Henry James and the Media Arts of Modernity: Commercial Cosmopolitanism turns to the author’s late fiction, letters, and essays to investigate his contribution to the development of an American cosmopolitan culture, both in popular and high art. China’s trade patterns are evolving. While it started in light manufacturing and the assembly of more sophisticated products as part of global supply chains, China is now moving up the value chain, “onshoring” the production of higher-value-added upstream products and moving into more sophisticated downstream products as well. At the same time, with its wages rising, it has started to exit some lower-end, more labor-intensive sectors. These changes are taking place in the broader context of China’s rebalancing—away from exports and toward domestic demand, and within the latter, away from investment and toward consumption—and as a consequence, demand for some commodity imports is slowing, while consumption imports are slowly rising. The evolution of Chinese trade, investment, and consumption patterns offers opportunities and challenges to low-wage, low-income countries, including China’s neighbors in the Mekong region. Cambodia, Lao P.D.R., Myanmar, and Vietnam (the CLMV) are all open economies that are highly integrated with China. Rebalancing in China may mean less of a role for commodity exports from the region, but at the same time, the CLMV’s low labor costs suggest that manufacturing assembly for export could take off as China becomes less competitive, and as China itself demands more consumption items. Labor costs, however, are only part of the story. The CLMV will need to strengthen their infrastructure, education, governance, and trade regimes, and also run sound macro policies in order to capitalize fully on the opportunities presented by China’s transformation. With such policy efforts, the CLMV could see their trade and integration with global supply chains grow dramatically in the coming years.

Cold War Friendships explores the plight of the Asian ally of the American wars in Korea and Vietnam. Enlisted into proxy warfare, this figure is not a friend but a "friendly," a wartime convenience enlisted to serve a superpower. It is through this deeply unequal relation, however, that the Cold War friendly secures her own integrity and insists upon her place in the neocolonial imperium. This study reads a set of highly enterprising wartime subjects who make their way to the US via difficult attachments. American forces ventured into newly postcolonial Korea and Vietnam, both plunged into civil wars, to draw the dividing line of the Cold War. The strange success of containment and militarization in Korea unraveled in Vietnam, but the friendly marks the significant continuity between these hot wars. In both cases, the friendly justified the fight: she was also a political necessity who redeployed cold war alliances, and, remarkably, made her way to America. As subjects in process--and indeed, proto-Americans--these figures are prime literary subjects, whose processes of becoming are on full display in Asian American novels and testimonies of these wars. Literary writings on both of these conflicts are presently burgeoning, and Cold War Friendships performs close analyses of key texts whose stylistic constraints and contradictions--shot through with political and historical nuance--present complex gestures of alliance.

In this work, the reliability of HfO2 (hafnium oxide) with poly gate and dual metal gate electrode (Ru–Ta alloy, Ru) was investigated. Hard breakdown and soft breakdown, particularly the Weibull slopes, were studied under constant voltage stress. Dynamic stressing has also been used. It was found that the combination of trapping and detrapping contributed to the enhancement of the projected lifetime. The results from the polarity dependence studies showed that the substrate injection exhibited a shorter projected lifetime and worse soft breakdown behavior, compared to the gate injection. The origin of soft breakdown (first breakdown) was studied and the results suggested that the soft breakdown may be due to one layer breakdown in the bilayer structure (HfO2/SiO2: 4 nm/4 nm). Low Weibull slope was in part attributed to the lower barrier height of HfO2 at the interface layer. Interface layer optimization was conducted in terms of mobility, swing, and short channel effect using deep submicron MOSFET devices.

This report describes a risk assessment mission in the Federated States of Micronesia, undertaken by the EpiCentre, School of Veterinary Sciences, Massey University, and the Food and Agriculture Organization of the United Nations (FAO) under FAO Technical Cooperation Programme (TCP/SAP/3801). The overall aim was to evaluate the risk of introducing the African swine fever virus (ASFV) into the Federated States of Micronesia and use the findings to propose recommendations that enable professionals, communities and key stakeholders to implement prevention and mitigation measures to reduce the impacts of African swine fever (ASF) incursion. ASF is a highly contagious viral disease of domestic and wild pigs. It has emerged from Africa, spreading to eastern Europe, China and Southeast Asia. Due to ASF outbreaks in Asia and Papua New Guinea, Pacific Islands countries now prioritise preventing the introduction of ASF. A risk assessment of ASFV introduction is necessary for deciding which preventive actions would be most effective. The assessment of risk was conducted using the OIE import risk analysis framework. The most likely pathway for introducing ASFV into the Federated States of Micronesia was importing unauthorised pork products that international arrival passengers may bring in via airport or searport. Should infected products enter the Federated States of Micronesia, there is a distinct pathway for exposure because pigs are routinely fed food scraps (swill) from households. The likelihood of transmission of ASFV to other susceptible pigs was considered extremely high due to the lack of farm biosecurity and the presence of feral pigs. The assessment method was a systematic, qualitative import risk analysis of ASFV introduction to the Federated States of Micronesia. Results provide information about high-risk areas for ASF introduction, exposure and spread in FSM. They also identify gaps in control and prevention measures. The following steps are being proposed to minimise the likelihood of entry and exposure and the consequence of ASFV introduction.
