The Inter-American Comm. on Human Rights supervises compliance with human rights protections in member states of the Org. of Am. States (OAS) that have faced terrorist threats. This report, compiled after the terrorist attacks that occurred in the U.S. on Sept. 11, 2001, is intended to assist member states of the OAS and other interested actors in the inter-Am. system in ensuring that anti-terrorism initiatives comply fully with fundamental human rights and freedoms and thereby achieve one of the crucial components for a successful campaign against terrorist violence.
