Budget estimating relationships (BERs) for flying depot-level reparables (DLRs) explain the direct effect of specified variables on obligated funds associated with spare parts that directly support the U.S. Air Force (USAF) Flying Hour Program. In FY02, net sales of DLRs to Air Force commands hit historic highs. To provide the Air Force Cost Analysis Improvement Group with a tool to better understand the commands-- budgetary submissions, we develop several explanatory BERs to understand why flying DLRs are at their particular levels. Using longitudinal regression statistical methods, we explain the historical net sales of flying DLRs using estimating models that relate net sales to the contemporaneous values of aircraft characteristics, operational tempo, and time-related variables. This is but one part of a larger project to develop better estimating methods for use by the acquisition community and to examine the impact of Air Force and DoD policies on weapon system costs. The findings will also be of interest to those in the national security community who are involved in analyzing alternative military postures, and to members of the aircraft industry's analytical community.

The Stieltjes Integral provides a detailed, rigorous treatment of the Stieltjes integral. This integral is a generalization of the Riemann and Darboux integrals of calculus and undergraduate analysis, and can serve as a bridge between classical and modern analysis. It has applications in many areas, including number theory, statistics, physics, and finance. It begins with the Darboux integral, builds the theory of functions of bounded variation, and then develops the Stieltjes integral. It culminates with a proof of the Riesz representation theorem as an application of the Stieltjes integral. For much of the 20th century the Stjeltjes integral was a standard part of the undergraduate or beginning graduate student sequence in analysis. The pendulum: a case study in physics is a unique book in several ways. Firstly, it is a comprehensive quantitative study of one physical system, the pendulum, from the viewpoint of elementary and more advanced classical physics, modern chaotic dynamics, and quantum mechanics. In addition, coupled pendulums and pendulum analogs of superconducting devices are also discussed. Secondly, this book treats the physics of the pendulum within a historical and cultural context, showing, for example, that the pendulum has been intimately connected with studies of the earth's density, the earth's motion, and timekeeping. While primarily a physics book, the work provides significant added interest through the use of relevant cultural and historical vignettes. Traditional contracting is primarily transactional, rewarding contractors when deliveries are made or certain process milestones are met. Performance-Based Logistic (PBL) contracting seeks to base contractor incentives on ongoing performance measures to achieve reliability and cost savings. Key to the success of these arrangements are the incentives that align the interests of the customer and the vendor. This report describes the incentives used in PBL contracts, identifies best practices, and provides recommendations for effective incentives going forward. The study team interviewed PBL practitioners including defense-unique contractors, defense-commercial contractors, and experts who are knowledgeable in the government perspective in the United States and abroad. The team supplemented these interviews by analyzing a PBL dataset of U.S. Department of Defense contracts. Of the four identified categories of incentives—time-based, financial, scope, and other—interviews found that time-based incentives stood out for their reliable appeal and relative underuse in the United States.

Nietzsche, Biology and Metaphor explores the German philosopher's response to the intellectual debates sparked by the publication of Charles Darwin's The Origin of Species. Since the return of democracy to Latin America, policies intended to promote the inclusion of women and other underrepresented groups have been increasingly adopted throughout the region. Gender quotas have been one of the most popular and effective mechanisms employed in elections and other contexts in Latin America. This volume begins with an introduction to gender quotas, including discussion of the types and merits of gender quotas, alternative approaches to the study of quotas, and their interactions with different kinds of electoral systems. Successive chapters examine the adoption of gender quotas and their impacts in the three largest South American countries by area—Argentina, Brazil, and Peru—at both national and subnational levels. These chapters also focus on specific topics that stand out in the unique experiences of these countries: substantive representation in the case of Argentina, gender and campaign finance in the case of Brazil, and regional differences in the impact of electoral rules in the case of Peru. Through careful analysis, this volume presents a nuanced picture of how different types of electoral systems may affect the election of women and the effectiveness of quotas.
This is a historical narrative of the Third Infantry Division’s experiences at the Anzio-Nettuno beachhead from 22 January to 2 June 1944. It identifies major contributing factors to the Third Infantry Division’s battlefield success at the battle of Anzio-Nettuno. The battle is broken down into five distinct stages and investigated in a chronological manner. Potentially significant factors are evaluated in each stage of the battle and include terrain, weather, Allied air superiority, and the quality of military intelligence available to the Third Infantry Division’s commander. Also compared for each side are the quality of senior leadership, previous combat experience, the quality and quantity of manpower replacements, and available artillery resources. This thesis concludes that the Third Infantry Division’s battlefield success at Anzio-Nettuno appears to have been, to a large extent, a result of the quality and stability of the division’s senior leadership, failures and missteps on the part of the higher German command echelons, the division’s masterful employment of field artillery, and a highly effective training program.

Gregory Divers examines poems by major figures in 20th-century German literature - Benn, Brecht, Bachmann, Jandl, and Grass, among others - and by other poets who shaped America's postwar image in Germany. Divers traces America's postwar status in Germany from the prisoner-of-war poems of Günter Eich to the pop poetry of Rolf Dieter Brinkmann and Peter Handke. Continuing, he finds that although the 1960s protest poems of Erich Fried and others reflect the tarnishing of America's image due to Vietnam, 1970s travel poems by Brinkmann, Kunert, and Kunze confirm the resiliency of that image. Finally, Divers looks at poems by Hartung, Delius, and Kling to illustrate the new heights reached by America's image within German literary circles during the 1980s, and the status of America in Germany after reunification. In charting these developments in postwar German poetry, Divers also shows how American influences are crucial to its understanding, not only surveying postwar German reception of Whitman, Eliot, Pound, and William Carlos Williams, but also examining the influence of such figures as Charles Olson and Robert Creeley, Allen Ginsberg and the Beats, Frank O'Hara and John Ashbery, and Robert Lowell and Sylvia Plath.
