Two opposing generals and the people of East Tennessee met in the fall of 1863. For James Longstreet, the commander of the Confederate forces, the campaign for Knoxville and East Tennessee marked the nadir of his military career, which climaxed in December 1863, with him submitting a letter of resignation as commander of the First Corps of the Army of Northern Virginia. For Ambrose Burnside, commander of the Federal forces, the campaign demonstrated his leadership and tactical ability following his December 1862 debacle as commander of the Army of the Potomac at the Battle of Fredericksburg, Virginia. For the region of East Tennessee and Knoxville, the campaign enabled the people to reach the pinnacle they had aspired to since their settlement of the region. They had escaped economic and religious oppression in Europe, negotiated and fought with the Cherokee Indian Nation, created the State of Franklin (which was denied statehood), saw its political power vanish to Middle Tennessee, and was limited in its economic development by the region's landscape.

Lieutenant-General James Longstreet, commander of the First Corps of the Army of Northern Virginia, was a brilliant tactician and strategist. Prior to the Civil War there were many technological developments, of which the rifled musket and cannon, rail transport, and the telegraph were just a few. In addition, the North enjoyed a great advantage in manpower and resources. Longstreet adapted to these technological changes and the disparity between the belligerents, making recommendations on how the war should be fought. Longstreet made a mental leap to adjust to this new type of warfare. Many others didn’t make this leap, including Lee, Jackson, Bragg, Hood, and Jefferson Davis, and Longstreet’s advice went unheeded. In contrast to many southern generals, he advocated for defensive warfare, using entrenchments and trying to maneuver the enemy to assault his position, conserving manpower, resources, and supplies. With the advent of the highly accurate and long-range rifled musket, offensive tactics became questionable and risky. This caused Longstreet to come into conflict with General Robert E. Lee at Gettysburg, and with General Bragg at Chickamauga. Longstreet, a pragmatic and methodical general, was never given full authority over an army in the field. Had his suggestions been utilized there would have been a better outcome for the South. Many historians and biographers have misunderstood Longstreet and his motives, but this work offers a fresh perspective. It takes a new viewpoint of the Civil War and the generals who tailored their designs to pursue the war, analyzes Longstreet’s views of the generals and the tactics and strategy they employed, and examines why Longstreet proposed and urged a new type of warfare.

There has been little examination of the China policy of the Theodore Roosevelt administration. Works dealing with the topic fall either into brief discussions in biographies of Roosevelt, general surveys of Sino-American relations, or studies of special topics, such as the Chinese exclusion issue, which encompass a portion of the Roosevelt years. Moreover, the subject has been overshadowed somewhat by studies of problems between Japan and the United States in this era. The goal of this study is to offer a more complete examination of the American relationship with China during Roosevelt’s presidency. The focus will be on the discussion of major issues and concerns in the relationship of the two nations from the time Roosevelt took office until he left, something that this book does for the first time. Greater emphasis needs to be placed on creating a more complete picture of Teddy Roosevelt and China relations, especially in regard to his and his advisers’ perceptual framework of that region and its impact upon the making of China policy. The goal of this study is to begin that process. Special attention is paid to the question of how Roosevelt and the members of his administration viewed China, as it is believed that their viewpoints, which were prejudicial, were very instrumental in how they chose to deal with China and the question of the Open Door. The emphasis on the role of stereotyping gives the book a particularly unique point of view. Readers will be made aware of the difficulties of making foreign policy under challenging conditions, but also of how the attitudes and perceptions of policymakers can shape the direction that those policies can take. A critical argument of the book is that a stereotyped perception of China and its people inhibited American policy responses toward the Chinese state in Roosevelt’s Administration. While Roosevelt’s attitudes regarding white supremacy have been discussed elsewhere, a fuller consideration of how his views affected the making of foreign policy, particularly China policy, is needed, especially now that Sino-American relations today are of great concern.
