Vietnam was a country named Au Lac ruled by King An Duong Vuong. By then, Zhao To (Southern China) tried to conquer Au Lac State, but his military adventures ended in failure. Resorting to a different strategy, Zhao To sought peace and requested An Duong Vuong to give consent to marriage between Trong Thuy, Zhao To’s son, and My Chau, An Duong Vuong’s daughter. Finally, the King lost his country in the hands of the enemy due to his subjectivity and credulity.
When South Vietnam was abandoned by its American allies and consequently defeated by the North Vietnamese in 1975, all its military records were lost to the enemy. This has led to a paucity of factually based analyses of the war by South Vietnamese authors. In a project lasting some ten years, and financed by his own hard-earned resources, Colonel Viet has researched, documented, and analyzed the Vietnam War from the perspective of South Vietnamese armor forces, elements in which he himself played an important role as leader, teacher, and innovator. His travels to interview hundreds of people with first-hand knowledge of these matters took him back and forth across the United States (and to Canada, France and Australia) and enabled him to piece together the story as recalled by virtually every senior South Vietnamese who was involved, along with many of lesser rank but important experience, and many Americans as well. The result is a unique and invaluable work, one recounting from the early days of the Army of the Republic of Vietnam its organization and development, its combat operations, and its interaction with American advisors and then later with deployed American units. Viet tells this story as an historian would, not glossing over the shortcomings and failures of his fellow Vietnamese soldiers (or of the Americans), but also providing definitive accounts of their successes, their innovations, their courage and determination, and the hardships experienced and survived in the course of a long, difficult, and ultimately unsuccessful struggle. In Colonel Viet's words: "In order to give the truth back to history, we did not hide anything, whether it be victory or defeat." Finally, in a very touching portion of the work, Colonel Viet memorializes his fallen comrades of the armored force and commemorates the service of all the American advisors to the armored force he was able to identify.

This book describes the iterative steps that were successfully undertaken to develop adaptation measures to climate change in two Vietnamese provinces. The methodology used to develop the scientific basis and the societal agreement of the need to adapt to climate change is applicable also to other regions in Vietnam, Asia and worldwide. The uncertainties of climate change models make it difficult to justify investments to finance protection from uncertain impacts. Setting out with the projected climate change impacts in Vietnam, which is one of the most vulnerable countries to climate change, the book describes a methodological approach to assess and evaluate local vulnerabilities of natural resources to climate change and socio-economic impacts, engaging local stakeholders in the development of locally acceptable and economically feasible adaptation measures. The methodological approach to understand the vulnerabilities and to develop climate change adaptation measures was scenario workshops that supported the communication between scientists and stakeholders. The development of climate change adaptation strategies is nearly state-of-the-art in many countries, but often there is still a large step towards implementing climate change adaptation measures on the local level. The challenge in the development of adaptation measures lies in their acceptability by local stakeholders and decision makers. Climate change adaptation measures also usually demand investments. To understand potential future risks the communication methodology was to first get a good understanding of the natural resources (mainly surface and groundwater) and their potential vulnerabilities (current and future). This was followed by developing a common understanding of current risk patterns, as well as underlying vulnerabilities and hazards. Socio-economic developments have an equally strong, and in the short term mostly even stronger, impact on the living environment and natural resources as long-term climate change impacts. The scenario workshops developed a holistic approach on current and potential future risk patterns, with a special focus on surface and groundwater quantities and qualities, natural hazards and sea level rise. Land-use planning was identified as playing a decisive role in minimizing current and future risks. Finally, first adaptation measures for two Vietnamese provinces were developed and shall be implemented over the next years. The methodology that led to these adaptation measures shall be applied in other Vietnamese provinces.
Building on both Western and Asian theoretical resources, the book examines how EIL teachers see themselves as professional and individual in relation to their work practices. It reveals the tensions, compromises, negotiations and resistance in their enactment of different roles and selves, especially when they are exposed to values often associated with the English-speaking West. The ways they perceive their identity formation problematise and challenge the seemingly dominant views of identity as always changing, hybrid and fragmented. Their experiences highlight the importance of the sense of belonging and being, connectedness, continuity and a coherent growth in identity formation. Their attachment to a particular locality and their commitment to perform the moral guide role as EIL teachers serve as the most powerful platform for all their other identities to be constructed, negotiated and reconstituted.
This book is the first overall study of research-based art practices in Southeast Asia. Its objective is to examine the creative and mutual entanglement of academic and artistic research; in short, the Why, When, What and How of research-based art practices in the region. In Southeast Asia, artists are increasingly engaged in research-based art practices involving academic research processes. They work as historians, archivists, archaeologists or sociologists in order to produce knowledge and/or to challenge the current established systems of knowledge production. As artists, they can freely draw on academic research methodologies and, at the same time, question or divert them for their own artistic purpose. The outcome of their research findings is exhibited as an artwork and is not published or presented in an academic format. This book seeks to demonstrate the emancipatory dimension of these practices, which contribute to opening up our conceptions of knowledge and of art, bestowing a new and promising role to the artists within the society.
In this book, Phan Le-Ha identifies and discusses four growing self-sustained/sustaining fundamental phenomena in transnational education (TNE), namely (1) the planned, evolving and transformative mediocrity behind the endorsement of English-medium education legitimized by the interactive Asia-the West relationship; (2) the strategic employment of the terms ‘Asia/Asian’ and ‘West/Western’ by all stakeholders in their perceptions and construction of choice, quality, rigour, reliability and attractiveness of programs, courses, and locations; (3) the adjusted desire for an imagined (and often misinformed) ‘West’ among various stakeholders of transnational education; and (4) the assigned and self-realized ownership of English by otherwise normally on-the-margin groups of speakers. A focus on how these phenomena impact questions of identity and desire in TNE is a running theme. The above phenomena are discussed against the backdrop of ‘the rise of Asia’ sentiment and how this sentiment has played out in interactions and relationships between ‘the West’ and ‘Asia’ and among Asian institutions and various entities. Phan Le-Ha’s examination of the identified phenomena in TNE has been informed by her multi-layered engagement with the dialectic of the Asia-the West relationship, her critical take on certain pro-Asia and decolonisation scholarship, and her interdisciplinary and multidisciplinary approach to theorise the field and the specific topic under scrutiny. Phan Le-Ha shows that the current Asia chooses (not necessarily by force but largely by will and often with an informed and well-articulated agency) to go with the idea of the West and often desires an affiliation with the West either directly or indirectly, something that is getting more intense in the context of globalization, regionalization, and commercialization of education. The rise of Asia has made the idea of the West even more looked-for in Asia. TNE in Asia, in many ways, is the transforming and dynamic transit point, a layover that facilitates entry into a wanted destination – the West and/or the idea of the West. The West and Asia need one another more than ever in the context of the internationalization and commercialization of higher education. What’s more, the West and Asia have hardly ever been mutually exclusive but have rather been in an eventful love-and-obsession relationship with each other. This is the very dialectic proposition that Phan Le Ha takes throughout this book while paying specific attention to transnational higher education in the greater Asian region including the Middle East, following her several research projects conducted in the region since 2005 to date. This book examines changing gender roles, relations and hierarchies in an ethnic minority community in Central Viet Nam. After decades of war, the community continued its self-sufficient way of life in this remote forested mountainous region, but in recent years has been forced to respond to severe climate threats combined with sudden and destabilizing socioeconomic and regulatory change. Through the use of both qualitative (interview-based) and quantitative research methods, the book offers insights into the complex interactions between climate, regulatory and socioeconomic changes – including, paradoxically, the emergence of significant problems for both the community and the environment in the wake of policies designed to protect the natural environment. Facing greatly increased food and livelihood insecurity, the women and men of the community were pushed into the mainstream market economy without being fully prepared to participate in an economy that is still very new to them. These sudden transitions caused major shifts in gender roles and hierarchies, opening up new possibilities for women to increase their social status in a highly patriarchal context, but also at a cost for both women and men as women’s burdens increased and men’s traditional roles and livelihoods were lost. The book examines recent trends, including unanticipated changes and new possible policy-related approaches, and draws international comparisons with other ethnic minority, indigenous and remote communities facing similar complex forces of change. Since its introduction by Kaplan and Norton in 1992, the Balanced Scorecard (BSC) has gradually been adopted as a fundamental system of management by many organisations. Because the BSC is mainly designed for large companies in developed countries, there is a question of its successful application in Small and Medium-sized Enterprises (SMEs), especially those in developing countries. As there is little research in this area, this book is designed to fill that gap. In this book, Vietnamese SMEs are used as the central study cases for the application of BSC. Such a system enables SMEs to meet their management needs more quickly. Lessons learned in this study can be extended not only to other Vietnamese SMEs but also to firms in other countries with similar economic conditions. The book will also provide an improved understanding on factors influencing the adopting process.

Vietnam’s foreign policy towards China and the United States (US) involves a delicate process of reconciling and balancing competing perceptions, goals and interests within the country. This leads to foreign policy decisions that may respectively lean towards either China or the US, depending on specific circumstances and issues, while trying to maintain an overall equilibrium between the two powers. Vietnam’s foreign policy adopts the paradigm of “cooperation” and “struggle” in its relations with major powers, and defines “national security” as encompassing both national sovereignty and regime security. Given the common ideology and imperative of preserving political control of their respective communist parties, China may be a critical partner for Vietnam in terms of regime security but is often an “object of struggle” on national sovereignty. On the other hand, the US is Vietnam’s partner in the South China Sea but an “object of struggle” when it comes to regime security. The Vietnamese public’s favourable sentiments towards the US, contrasted with their distrust towards China, pose a challenge for the Communist Party of Vietnam (CPV) in mobilizing public opinion to bolster its legitimacy while preventing any potential threat to its political authority. A friendly relationship with China is essential for Vietnam’s favourable external environment, warranting Hanoi’s accommodation and deference to Beijing on non-critical issues. However, it has meticulously avoided dependencies and vulnerabilities to China through diversifying economic ties and engaging in “soft balancing” with other powers and through ASEAN. Party-to-party links provide China with powerful access to Vietnamese leaders, but the US is catching up by giving assurances to respect Vietnam’s political system, and strengthening “party diplomacy” with the CPV. In its relationship with the US, Vietnam prioritizes economic ties, addressing war legacy issues, leveraging US support to build capacities in traditional and non-traditional security, and avoiding geopolitical posturing that could provoke China. Vietnam-US relations are characterized by pragmatism, with both sides prioritizing shared geopolitical and economic interests over ideological differences. The sustainability of this approach is uncertain, given the CPV’s tightening of domestic control and the “securitization of the Vietnamese state” in the anti-corruption campaign. Vietnam has thus far benefited from the US-China rivalry but it faces substantial challenges ahead, including heightened vulnerabilities to an assertive China in the South China Sea and Lower Mekong, potential trade tensions if Donald Trump is re-elected as US president, and risks in balancing its ideological ties with Beijing while maintaining its strategic alignment with the US.
