This book examines the vibrant field of documentary filmmaking in Brazil from the transition to democracy in 1985 to the present. Marked by significant efforts toward the democratization of Brazil's highly unequal society, this period also witnessed the documentary's rise to unprecedented vitality in quantity, quality, and diversity of production-which includes polished auteur films as well as rough-hewn collaborative works, films made in major metropolitan regions as well as in indigenous villages and in remote parts of the Amazon, intimate first-person documentaries as well as films that dive headfirst into struggles for social justice. The transformations of Brazilian society and of filmmaking coalesce and become entangled in this cinema's preoccupation with archives. Historically linked to the exercise and maintenance of power, the concept of the archive is critical for the documentary as a cultural practice that preserves images from the present for the future, unearths and repurposes visual materials from the past, and is historically invested in filmic images as records of the real. Contemporary films incorporate, reflect on, and rework a variety of archives, such as documents produced by official institutions, ethnographic images, home movies, and photo albums-and engage not only with what is preserved but also with lacunas in the record and with alternate forms of remembering, retrieving, and transmitting the past. Through its interaction with archives, this book argues, the contemporary documentary reflects on and intervenes in the distribution of visibilities and invisibilities, centers and margins, silences and speech, living memory and its preservation in the record-thus locating the documentary on archival borders that concern Brazilian society and filmmaking alike.
This paper studies the role of fiscal policies and institutions in building resilience in sub-Saharan African countries during 1990-2013, with specific emphasis on a group of twenty-six countries that were deemed fragile in the 1990s. As the drivers of fragility and resilience are closely intertwined, we use GMM estimation as well as a probabilistic framework to address endogeneity and reverse causality. We find that fiscal institutions and fiscal space, namely the capacity to raise tax revenue and contain current spending, as well as lower military spending and, to some extent, higher social expenditure, are significantly and fairly robustly associated with building resilience. Similar conclusions arise from a study of the progression of a group of seven out of the twenty-six sub- Saharan African countries that managed to build resilience after years of civil unrest and/or violent conflict. These findings suggest relatively high returns to focusing on building sound fiscal institutions in fragile states. The international community can help this process through policy advice, technical assistance, and training on tax administration and budget reforms.
Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

Du site de l'éd.: This book highlights the theme of music in the ayahuasca religions of Santo Daime (both the Cefluris and Alto Santo groups) and the União do Vegetal (UDV). Although most studies of the ayahuasca religions recognize the centrality of music in their rituals, the study of the music itself has generally been secondary to other themes, rather than the central focus that it is here. A rich cultural manifestation, ayahuasca music reveals multiple connections with Brazilian religiosity and with the musical expression of the Northeast and Amazonia, and has been one of the principal elements highlighted by recent efforts to designate ayahuasca as immaterial cultural heritage of the Brazilian nation. The book explores the key role that music plays in the everyday life of these religions, in the production of religious meanings, and in the construction of the bodies and the subjectivity of adepts. Through a description of each group's musicality and a comparison among them, the authors seek to understand these groups' ethos. This book represents an important contribution to an area of study that is still little explored in Brazil: the use of music in ritual and religious contexts.
