A new explanation of the relation between schooling and work in the democratic, advanced industrial state emerges from this study that rejects both traditional views and the more recent Marxian perspective. Traditional views consider schools as autonomous institutions that are able to pursue the goals of equality and social mobility irrespective of the inequalities of capitalist society; the Marxian perspective views schools as serving the role of producing wage-labor for capitalistic exploitation. The authors suggest that the shortcomings of both views are rooted in the fact that they do not recognize the true functions of the democratic, capitalist state. The state is seen as an arena for struggle between forces pushing for egalitarian, democratic reforms and those seeking to use the resources of the state for private capital accumulation. Depending on which side has primacy at the moment, schools will reflect one set of goals over the other. However, victory is never complete, and the tide of battle has shifted back and forth historically. The authors develop this theory through interpreting the dynamic relation between U.S. schools and the workplace. Based on this approach, they predict changes in both schooling and work as well as the forms that future conflicts between the contending forces are likely to take.
Privatizing Educationis a collection of essays written by such luminaries as Martin Carnoy, Christopher Connell, Wendy Connors, Fred Doolittle, Pearl Rock Kane, Frank Kemerer, Christopher Lauricella, Arthur Levine, Ellen Magenheim, Patrick McEwan, Lee D. Mitgang, David Myers, Gary Natriello, Caroline Persell, Mark Schneider, Janelle Scott, Geoffrey Walford, and Amy Stuart Wells who examine the efforts of some educators, reformers, investors, and political groups to move education from the public to the private sector. This is occurring through tuition tax credits, voucher initiatives, and for-profit, educational management organizations. The volume grows out of a conference that took place at Columbia University's Teachers College which launched the National Center for the Study of Privatization in Education.
The earth, viewed through the window of an airplane, shows a regularity and reptition of features, for example, hills, valleys, rivers, lakes, and forests. Nevertheless, there is great local variation; Vermont does not look like Utah. Similarly, if we rise above the details of a few programming languages, we can discern features that are common to many languages. This is the programming language landscape; the main features include variables, types, control structures, and input/output. Again, there is local variation; Pascal does not look like Basic. This work is a broad and comprehensive discussion of the principal features of the major programming languages. A Study of Concepts The text surveys the landscape of programming languages and its features. Each chapter concentrates on a single language concept. A simple model of the feature, expressed as a mini-language, is presented. This allows us to study an issue in depth and relative isolation. Each chapter concludes with a discussion of the way in which the concept is incorporated into some well-known languages. This permits a reasonably complete coverage of language issues.
Cost-effectiveness analysis allows researchers and evaluators to determine if a particular program or policy has attained maximum effectiveness for a given budget. This book introduces cost-effectiveness analysis and gives readers step-by-step methods to plan and implement a cost-analysis study. It explains and illustrates the four major techniques : cost-effectiveness, cost-benefit, cost-utility, and cost-feasibility. It discusses choice of analysis, implementation, the nature of costs (including how to identify, measure, and distribute costs); measuring effectiveness, utility, and benefits; and, lastly the difficulties of including cost evaluations in the decision making process. Each chapter ends with exercises that enable readers to sharpen their ability to evaluate policy options and program effectiveness.
Privatization has become a catchword the world over, championed by some as a panacea for all ills, and branded by others as the cause behind increasing social inequalities. Education is not exempt from this loaded debate. In both developed and developing countries, for different raisons, schools are facing pressure to privatize the management and financing of education. This booklet proposes a certain number of criteria to evaluate the effectiveness of privatization policies, including efficiency and equity considerations. It weighs up the positive and negative aspects of privatization, and explores the different forms that it can take.
