This volume is an account of the scientific and social responses made to the discovery of an invasive forest insect -- the emerald ash borer or EAB (Agrilus planipennis Fairmaire, 1888) -- in North America, that was formally announced in July 2002. Since its recognition, this wood-boring beetle has become one of the most destructive and costly exotic species ever encountered. More than $300 million in federal USDA-APHIS funds (alone) have been devoted to battling this pest, which has killed some tens of millions of ash trees, chiefly within southeastern Michigan and surrounding states. EAB has now been found in 28 states and two Canadian provinces. But those numbers are almost certain to keep growing in coming years. While primarily a case study, this work nonetheless examines larger issues concerning invasive species as a whole, their inadvertent transport and worldwide spread through the rise of globalization, regulations that have been adopted to prevent their introduction, and the successes or failures of state and federal agencies to try and enforce those regulations. It offers the first general work of its kind to appear on the ash borer that is directed towards a broad audience including the public, entomologists and foresters, environmentalists and ecologists, researchers, regulators, and indeed anyone who wishes to learn more about this important and timely topic. No previous knowledge of EAB or invasion biology is assumed. This book covers all of the major aspects of scientific research and management that have occurred since EAB was recognized in 2002. It is thoroughly researched and draws from the best available data and sources, which represent (a) archival materials; (b) scholarly publications and conference proceedings; (c) interviews conducted with leading participants in the EAB program; (d) selected newspaper/magazine articles; and (e) reputable sources found on the Internet (e.g., USDA-APHIS).

Despite technological advances in agriculture, nearly a billion people around the world still suffer from hunger and poor nutrition while a billion are overweight or obese. This imbalance highlights the need not only to focus on food production but also to implement successful food policies. In this new textbook intended to be used with the three volumes of Case Studies in Food Policy for Developing Countries (also from Cornell), the 2001 World Food Prize laureate Per Pinstrup-Andersen and his colleague Derrill D. In the nineteenth-century paradigm of architectural organicism, the notion that buildings possessed character provided architects with a lens for relating the buildings they designed to the populations they served. Advances in scientific race theory enabled designers to think of “race” and “style” as manifestations of natural law: just as biological processes seemed to inherently regulate the racial characters that made humans a perfect fit for their geographical contexts, architectural characters became a rational product of design. Parallels between racial and architectural characters provided a rationalist model of design that fashioned some of the most influential national building styles of the past, from the pioneering concepts of French structural rationalism and German tectonic theory to the nationalist associations of the Chicago Style, the Prairie Style, and the International Style. In Building Character, Charles Davis traces the racial charge of the architectural writings of five modern theorists—Eugene Emmanuel Viollet-le-Duc, Gottfried Semper, Louis Sullivan, Frank Lloyd Wright, and William Lescaze—to highlight the social, political, and historical significance of the spatial, structural, and ornamental elements of modern architectural styles.

With the admittance in 1948 of Silas Hunt to the University of Arkansas Law School, the university became the first southern public institution of higher education to officially desegregate without being required to do so by court order. The process was difficult, but an important first step had been taken. Other students would follow in Silas Hunt's footsteps, and they along with the university would have to grapple with the situation. Remembrances in Black is an oral history that gathers the personal stories of African Americans who worked as faculty and staff and of students who studied at the state's flagship institution. These stories illustrate the anguish, struggle, and triumph of individuals who had their lives indelibly marked by their experiences at the school. Organized chronologically over sixty years, this book illustrates how people of color navigated both the evolving campus environment and that of the city of Fayetteville in their attempt to fulfill personal aspirations. Their stories demonstrate that the process of desegregation proved painfully slow to those who chose to challenge the forces of exclusion. Also, the remembrances question the extent to which desegregation has been fully realized.
During the Civil War, African American war correspondent Thomas Morris Chester was so inspired by the men of the 36th United States Colored Troops that he declared the group to be "a model regiment." Composed primarily of former slaves recruited from Union-occupied areas of eastern North Carolina and southeastern Virginia, the 36th USCT participated in large-scale expeditions to liberate slaves, guarded Confederate prisoners at major POW camps, served in the trenches before Petersburg and Richmond, and stood as one of the first units to enter the abandoned Confederate capital on April 3, 1865. This volume, which includes a complete regimental roster, explores the background of these former slaves and their families, examines their initial recruitment and chronicles their military contributions throughout the war. More than a unit history, the story of the 36th USCT offers a vivid portrait of the challenging transition from slavery to freedom.

This is the question posed by Howard Rambsy’s new book, which explores bad men as a central, recurring, and understudied figure in African American literature and music. By focusing on how various iterations of the bad black man figure serve as creative muse and inspiration for literary production, Rambsy puts a wide variety of contemporary African American literary and cultural works in conversation with creativity research for the first time. From every “beautiful mornin’” to “some enchanted evening,” the songs of Oscar Hammerstein II are part of our daily lives, his words part of our national fabric. Born into a theatrical dynasty headed by his grandfather and namesake, Oscar Hammerstein II breathed new life into the moribund art form of operetta by writing lyrics and libretti for such classics as Rose-Marie (music by Rudolf Friml), The Desert Song (Sigmund Romberg), The New Moon (Romberg) and Song of the Flame (George Gershwin). Hammerstein and Jerome Kern wrote eight musicals together, including Sweet Adeline, Music in the Air, and their masterpiece, Show Boat. The vibrant Carmen Jones was Hammerstein’s all-black adaptation of the tragic opera by Georges Bizet. In 1943, Hammerstein, pioneer in the field of operetta, joined forces with Richard Rodgers, who had for the previous twenty-five years taken great strides in the field of musical comedy with his longtime writing partner, Lorenz Hart. The first Rodgers and Hammerstein work, Oklahoma!, merged the two styles into a completely new genre—the musical play—and simultaneously launched the most successful partnership in American musical theater. Over the next seventeen years, Rodgers and Hammerstein wrote eight more Broadway musicals: Carousel, Allegro, South Pacific, The King and I, Me and Juliet, Pipe Dream, Flower Drum Song, and The Sound of Music. Rapid and momentous technological changes at the turn of the 20th century forced military professionals and educated civilians to envision the future of war and warfare, especially during an age where nations found themselves aggressively competing for dominance on the world stage. Antulio J. Echevarria II offers a comparative study of these predictions to assess who got it right and why. He concludes that professionals were particularly adept at predicting the warfare of the immediate future by framing their discussions in terms of solving tactical problems, but they were much less successful at thinking of the long-term. Unburdened by the necessity of strategic problem-solving, educated amateurs were allowed more flexibility to imagine the long-term future of warfare, and, at times, proved to be remarkably accurate. Echevarria organizes his study by comparing visions of future wars on land, at sea, undersea, and in air. In each instance professionals and amateurs had their own distinctive imaginings. Among the notable speculators included in this book are science fiction author H.G. Wells and military theorist Ivan Bloch. This approach to the study of warfare is one of those rare examples of a book that can appeal to and inform a wide cross-section of readers.

A bold retelling of the history of lying in medieval and early modern Europe Is it ever acceptable to lie? This question plays a surprisingly important role in the story of Europe's transition from medieval to modern society. According to many historians, Europe became modern when Europeans began to lie—that is, when they began to argue that it is sometimes acceptable to lie. This popular account offers a clear trajectory of historical progression from a medieval world of faith, in which every lie is sinful, to a more worldly early modern society in which lying becomes a permissible strategy for self-defense and self-advancement. Most Americans are more aware of the workings of the federal government than of their own state government. But these "laboratories of democracy" constitute perhaps the most creative and successful component of the American political experiment. Like each of the states, Tennessee state government has a distinct history and a political culture that reflects that history. This book places Tennessee's modern political institutions in the context of the history and personalities that formed them. They pay special attention to the period after 1978, when three governors left a lasting impression on the direction and culture of the state government. This Brief examines the “militarization” of law enforcement in the United States through the lens of the stakeholders primarily responsible for implementing, funding, and enacting the practice. Largely a result of policies such as the war on drugs, war on terror, and the 1033 program, there has been a gradual but dramatic rise in the use of military-grade weapons, equipment, and tactics used by police agencies across the United States. This Brief examines the level of support for various aspects of police militarization by lawmakers, police executives, and local police officers, and how their opinions may differ based upon their current position or demographic features using a series of analyses and propensity score matching techniques. This Brief also provides an overview of some of the key policy changes responsible for police militarization, and provides insights into the views held by policymakers and law enforcement on various aspects of the practice. The results indicate that while many responsible for this shift are in favor of paramilitary procurement programs, there are differing opinions on key issues such as oversight and use of military-grade weapons, equipment and paramilitary tactics. This work will be of interest to researchers in criminology and criminal justice, particularly those with an interest in policing studies, as well as related fields such as public policy, public administration, emergency management, and sociology.
