The Constitution of Japan has served the country for more than half a century, creating and maintaining a stable and functional democratic system. This book innovatively interprets Japanese politics as a ’benign elite democracy’ whilst demonstrating the Supreme Court's vital contribution to the political structure. In The Supreme Court and Benign Elite Democracy in Japan, Hiroshi Itoh presents the first empirical study of judicial decision making under Japan's Constitution. He examines the Supreme Court’s records regarding the protection of civil rights and liberties, the preservation of the conformity of lower levels of laws and regulations to the Constitution, and the maintenance of the Court's relationships to the political branches. The analysis of these three aspects of constitutional litigation reveal how the Supreme Court contributes to the efficacy of constitutional democracy by keeping the system adaptable to the ever-changing environment in and around Japan.
This book reappraises the Japanese employment system, characterized by such practices as the periodic recruiting of new graduates, lifetime employment and seniority-based wages, which were praised as sources of high productivity and flexibility for Japanese firms during the period of high economic growth from the middle of the 1950s until the burst of bubbles in the early 1990s. The prolonged stagnation after the bubble burst induced an increasing number of people to criticize the Japanese employment system as a barrier to the structural changes needed to allow the economy to adjust to the new environment, with detractors suggesting that such a system only serves to protect the vested interests of incumbent workers and firms. By investigating what caused the long stagnation of the Japanese economy, this book examines the validity of this currently dominant view about the Japanese employment system. The 17th International Symposium on Acoustical Imaging was held at Tohoku University, Sendai, Japan, during May 31-June 2, 1988. The symposium was organized by the ultrasonics research group of Tohoku University and the IEEE ijFFC Society, Tokyo Chapter. Of the 128 papers submitted, 88 were presented during the symposium, which comprised 144 researchers from 13 countries. This volume contains 81 papers as the record of the symposium and is clas sified into the following sections: (1) Acoustic Microscopy and its Applications; (2) Non-Destructive Evaluation; (3) Signal Processing of Images; (4) Acoustic Measurements and Physical Acoustics; (5) Medical Ultrasonic Diagnostics; (6) Acoustic Sensors; (7) Acoustic Holography and Tomography; (8) Seismic Exploration; and (9) Imaging Instrumentation and Other Techniques. A number of the papers submitted were associated with medical ultrasonic diagnostics and acoustic microscopy, reflecting a major activity in acousti cal imaging at Tohoku University. Accordingly, two invited talks were focused on this area: acoustic microscopy by Dr. G. A. D. Briggs of the University of Oxford and medical ultrasonics by Prof. M. Tanaka of Tohoku University. In light of the history of research in this field at our university, we are delighted to have had the opportunity to host the 17th symposium.

This work proposes a new approach to macroeconomics which draws upon the experience of the Japanese economy. The approach is similar to the Old Keynesian view: it rejects the Walrasian approach, and singles out real demand as the fundamental determinant of output in the economy as a whole. However, by maintaining that real demand constraints are important not only in the short-run, but in the long-run as well, it goes beyond what is normally understood as the Keynesian approach. It is also very different from the New Keynesian Economics; in particular, it regards the rigidity of nominal wages/prices as of secondary importance. The work is extensively illustrated by almost 200 figures and tables of data.

This book focuses on exploring the relationship between spin-outs from incumbents and the patterns of innovation in general purpose technology. Do spin-outs really promote innovation? What happens if star scientists leave the incumbents and establish a startup to target untapped markets? Entrepreneurial spin-outs have been recognized as an engine of innovation. General purpose technology, such as the steam engine in the Industrial Revolution, has been considered an engine of growth. This book provides new perspectives on how entrepreneurial spin-outs shape the patterns of innovation in general purpose technology by integrating theoretical findings in industrial organizations and includes innovation studies and detailed evidence from a longitudinal case study. Concretely, by longitudinally exploring the technological development of laser diodes in the USA and Japan, this study examines how the existence or absence of an entrepreneurial strategic choice for spin-outs influences the patterns of subsequent technological development. The longitudinal analysis in this book shows that spin-outs could hinder the subsequent development of existing technology when that technology is still at a nascent level, because the cumulative effects of technological development could disappear if research and development personnel leave their parent firms in order to target different sub-markets. The findings of this book show that institutional settings designed to promote spin-outs do not necessarily promote innovation. The book offers novel theoretical insights into the relationship between institutions promoting spin-outs and the developments of general purpose technology.
