It identifies the ‘hidden commonalities’ of the various technical safety concepts and formulates a corresponding procedure, applicable across disciplines, in a single guideline. The future is now: we constantly face change through science, research and technologies, change through industrial development, and new innovations and complexities. Our society fundamentally depends on technical systems, infrastructures and interconnected smart components, in every corner of the human environment. And these systems bring with them the need for technical safety. The risks of extending what is technically feasible have to be identified and analyzed at an early stage so as to avoid and/or mitigate potential harm by means of appropriate countermeasures. In their contribution to the first edition of this Handbook, entitled "The Teeth," LEHNER and PLENK (1936) discussed the tissues constituting the "perio dontium" rather briefly. In contrast to the detailed paragraphs dealing with, for example, enamel and dentine, the section (about 40 pages and 20 illustra tions, mostly drawings) devoted to periodontal tissues failed to provide a factual review and summary of the contemporary knowledge and latest developments in research on the various components of the periodontium. Instead, much of the text was an attempt to arrive at conclusions from often purely semantic speculations, playing the various schools of thought against each other, provid ing arguments in favor of the authors' views and arguments for the feasibility and probability of accepting or rejecting the often diverse opinions, while the reader was referred to the already existing literature for factual details. Since 1936, however, factual details ofthe structural biology of the periodon tal tissues, i. e. their development, structure, function, and physiology, have been greatly extended and have been internationally accepted. With much less opin ionated belief to cope with, this knowledge has formed the solid foundation upon which diagnosis, prevention, and treatment in the fields of clinical perio dontology, modem orthodontics, and re- and transplantation procedures of teeth have been built.
The European Court of Human Rights (“ECtHR”) suffers from the burgeoning caseload and challenges to its authority. This two-pronged crisis undermines the ECtHR’s legitimacy and consequently the functioning of the whole European human rights regime. Domestic courts can serve as welcome allies of the Strasbourg Court. They have a potential to diffuse Convention norms domestically, and therefore prevent and filter many potential human rights violations. Yet, we know very little about how domestic courts actually treat the Strasbourg Court’s rulings. This book brings unique empirical findings on how often, how and with what consequences domestic judges work with the ECtHR’s case law. It moves beyond the narrow concept of compliance and develops a new three-level methodology for analysing the role played by domestic courts in the implementation of ECtHR case law. Moreover, using the example of Czechia, it shifts the attention from Western countries to a more volatile Central and Eastern European region, which has recently witnessed democratic backsliding and backlash against international checks on human rights and the rule of law standards. Looking at a wider social and legal context, this book identifies factors helping transitional countries to adapt to regional human rights regimes. The work will be an essential resource for students, academics and policy-makers working in the areas of Constitutional law, Politics and Human Rights law. Its global appeal is enhanced by the methodological framework which is applicable in other international systems.
