Latin America and the Caribbean continues to face adverse global headwinds: high interest rates, modest G-7 growth, soft commodity prices and uncertain prospects in China will all depress growth. Well-grounded policy responses have led to largely recovering employment and income losses from the pandemic and falling rates of inflation. However, the region faces the mutually reinforcing triple challenges of low growth, limited fiscal space, and citizen dissatisfaction. Expanding digital connectivity offers a possibility to make progress on all three fronts. To maximize the social benefits of connectivity as well as to ensure that it does not exacerbate spatial, educational, gender or racial inequalities, three challenges are important to address: first, expanding coverage to the remaining unconnected areas as well as improving the quality of service; second, increasing the productive use of existing infrastructure, and; third, as with any other infrastructure "hardware," investments in "software" - such as digital and traditional skills, managerial capabilities, supportive regulatory frameworks, and deeper financial markets are critical.

How do formal institutions affect the extent to which democracies adopt policies that reflect the preferences of their citizens? Based on a chain of representation model in which electoral rules and policy-making powers link citizens, politicians, and policies, this book reveals the conditions under which citizen preferences and implemented policies diverge. Comparative quantitative analyses encompassing eighteen Latin American countries show that presidential democracies vary greatly in the degree to which they demonstrate responsiveness to their electorates. Often, individual presidents with strong legislative powers have prompted policy changes that are unrepresentative of voter preferences. Other times, their interactions with legislatures result in more representative policies. Grounded in clear theory and thorough empirics, this study shows how rules can introduce dissonance between voters and politicians, but also how they can potentially reduce it. This is an excellent resource for scholars and graduate students interested in comparative politics, institutional design, economic policy, and Latin American studies.

The Latin America and the Caribbean (LAC) region has proved to be relatively resilient in the face of increased debt stress, stubborn inflation, and uncertainty arising from the Russian invasion of Ukraine. Income and employment have largely recovered from the pandemic, poverty has receded, and markets remain guardedly optimistic about the near future. However, global uncertainty is rising, including a recent wave of bank failures in the US and Europe. Strengthening resilience, both on the health and macroeconomic fronts, will be paramount. Progress remains pending in both vaccination coverage and health system preparedness, while the institutionality of macroeconomic policy in some countries is being questioned. The evolution of the global economy is providing two new areas of opportunity for the region: the trend toward nearshoring-moving production closer to the US and European markets-and the imperative to combat climate change, which is giving the region a new comparative advantage in sun, wind, hydro, and natural capital. Taking advantage of these will require greater integration into the global economy. Yet, paradoxically, in the face of these opportunities. LAC is becoming less integrated. Trade intensity has largely stagnated, and foreign direct investment (FDI) to most countries has declined. Beyond the long-term structural reforms needed to reduce systemic risk, raise the level and quality of education, invest in infrastructure, and ensure well-functioning financial markets, this report calls to preserve the reputational gains of the past 20 years in terms of macro stability and streamlining regulation dealing with customs and transport to lower the cost of doing business in the region. Export promotion agencies and investment promotion agencies can also help as they have proven track records. A comprehensive approach to both shorter- and longer-term reforms could move LAC toward a renewed and more dynamic engagement with the global economy.

The valuable stories that I will tell in this book are not intended to diagnose, cure or prevent depression in young people, it is not my intention because I am not a mental health professional. They are to make parents understand, including me as such, as with every adult in contact with children and adolescents, that many of our children are experiencing unhappy lives, losing the desire to live, and, most seriously, committing suicide due to this mental disease. All this happens unfortunately because we do not have the right tools or we do not really know about the concepts about this condition, therefore, we cannot recognize in time what the children are going through. It is sad to see so many young people in this world suffering due to the impact of depression and the worst thing is that parents cannot support them on that difficult path due to lack of knowledge, ignorance, or perhaps because we have suffered from this disease or we are suffering from it. So I feel the responsibility to recognize that the world is full of sadness and that in truth, already in the third decade of the XXI century, we have not yet evolved as human beings towards a higher level of consciousness. The topic addressed and the stories shared by our young people break my heart, but I also experience hope and optimism seeing how there are so many kids who understand what depression is. Something undoubtedly favorable for themselves and even for parents, since they can have a better approach by knowing how to understand when a child suffers and how they can accompany him or her to overcome the condition together, which is so common in these times. On the other hand, throughout these pages, and with great satisfaction, we can see that many young people are coming out of depression or how others have achieved it very effectively, so much so that they can talk about it, give their testimony and show us their high level of understanding. I invite you in case you know an adolescent or young person who has depression, not to give this book directly to him/her but to his/her parents or other close adults so that they can understand a little more the problem that plagues youth so much and humanity in general. To such an extent that it has become one of the great evils of the century, becoming a significant and growing cause of deaths in the world. Depression in adolescents is not a game, so the earlier we can detect it, the greater and better the chances we will have to face it, seeking as an ultimate goal to minimize and even eradicate it, even if it seems utopian. Let us think at the individual level but also as a society that depression can be fatal, then let us deal with the issue with greater responsibility and deal with it with determination because the probability that a young person close to our life passes at some point or is happening now is very high. same for this. A very difficult problem that we are called to look at, observe and stop ignoring in favor of mental health, healthy personal development, and the integral well-being of our youth, families, and communities.
