This book brings together contributions from some of the leading authorities in the field of EU immigration and asylum law to reflect upon developments since the Amsterdam Treaty and, particularly, the Tampere European Council in 1999. At Tampere, Heads of State and Government met to set guidelines for the implementation of the powers and competences introduced by the Amsterdam Treaty and make the development of the Union as an area of freedom, security and justice a reality. Since 1999, a substantial body of law and policy has developed, but the process has been lengthy and the results open to critique. This book presents a series of analyses of and reflections on the major legal instruments and policy themes, with the underlying question, to what extent the ideals held out of 'freedom, security and justice accessible to all', are in fact reflected in these legislative and policy developments. Has freedom from terrorism and the spectre of illegal or irregular migration, and increasingly strict border securitisation and surveillance overshadowed the freedom of the migrant to seek entry or residence for legitimate touristic, work, study, or family reasons, a secure refuge from persecution, and effective access to justice? In 2004, the Heads of State and Government presented a programme for the next stage of development in these areas, the Hague Programme, and the Directives and Regulations that have been agreed are now being transposed and applied in Member States legal systems. Examining an extensive range of musical settings of stories from the book of Genesis, Leneman offers an overview of chiefly 19th and 20th century musical engagements with this biblical text. Leneman first discusses how Eve's inner thoughts are explored by noted French composers Jules Massenet and Gabriel Fauré. The text then enters the deep waters of Noah's flood in examination of several compositions, including two unusual settings by Igor Stravinsky and Benjamin Britten, as well as more conventional settings by Saint-Saëns and Donizetti. Two major 19th century oratorio settings of Abraham's story by lesserknown German composers Martin Blumner and Karl Mangold provide fascinating illuminations of the Abraham narratives, whereas parts of Rebecca's story are found in works by César Franck, Ferdinand Hiller, and most unusually, by a French woman composer, Célanie Carissan. Finally, Leneman shows how Joseph's story was set in numerous oratorios (including by Handel) but that one of the most important works based on his story is an opera by 18th century French composer Etienne Méhul. In addition to discussing these larger 19th century works, Leneman also examines several interesting atonal 20th century works based on the stories of Eve and the Flood, shedding new light on the history of the interpretation of the Book of Genesis.

Leonard Bernstein was the quintessential American musician. Through his careers as conductor, pianist, teacher and television personality he became known across the US and the world, his flamboyance and theatricality making him a favourite with audiences, if not with critics. However, he is perhaps best remembered as a composer, particularly of the musical West Side Story, and for songs such as 'America', 'Tonight' and 'Somewhere'. Dr Helen Smith takes an in-depth look at all eight of Bernstein's musical theatre works, from the early On the Town written by the 26-year-old composer at the start of his career, to his second and last opera A Quiet Place in 1983; in between these two pieces he composed music for Trouble in Tahiti, Wonderful Town, Candide, West Side Story, Mass and 1600 Pennsylvania Avenue. These works are analysed and considered against a background of musical and social context, as well as looking at Bernstein's other orchestral, choral and chamber works. One important aspect examined is Bernstein's use of motifs in his theatre compositions, which takes them out of the realms of Broadway and into the sphere of symphonic writing. Smith provides an indispensable overview of the musical theatre works of an eclectic composer, and shows what it is that constitutes the Bernstein 'sound'.
What did it mean to run a large, commercialized agrarian polity according to the best Confucian principles? This book is intended as a contribution to both intellectual and political history. It is partly a study of how Confucian-trained officials thought about the grain trade and the state’s role in it, particularly the “ever-normal granaries,” the stockpiles of grain maintained by every county government as protection against shortages and high prices. The author investigates the scope and limits of belief in market forces among those critical of government intervention, establishing that rudimentary economic arguments for state withdrawal from the grain trade were available by 1750. She then explores challenges, from within the ruling apparatus, to the state’s claim that its own stockpiling served the public interest, as well as the factors behind decisions in the mid- and late 1740s to suspend or decrease state purchases of grain. As a study of Confucian government in action, this book describes a mode of public policy discussion far less dominated by the Confucian scriptures than one might expect. As a contribution to intellectual history, the work offers a detailed view of members of an ostensibly Confucian government pursuing divergent agendas around the question of “state or merchant?”

Neighbourhood policing is one of the most significant and high profile innovations in UK policing in recent times. It has also been one of the most successful, garnering widespread political and public support for its objectives and the processes of policing that it has sought to embed. Indeed, it has recently been described as the 'bedrock' of the British policing model. But it was not always so lauded. At the time of its initial development it encountered considerable opposition and scepticism from both within and outside of the police. This book tells the story of how and why the neighbourhood policing model was originally designed and implemented, and then, what has led to a decline in its prominence in terms of everyday police practice. To do this, Neighbourhood Policing draws upon unparalleled empirical data from the authors' ten-year programme of research to provide unique and compelling insights into the key practices and processes associated with the concept and implementation of neighbourhood policing. The chapters describe how: key processes and practices have evolved and matured; the ways neighbourhood policing delivers a range of local policing services; as well as how, in some towns and cities, it has provided a platform for tackling violent extremism and organised crime. The Fast and The Furious: Drivers, Speed Cameras and Control in a Risk Society presents a sociological and criminological perspective critical to understanding the driver's role at the centre of road safety interventions. Such an approach is, it is argued, as crucial to an understanding of attempts to reduce road crashes, deaths and injuries as approaching such questions from an engineering or educational perspective. The book offers an explanation for the continued debate about one road safety intervention - the speed camera - by situating that debate within contemporary literature about the 'risk society' (Beck, 1992) and more broadly understood experiences of risk faced on a daily basis by drivers. Rather than a focus on risk as something that can be objectively assessed, measured and managed separately from the social context in which it is encountered, it suggests that 'risk' is something that permeates this particular debate from every angle. The book achieves its aims by utilising sociological and criminological perspectives to investigate issues such as: - the social context in which it is possible for drivers to reject official scientific expertise about crash causation and camera effectiveness - the self-defined 'respectability' of the population being problematised and its juxtaposition with a 'proper' police focus on 'real criminals' - the reconceptualisation of law-breaking as risk-taking rather than inherently 'wrong' behaviour and its consequences for the enforcement of laws based on risk assessment - the experience of being controlled by technology and of receiving what is essentially 'automated justice'. These and other issues are explored and suggested as illuminating of both the real concerns underpinning this debate and potentially instructive for future attempts to control risky behaviour both within and beyond a road safety context.
This book shows how in nineteenth-century Britain, confronted with the newly industrialized and urbanized modern world, writers, artists, journalists and impresarios tried to gain an overview of contemporary history. They drew on two successive but competing conceptual models of overview: the panorama and the compilation. Both models claimed to offer a holistic picture of the present moment, but took very different approaches. This book shows that panoramas (360° views previously associated with the Romantic period) and compilations (big data projects previously associated with the Victorian fin de siècle) are intertwined, relevant across the entire century, and often remediated, making them crucial lenses through which to view a broad range of genre and forms. It brings together interdisciplinary research materials belonging to different period silos to create new understandings of how nineteenth-century audiences dealt with information overload. It argues for a new politics of distance: one that recognizes the value of immersing oneself in a situation, event or phenomenon, but which also does not chastise us for trying to see the big picture.
