda, the result might have been an overhaul of U.S. foreign policy, with human rights at its center - which, by improving his chances for re-election, would have changed the course of history.

This book adapts a formal model of elections and legislative politics to study party politics in Israel, Italy, the Netherlands, Britain, and the United States. The approach uses the idea of valence, that is, the party leader's non-policy electoral popularity, and employs survey data to model these elections. The analysis explains why small parties in Israel and Italy keep to the electoral periphery. In the Netherlands, Britain, and the US, the electoral model is extended to include the behavior of activists. In the case of Britain, it is shown that there will be contests between activists for the two main parties over who controls policy. For the recent 2005 election, it is argued that the losses of the Labour party were due to Blair's falling valence. For the US, the model gives an account of the rotation of the locations of the two major parties over the last century.
