In the post-World War I era, as the economic boom of the 1920s gathered momentum, millions of Americans set out to make the dream of owning their own home come true. Labor and materials were plentiful and cheap, and new trends in home design made the prospect of homebuilding an exciting venture. This fascinating book, a reprint of a rare catalog of prefabricated houses from 1923, reveals in detail the types of design offered to those in the market for a new home in the early 1920s. Of the 117 designs included, most are substantial middle-class homes. But the popularity of cottages and bungalows is also apparent in the wide selection of practical and appealing designs depicted. And there are large, formal homes as well, many of which embody America's unflagging interest in colonial styling. Some have affluent touches such as a sleeping porch or a sun room. Many reflect a strong interest in exterior detailing, in the form of cypress siding, broad eaves, heavy timber brackets, stucco pillars, and flower boxes, among other features. Each house is shown in a large frontal illustration. Floor plans for the first and second floors are included, and interior and exterior detailing are extensively described. The specifics of plumbing, heating, and lighting are included in a special section at the back of the book. Architects, architectural and social historians — anyone interested in American home design — will enjoy the rich variety of designs presented. Republished in association with the Athenaeum of Philadelphia, this authentic catalog provides not only an indispensable repository of information about the homes themselves but a source of insight into American life at a time when owning a home became a widely realizable dream for a rapidly growing middle class.

In this remarkable inquiry into the bases of social theory, Gordon L. Clark argues that the heterogeneous nature of our society, with its pluralism of values, causes the rules of social conduct to be constantly made and remade. Examining the role of the courts in structuring and achieving social discourse, he contends that legal doctrine is no different from other social theories: judicial interpretations are constructed out of specific circumstances and conflicting values, not deduced from neutral and logical principles. There is, he asserts, no final arbiter somehow unaffected by our controversies and schisms. As concrete examples, Clark analyzes four court disputes in depth, showing that the concept of local autonomy has very different meanings and implications in each of them. These cases—Boston's defense of resident-preference hiring policies, conflict over urban land-use zoning in Toronto, a Chicago's suburb's fight against a sewage treatment plant, and the evolution of the City of Denver's power since 1900—demonstrate that legal reasoning is not impervious to other kinds of reasoning, and the solutions provided by the courts are not unique. To ground his explorations, Clark investigates both liberalism and structuralism, showing that both are inadequate bases for determining social policy. He mounts provocative critiques of the works of de Tocqueville, Nozick, Tiebout, and Posner on the one hand and Castells and Poulantzas on the other. This ambitious and important work will command the interest of geographers, political scientists, economists, sociologists, and legal scholars.

Inspections and Reports on Dwellings is a series of four books, the first three of which have already been published to considerable success. This concluding book covers reports prepared before dwellings are put on the market for sale, whether as a legal requirement or on a voluntary basis. All take into account guidelines laid down by the Courts for this type of work. Sellers’ surveys are not new, but only now have standard formats been developed. In England and Wales this is the Home Condition Report, with its Energy Performance Certificate, which can only be prepared by Licensed Home Inspectors. The Home Inspectors hold a Diploma in Home Inspection, sometimes with an add-on Certificate in Valuation of Residential Property for Secured Lending and they are members of a Government approved certification scheme. In Scotland each dwelling must have a Single Survey Report carried out before it goes on the market from 1 December 2008. The Single Survey Report describes the condition, sets out accessibility information, contains a valuation and energy reports. Initially only Chartered Surveyors will be authorised to do this work. Both Inspectors and Surveyors have to follow Codes of Conduct and Practice, carry professional indemnity insurance and allow their reports to be monitored to maintain standards – an entirely new concept. The book examines the relevant legislation and looks closely at the entire qualification and certification process for Home Inspector Valuers. Additionally the likely reaction of sellers, buyers and lenders are discussed. A substantial section is devoted to lending on dwellings and the practicalities of their valuation by the Comparative, Investment and Residual methods following the requirements of the ‘Red Book’. Four detailed sample reports are included to demonstrate how reports must be presented. The book is intended for all those engaged in the preparation of reports on dwellings whether experienced, newly qualified or studying. As well as being an essential book for surveyors it will also be of considerable interest to solicitors and estate agents, particularly those based in Scotland. The authors, experienced Chartered Surveyors, have written extensively on the diagnosis of defects in dwellings and are joint authors of the successful EG Books publication The Repair and Maintenance of Houses, 2nd edn.

This report addresses these concerns in the unique context of Eastern Europe and the former Soviet Union where many countries are aging rapidly without the economic resources and institutional capacity of other aging societies in Western Europe and Japan.
