This report describes Bulgaria's experience in addressing external shocks to its economy and large declines in the ratio of tax revenues to GDP. Chapters discuss taxation and incentives, government and households, indirect taxation, and financing of social expenditures. Attention is also drawn to the implementation of a value-added tax and to policies on fuel taxes. The report facilitates an understanding of the differences between actual and optimal policies as governments seek to establish a framework for resolving their budgetary problems in the transition.

The impetus for change in African legal reform is coming primarily from African women themselves, as they respond to their personal and practical experiences with the law. Top-down imposition of norms has not worked; if legal reform is to lead to sustainable equity for women, the voices of these women must be heard. Given that previous efforts to ensure greater equity in personal laws have not been fully successful in eastern African countries, any new legal initiatives must not repeat the mistakes of the past. Law must not again remain merely on the books as a legitimizing tool that reinforces or supports gender discrimination, but must actively protect and guard the interests of both men and women. This paper attempts to draw out some possible lessons from past experience to inform new efforts at legal reform in these countries. It examines the laws related to allocation of economic resources within households in the broader historical, social, and cultural context in some of these countries, and examines the effectiveness of these laws in challenging gender relationships.

The Nation in War: A Study of Military Literature and Hindi War Cinema explores the notions of nation and nationalism as they emerge in war narratives, specifically military literature and war films in popular Hindi cinema. This book is an interesting examination of how the discourses of military literature and war films construct the subject, namely “nation”. The Indian nation faces a multi-pronged attack from neighbouring countries that seek territorial aggrandizement, the forces of liberalization (economic and cultural), and from secessionist forces within the nation. In the face of such an attack, a plethora of discourses engages seriously in constructing an idea of the Indian nation and reinforcing the notion of an Indian identity. The nation may have come into existence as a political entity in August 1947, but the nation as a cultural, social, and economic entity is constantly in the making. The Nation in War addresses concerns such as: What narrative modes are deployed to create consensus for war? How do war narratives further the statist agenda? What is the link between the war waged by the national army and that by the insurgents? How do war narratives construct women as national subjects? These questions, and more, are addressed using theoretical insights from various disciplinary positions, such as feminist, postcolonial and film studies. The book will be of interest to scholars of cultural studies, film studies, feminist studies, political science and sociology.

Monica and Brandon’s exploits are gripping and suspenseful Western romances. Samantha and Amit’s initial Eastern romance would also enchant the younger reader. As we follow Samantha on her journey of self-reflection in pursuit of acceptance, love, open-mindedness, and adaptation as the times change she and Monica are able to reestablish their connection with each other, offer their forgiveness, and reaffirm their special love for each other. Monica recovers and goes back to America with Brandon. With burning eyes, Samantha promises to return to India.

In today’s frenetic world, consumers are becoming ever more demanding: they want to control every aspect of their lives and look for options specifically tailored to their individual needs. In many cases, suppliers are catering to these new demands; as a result, clothing, food, social media, fitness and banking services are all being democratised to the individual. Healthcare provision has finally caught up to this trend and is currently being rebooted to offer personalised solutions, while simultaneously creating a more effective, scalable and cost-effective system for all. The desire for personalisation, home monitoring and treatment, and provision of care in remote locations or in emerging and impoverished nations that lack a fixed infrastructure, is leading to the realisation that mobile technology might be the best candidate for achieving these goals. A combination of several technological, healthcare and financial factors are driving this trend to create a new healthcare model that stresses preventative ‘health-care’ rather than ‘sick-care’, and a shift from volume to value. Mobile healthcare (mhealth), which could also be termed the “internet of people”, refers to the integration of sensors and smartphones to gather and interpret clinical data from patients in real-time. Most importantly, with an ageing population suffering multiple morbidities, mhealth could provide healthcare solutions to enhance chronically ill patients’ quality of life.
