On November 17, 1938, Great Britain, the United States, and Canada, after four years of discussion and manoeuvre, signed two wide–ranging and interlocking trade agreements. A few large elements dominated the talks. The Americans wanted to breach the walls of the British imperial preferential tariff system. The British were anxious to retain markets and political support in the British dominions and the Baltic, while protecting their domestic agriculture and improving political relations with the United States. Canada, whose acquiescence and co–operation were necessitated by the pre–existing network of trade agreements, hoped to win new export markets, to retain old ones, and to achieve international political tranquility through economic means. Although the negotiations began with a mixture of lofty and ignoble motives, in the end the latter predominated. The authors have drawn on archival and statistical materials in all three countries to provide a clear and detailed account of the economic context of the mid–1930s, the process of negotiations, the issues, and the political and economic significance, both then and now, of the final agreements. Their work is a valuable case–study of the problems that face any country that tries to negotiate freer trade. It is therefore full of contemporary resonance and relevance, and will be of interest to students of and specialists in modern history (European, British, and North American), international relations, and international economic policy.

Through ruling class assaults known as enclosures or clearances, shared common land became privately-owned capital, and peasant farmers became propertyless laborers who could only survive by working for the owners of land or capital. As Ian Angus documents in The War Against the Commons, mass opposition to dispossession has never ceased. His dramatic account provides new insights into an opposition that ranged from stubborn non-compliance to open rebellion, including eyewitness accounts of campaigns in which thousands of protestors tore down fences and restored common access to pastures and forests. Such movements, he shows, led to the Diggers’ call for a new society based on shared ownership and use of the land, an appeal that was more sophisticated and radical than anything else written before the 1800s. Contrary to many accounts that treat the reorganization of agriculture as a purely domestic matter, Angus shows that there were close connections between the enclosures in Britain and imperial expansion. The consolidation of some of the largest estates in England and Scotland was directly financed by the forced labor of African slaves and the colonial plunder of India. Was enclosure a “necessary evil” that enabled economic growth? What role did deliberate promotion of hunger play in the creation of the working class? It was 1862, the second year of the Civil War, though Kansans and Missourians had been fighting over slavery for almost a decade. For the 250 Union soldiers facing down rebel irregulars on Enoch Toothman’s farm near Butler, Missouri, this was no battle over abstract principles. These were men of the First Kansas Colored Infantry, and they were fighting for their own freedom and that of their families. They belonged to the first black regiment raised in a northern state, and the first black unit to see combat during the Civil War. Soldiers in the Army of Freedom is the first published account of this largely forgotten regiment and, in particular, its contribution to Union victory in the trans-Mississippi theater of the Civil War. As such, it restores the First Kansas Colored Infantry to its rightful place in American history. Composed primarily of former slaves, the First Kansas Colored saw major combat in Missouri, Indian Territory, and Arkansas. Ian Michael Spurgeon draws upon a wealth of little-known sources—including soldiers’ pension applications—to chart the intersection of race and military service, and to reveal the regiment’s role in countering white prejudices by defying stereotypes. Despite naysayers’ bigoted predictions—and a merciless slaughter at the Battle of Poison Spring—these black soldiers proved themselves as capable as their white counterparts, and so helped shape the evolving attitudes of leading politicians, such as Kansas senator James Henry Lane and President Abraham Lincoln. The three volumes are extensively illustrated and referenced and provide the most detailed review of all aspects of perceiving the three-dimensional world. Volume 2 addresses stereoscopic vision in cats and primates, including humans. It begins with an account of the physiology of stereoscopic mechanisms. It then deals with binocular rivalry, binocular summation, binocular masking, and the interocular transfer of visual effects, such as the motion aftereffect and visual learning. The geometry of the region in binocular space that creates fused images (the horopter) is discussed in some detail. Objects outside the horopter produce images with binocular disparities that are used for stereoscopic vision. Two chapters provide accounts of mechanisms that bring the images into binocular register and of stimulus tokens that are used to detect binocular disparities. Another chapter discusses cyclopean effects, such as cyclopean illusions, cyclopean motion, and binocular direction that are seen only with binocular vision. Stereoacuity is the smallest depth interval that can be detected. Methods of measuring stereoacuity and factors that influence it are discussed.
