Democracy, Agency, and the State aims to contribute to a comparatively informed theory of democracy. Professor O'Donnell begins by arguing that conceptions of 'the state' and 'democracy', and their respective defining features, significantly influence each other. Using an approach that is both historical and analytical, he traces this relationship through the idea of legally sanctioned and backed agency which grounds democratic citizenship. From this standpoint he explores several aspects of the democratic regime and of the state, distinguishing four constitutive dimensions (bureaucracy, legality, focus of collective identity, and filter). He goes on to examine the role played by the idea of 'the nation' or 'the people', and the ways in which the state represents itself to different sections of society, especially in countries marred by deep inequality and pervasive poverty. This book summarizes the most relevant published paleontological information, supplemented by our own original work, on the record of Mesozoic mammals’ evolution, their close ancestors and their immediate descendants. Mammals evolved in a systematically diverse world, amidst a dynamic geography that is at the root of the 6,500 species living today. Fossils of Mesozoic mammals, while rare and often incomplete, are key to understanding how mammals have evolved over more than 200 million years. Mesozoic mammals and their close relatives occur in a few dozen localities from Argentina, Brazil, Chile, Bolivia, and Peru spanning from the Mid- Triassic to the Late Cretaceous, with some lineages surviving the cataclysmic end of the Cretaceous period, into the Cenozoic of Argentina. There are roughly 25 recognized mammalian species distributed in several distinctive lineages, including australosphenidans, multituberculates, gondwanatherians, eutriconodonts, amphilestids and dryolestoids, among others. With its focus on diversity, systematics, phylogeny, and their impact on the evolution of mammals, there is no similar book currently available.

Monetary policy influences inflation dynamics by exerting impact on a diverse array of commodity prices. At high frequencies, we show that a 10 basis points increase in US monetary policy rate reduces commodity prices between 0.5% and 2.5%, after 18 to 24 business days. Beyond the dollar appreciation channel, the effects are larger for highly storable and industrial commodities, consistent with the cost of carry and the expected demand channel. We then study the quantitative importance of the commodity-price channel of monetary policy on domestic and international inflation at longer horizons (6-36 months). The results indicate that the response of commodity prices—oil, base metals, and food prices—to monetary policy accounts for 47% of the total effect of US monetary policy on US headline inflation, and 57% of the effect of US monetary policy on other countries’ headline inflation. The commodity price channel on core inflation is smaller and mainly driven by base metal prices. Finally, the commodity-price channel of ECB monetary policy is smaller, and it mainly operates through its effect on energy prices.

The alluvial lowlands of the Tigris and Euphrates rivers in southern Mesopotamia are widely known as the “cradle of civilization,” owing to the scale of the processes of urbanization that took place in the area by the second half of the fourth millennium BCE. In Ancient Mesopotamia at the Dawn of Civilization, Guillermo Algaze draws on the work of modern economic geographers to explore how the unique river-based ecology and geography of the Tigris-Euphrates alluvium affected the development of urban civilization in southern Mesopotamia. He argues that these natural conditions granted southern polities significant competitive advantages over their landlocked rivals elsewhere in Southwest Asia, most importantly the ability to easily transport commodities. In due course, this resulted in increased trade and economic activity and higher population densities in the south than were possible elsewhere. As southern polities grew in scale and complexity throughout the fourth millennium, revolutionary new forms of labor organization and record keeping were created, and it is these socially created innovations, Algaze argues, that ultimately account for why fully developed city-states emerged earlier in southern Mesopotamia than elsewhere in Southwest Asia or the world.
This collection of essays emerged from a seminar on international investment law taught jointly by the editors at the Yale Law School . The participants brought a rich experience and, as important for a subject like this, a rich national diversity. A considerable part of the seminar involved close reading of recent international investment arbitral awards. These decisions have emerged as the most important engines of legal development in this field. Interestingly, in almost all instances, it was felt that the right decision had been reached. But without the building blocks that reasons reflect, one could not reconstruct or “reverse engineer” the reasoning of the tribunal. From this experience, it was concluded that it would be a useful exercise to examine the adequacy of reasons in some of the most important recent international investment law awards in order to see if there were significant trends with policy implications. The studies in this collection represent the best of the seminar.
