There are currently real pressures on U.S. ground forces to define their contingency future. For example, there is a perceived decline in plausible conventional warfighting scenarios, and many see maintaining large standing ground capabilities solely as a hedge against uncertainty as cost-prohibitive in an era of declining resources. As U.S. officials will undoubtedly want to consider the widest possible range of military options in the event of future crises, this study endeavors to identify ground force options that are most important to the security of core U.S. interests in two key regions of the world: the Middle East and South Asia; and the Asia Pacific. It is meant to help the Department of Defense define future challenges risk as it relates to ground forces and identify and classify specific qualitative risks that could undermine future operational success. While the study focuses on U.S. Central Command (USCENTCOM) and U.S. Pacific Command (USPACOM), its findings are likely relevant worldwide.
Over the last 50 years, a variety of techniques have been developed to add a third dimension to regular imaging, with an extended spectrum associated to every imaging pixel. Dubbed 3D spectroscopy from its data format, it is now widely used in the astrophysical domain, but also inter alia for atmospheric sciences and remote sensing purposes. This is the first book to comprehensively tackle these new capabilities. It starts with the fundamentals of spectroscopic instruments, in particular their potentials and limits. It then reviews the various known 3D techniques, with particular emphasis on pinpointing their different `ecological? niches. Putative users are finally led through the whole observing process, from observation planning to the extensive ? and crucial - phase of data reduction. This book overall goal is to give the non-specialist enough hands-on knowledge to learn fast how to properly use and produce meaningful data when using such a 3D capability.

Self-determination, a crucial conceptual development in American Indian social and educational policy and the force behind current Indian policy programs, is critically analyzed in this volume by a scholar/educator who has worked closely with Native Americans. Guy B. Senese explores the wide gulf between the rhetoric and the reality of self-determination in contemporary Native American education, an area that has received little scrutiny by students of American education policy. Senese contends that many aspects of Native American self-determination policy work against the full realization of that policy and are in fact contradictory. Arguing that self-determination is not a unified, coherent policy moving toward more community and tribal self-government and economic self-help, Senese makes a strong case for his theory that the policy has been a vehicle to promote a smooth transition toward a termination of the tribal/federal relationship. This book is an excellent addition to the developing literature that questions the pluralist assumptions of the late twentieth century liberal/progressive social policy. Each of the volume's three parts addresses a basic assumption of Native American social education policy. Part I shows how self-determination policy grew as a response to the moral requirements of reservation development in a political climate of American patriotism. Part II shifts the focus more directly to schooling, including a discussion of the concept of community control and the 1975 Self-Determination and Educational Assistance Act. The concluding section analyzes the dialogue that resulted from the fragmentation of Native Americans, who were divided over the meaning of self-determination. How the concepts of trust and sovereignty have created grounds for the expropriation of the meaning of self-determination is also explored.
