It is a well-known result in economics that land value taxation is efficient since it does not distort the supply of the tax base. Considering only efficiency, land value should thus be fully taxed. Using optimal taxation theory with heterogeneous households, we show that it may be optimal not to tax land value fully for distributional reasons. The decisive variable is the covariance of land value held by households and their social welfare weight. Empirical data from the US and France, however, indicates that ownership of land value (in absolute terms) is negatively correlated to the social welfare weight. Middle income households would pay relatively more land value taxes than high income households, but less in absolute terms. With reasonable revenue recycling, land value taxation would thus reduce the net tax burden of low and middle income earners, because they would benefit more from the recycling than they pay in additional taxes.

This book addresses the manifold crisis of current societies and understands it as a failure of normative social structuration. As an exemplar for this development, it analyses the decline of welfare state models and the corresponding societal compromise. Yet, it evaluates them as a symptom of a wider malaise of normative orders in complex societies. The question thus arises as to how social science can study the ongoing societal transformation. The book frames the phenomenon as ‘normative intermittency’ to capture its fluid alternation of social structuration and destructuration and develops its analysis in three steps: first, it draws a theoretically reflected symptomatic of its occurrences; it then establishes the sociological diagnosis necessary to understand its unfolding and finally evaluates its political outcomes. Methodologically, the book advocates a complete overhaul of the analytical frames of sociology to gauge the intermittent rhythm of the ongoing societal transformation. Thus, it develops an innovative reading of classical sociological theory beyond a number of unreflected axiomatic assumptions of the current sociological mainstream. Thanks to the assessment of the political outcomes of failing social structuration the book turns to a discussion of the development of possible emancipation paths in the form of ‘transformative social action’; reflexively, this accounts for the results of the sociological diagnosis of the crisis of normative social orders. The main analyses within the book scrutinise a number of empirical phenomena that establish normative intermittency in current societies and refer to the major debates that are taking place on the related topics in the state of art of sociological and political theory.

This organization makes it possible to turn bibliogra phy from a repository of references into a workshop of research. The system atic survey of Part One and the topical index of Part Three, together, offer a mise au point of Descartes studies over their full historical and topical range. The results have often been surprising and illuminating to the author, and if his experience is any guide, the reader, too, will begin to wonder about certain seemingly well-settled points, or marvel at the Protean shapes which our elusive philosopher assumes when mighty commentators force him to reveal his true nature. A work which has been in the making for fifteen years must show the traces of expansion in scope, and changes in evaluation. It offers: a definition, elaboration and contextualisation of militancy (industrial, union and worker); an examination of the relationship between workplace unionism and the wider body of the union; a study of factionalism and industrial and political consciousness: and an analysis of the construction and mobilisation of conflict and cooperation (social partnership). These themes are considered through examining the relatively militant response of British postal workers to increased commercialisation of their industry. By comparing this response to that of postal workers in nine other major industrial countries, the study provides an explanation of why UK postal workers have been relatively successful in resisting new management techniques and privatisation through militancy and oppositionalism. One aspect given particular attention is the uneasy relationship within the postal workers' union between shop floor militancy and the social partnership approach followed by the union's leadership.

It examines in particular the 'civilizing mission' and educational initiatives; the slow destruction of the indigenous justice system; the policing of sexual relations between colonisers and colonized; the theft of Cambodian land and taxes by the colonizing power; and the brutal repression of resistance wherever and whenever it appeared. Overall, Muller reveals the crucial role played by indigenous middlemen and marginal Europeans in the rise of the colonial state, and tells the fascinating tale of a Frenchman who came to represent everything that the colonial state dreaded.

A central problem in political inquiry is the conceptual and linguistic informality of political science. For most of its history, the discipline has been largely pursued with the analytic and logical machinery of ordinary language. Likewise, there has been little effort to standardize how language is used, or to systematize theoretical procedures to insure methodological uniformity. In an effort to better understand and defend the research processes that attend, sustain, and foster the systematic credibility of political science, Gregor argues a special conceptual language is needed to enhance the rigor, replicability, articulation, and interpretation of political science's empirical findings. Gregor reviews the conceptual inventory of the social sciences in general with particular emphasis on distinctions between descriptive, theoretical, and normative language. He analyzes what might count as "objectivity" and "truth" in a given set of circumstances in an effort to standardize how political scientists make such distinctions. How "theory" and "explanation" might be assessed in less rigorous disciplines is also considered. Gregor is opposed to the postmodernist tendency to use "language games" in the social sciences that purport to close the gaps separating the discourses of knowledge, ethics and politics, but do so at the expense of clarity, rigor, and objectivity. In Gregor's view, these alternative perspectives have exploited vagueness and ambiguity in order to accomplish what they consider to be their political tasks. A substantial postscript to this edition traces some of the postmodernist perspectives to their origins in the works of particular individuals and to their history in the thought of twentieth-century Europe. Metascience and Politics attempts to address all these issues, with brevity and seriousness of purpose, in order to provide a defensible rationale for the scientific character of social and political studies. It will be of interest to political scientists, sociologists, philosophers, and intellectual historians. A. James Gregor is professor of political science at the University of California at Berkeley and an adjunct professor at Command and Staff College, U.S. Marine Corps University at Quantico, Virginia. He has also been awarded the Order of Merit by the President of the Italian Republic for his contribution to Italy as a nation through his published works.
