Globally, there are 3 400 to 4 000 described species of marine microalgae but only 1 to 2 percent are considered to be harmful. Harmful algal blooms (HABs) have significant impacts on food safety and security through contamination or mass mortalities of aquatic organisms. The impacts and mass mortalities of marine species caused by harmful algae are not new and have been recorded for decades. However, there is growing concern that these events will increase due to accelerating global warming, climate change and anthropogenic activities. Indeed, if not properly controlled, aquatic products contaminated with HAB biotoxins are responsible for potentially deadly foodborne diseases and when rapidly growing, HAB consequences include reduced dissolved oxygen in the ocean, dead zones, and mass mortalities of aquatic organisms. Improving HAB forecasting is an opportunity to develop early warning systems for HAB events such as food contamination, mass mortalities, or foodborne diseases. Surveillance systems have been developed to monitor HABs in many countries; however, the lead-time or the type of data (i.e. identification at the species-level, determination of toxicity) may not be sufficient to take effective action for food safety management measures or other reasons, such as transfer of aquaculture products to other areas. Having early warning systems could help mitigate the impact of HABs and reduce the occurrence of HAB events. The Joint FAO-IOC-IAEA technical guidance for the implementation of early warning systems (EWS) for HABs will guide competent authorities and relevant institutions involved in consumer protection or environmental monitoring to implement early warning systems for HABs present in their areas (marine and brackish waters), specifically those affecting food safety or food security (benthic HABs, fish-killing HABs, pelagic toxic HABs, and cyanobacteria HABs). The guidance provides a roadmap for stakeholders on how to improve or implement an EWS for HABs and biotoxins, where appropriate. It is important to note that not all countries and institutions can implement the same level of EWS for HABs, and this guidance is intended mainly for those who seek to broaden existing early warning systems, or who are just beginning to consider putting a system in place.

The International Polar Year (IPY) 2007-2008 will be an internationally coordinated campaign of polar observations, research, and analysis that will further our understanding of physical and social processes in the polar regions, examine their globally-connected role in the climate system, and establish research infrastructure for the future. Within this context, the IPY will galvanize new and innovative observations and research while at the same time building on and enhancing existing relevant initiatives. It also will serve as a mechanism to attract and develop a new generation of scientists and engineers with the versatility to tackle complex global issues. In 2004, the National Academies' Polar Research Board organized a workshop to explore the challenges associated with these initiatives. Planning for the International Polar Year 2007-2008 summarizes the presentations and discussions from this workshop.
Marine environments support the livelihoods, economies, and quality of life for communities around the world. But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

This review, for the first time to date, analyses the potential of labelling and certification schemes for Indigenous Peoples to market their food products. Specifically, it looks at those schemes that are designed by, with and for Indigenous Peoples, and that can provide economic, social and environmental benefits while protecting and promoting their unique values centered around the respect of life and Mother Earth. Eleven examples in this review cover innovative schemes implemented by Indigenous Peoples and practitioners in Africa, Asia, Central and South America and Oceania. They include territorial labels, geographical indications (GI), and participatory guarantee schemes (PGS), among others. In addition, the publication features one case study of a community-supported agriculture (CSA), as alternative example to engage with Indigenous Peoples and reaching out the market. Important factors that lead to the success of different schemes include (1) the leadership and ownership of Indigenous Peoples in the initiative (2) adequate support by external stakeholders including public and private sector, and universities (3) raising consumer awareness and education on Indigenous food products via fairs, festivals and other platforms, and (4) designing value chains and policies in a way that harmonize local, domestic and international trade. The review includes recommendations for various actors to support Indigenous Peoples in their self-determined economic development and towards the sustainable marketization of their products. The review also provides guidelines for Indigenous Peoples willing to engage in such initiatve. Those are applicable to different contexts on the ground, and include good practices, and measures to mitigate risks.
