Impossible Refuge brings the perspectives of refugees into rapidly emerging dialogues about contemporary situations of mass forced migration, asking: what does it mean to be displaced? Based on multi-sited ethnographic research conducted with refugees from Central Africa living in situations of protracted asylum in Uganda and resettlement in Australia, the book provides a unique comparative analysis of global humanitarian systems and the experiences of refugees whose lives are interwoven with them. The book problematises the solutions that are currently in place to resolve the displacement of refugees, considering that since displacement cannot be reduced to a politico-legal problem but is an experience that resonates at an existential level, it cannot be assumed that politico-legal solutions to displacement automatically resolve what is, fundamentally, an existential state of being. Impossible Refuge therefore offers a new theoretical foundation through which to think about the experiences of refugees, as well as the systems in place to manage and resolve their displacement. The book argues that the refuge provided to refugees through international humanitarian systems is conditional: requiring that they conform to lifestyles that benefit the hegemonic future horizons of the societies that host and receive them. Impossible Refuge calls for new ways of approaching displacement that go beyond the exceptionality of refugee experience, to consider instead how the contestation and control of possible futures makes displacement a general condition of our time. As such, it will appeal to scholars across the social sciences with interests in migration and refugees, humanitarianism and violence, sovereignty and citizenship, cosmology and temporality, and African studies, broadly.
Decisional privacy gives individuals the freedom to act and make decisions about how they live their lives, without unjustifiable interference from other individuals or the state. This book advances a theory of a child’s right to decisional privacy. There are several reasons why it has seemed worth while to write the life of Sophia Jex-Blake at some length. 1. She was one of the people who really do live. In the present day a woman is fitted into her profession almost as a man is. Sixty years ago a highly dowered girl was faced by a great venture, a great quest. The life before her was an uncharted sea. She had to find her self, to find her way, to find her work. In many respects youth was incomparably the most interesting period of a life history. 2. S. J.-B. has left behind her (as probably no woman of equal power has done) the record of this quest. She was a born chronicler: almost in her babyhood she struggled laboriously to get on to paper her doings and dreams; and she was truthful to a fault. We have here the kind of thing that is constantly "idealised" in present day fiction,—have it in actual contemporary record,—with the added interest that here the story begins in an old-world conservative medium, and passes through the life of the modern educated working girl into the history of a great movement, of which the chronicler was indeed magna pars. The reader will see how more and more as the years went on S. J.-B.'s motto became "Not me, but us," till one is tempted to say that she was the movement, that she stood, as it were, for women. 3. That, so to speak, was her "job"; but she never grew one-sided; never forgot the man's point of view. viiiNo woman ever took a saner and wider view of human affairs. 4. In spite of the heavy strain thrown by conflicting outlook and ideals on the relation between parents and child, the reader will see in the following pages how that relationship was preserved. This is perhaps the most remarkable thing in the whole history, and it is full of significance and helpful suggestion for us all in these critical days. 5. This unique volume provides a detailed analysis of Australia’s 300 war crimes trials of principally Japanese accused conducted in the immediate aftermath of the Second World War. Part I contains contextual essays explaining why Australia established military courts to conduct these trials and thematic essays considering various legal issues in, and historical perspectives on, the trials. Part II offers a comprehensive collection of eight location essays, one each for the physical locations where the trials were held. In Part III post-trial issues are reviewed, such as the operation of compounds for war criminals; the repatriation of convicted Japanese war criminals to serve the remainder of their sentences; and reflections of some of those convicted on their experience of the trials. In the final essay, a contemporary reflection on the fairness of the trials is provided, not on the basis of a twenty-first century critique of contemporary minimum standards of fair trial expected in the prosecution of war crimes, but by reviewing approaches taken in the trials themselves as well as from reactions to the trials by those associated with them. The essays are supported by a large collection of unique historical photographs, maps and statistical materials. There has been no systematic and comprehensive analysis of these trials so far, which has meant that they are virtually precluded from consideration as judicial precedent. This volume fills that gap, and offers scholars and practitioners an important and groundbreaking resource.
It is often asserted that the ruling elite in Western capitalist economies now consists of liberal intellectuals and their media sympathisers. By contrast this book looks at the real elite in Australian and New Zealand society and shows that there is still a ruling class based upon economic dominance. From an analysis of corporate and public records, interviews, and other primary and secondary data, it develops a picture of networks of power that are changing but are as real as any network in the past.
Colonial policing and the imperial endgame is the first comprehensive study of the colonial police and their complex role within Britain’s long and turbulent process of decolonisation, a time characterised by political upheaval and colonial conflict. The Colonial Police Service was created in 1936 in order to standardise all imperial police forces and mould colonial policing to the British model. From the British Caribbean to the Middle East, the Mediterranean to British Colonial Africa and on to Southeast Asia, colonial police forces struggled with the unrest and conflict that stemmed from Britain’s withdrawal from its empire. As the shadow of decolonisation grew ever longer, so colonial police forces reverted back to their traditional role as a colony’s first line of defence. At the same time, as tensions increased throughout the empire, so too did the power of the police through the development of police intelligence systems and counter-insurgency units. Colonial policing and the imperial endgame controversially asserts that it was coercion rather than consent which was more commonly associated with the work of police forces during this period of political dislocation. Georgina Sinclair's focussed study of colonial policing during this period facilitates a greater understanding of the processes of decolonisation.
