War and politics posed many challenges to South Vietnam’s military leadership. Unlike his counterpart in some countries, the Vietnamese military commander was not simply a leader of men in combat. Depending on the level of command, he had to play his part in national politics, be himself a grass roots politician, or engage in political warfare. To achieve success, he was often expected to possess several qualities not always required of a professional military leader. The requirements of leadership, therefore, sometimes transcended the conventional framework of accepted rules and principles. Given these requirements and the fallibility of human nature, it had not always been easy to evaluate the total performance of our leadership. The dilemma we faced was that while professional competence during actual combat was a critical criteria, we could not tolerate deliberate aberrations in moral and social codes. In my analysis of the successes and failures of our leadership, I have endeavored to be fair and objective. If I seem to be laudatory of some officers while critical of others, it is not my intention to embarrass any individual. Performance has been the sole basis for all of my evaluations.

This aid ranged from economic and technical assistance to educational and humanitarian contributions. Hundreds of Free World civilians worked in Vietnam as doctors, teachers, and technical specialists. Eight nations also provided military assistance. The flags of these Free World countries-the United States, the Republic of Korea, Thailand, Australia, New Zealand, the Philippines, the Republic of China, and Spain-flew alongside the colors of the Republic of Vietnam at the headquarters of the Free World Military Assistance Forces in Saigon. The military contributions of these nations included combat troops, army medical teams, and individual political warfare advisers. The degree of assistance and co-operation among the concerned Free World nations resulted from years of work and involvement. Many nations, beset by their own internal economic and political problems, could do little to help; others did nothing. On April 30, 1975, Saigon and the government of South Vietnam fell to the communist regime of North Vietnam, ending—for American military forces—exactly twenty-five year of courageous but unavailing struggle. This is not the story of how America became embroiled in a conflict in a small country half-way around the globe, nor of why our armed forces remained there so long after the futility of our efforts became obvious to many. It is the story of what went wrong there militarily, and why. The author is a professional soldier who experienced the Vietnam war in the field and in the highest command echelons. Since the personal experience of the author was with preparations for riverine operations and the initial operations themselves, emphasis has been placed on these activities through early 1968. In summarizing operations conducted in the balance of the three-year period, particular attention has been called to significant trends or changes in riverine operations in Vietnam, a co-operative enterprise of the U.S. Army and the U.S. Navy. “Looking back from the vantage point of early 1972, this study attempts to reconstruct the events and describe the situation as it was from 1966 through 1969, using official records, reports, and personal interviews.” The Author - “Major General William Fulton, was intimately involved in the early development of the riverine warfare concept as commander of the 2d Brigade, 9th Infantry Division, which arrived in Vietnam in January 1967 and immediately began combat operations in the Mekong Delta. In March the brigade moved into Dong Tam, the base created by dredging sand from the bottom of an arm of the Mekong River. In early June the brigade teamed with Navy Task Force 117 to form the Mobile Riverine Force. During World War II General Fulton fought in Italy and during the Korean War served on the staff of Army Forces Far East Advance.”
Includes over 30 maps and illustrations For several years, the eastern part of the Laotian panhandle was used by North Vietnam as a corridor for the infiltration of personnel and materiels required to sustain its war efforts in South Vietnam and Cambodia. In addition to the Ho Chi Minh Trail, the eastern panhandle contained many logistic installations and base areas. After the 18 March 1970 change of government in Cambodia which closed the port of Sihanoukville to the enemy, this trail-base area complex in lower Laos became even more important to North Vietnam in its prosecution of the war in the South. The real hub of this entire complex, where transportation and storage activities were coordinated, was Base Area 604 located west of the Demilitarized Zone and surrounding the district town of Tchepone. To disrupt the flow of enemy personnel and supplies into South Vietnam, a ground attack was launched across the Laotian border against this enemy hub of activity on 8 February 1971. Operation LAM SON 719 was conducted by I Corps with substantial U.S. support in firepower and heli-lift but without the participation of U.S. advisers with those ARVN units fighting in Laos. As a test of Vietnamization, this operation was to demonstrate also the progress achieved in combat effectiveness by the Republic of Vietnam Armed Forces. Further, LAM SON 719 achieved the objective of forestalling a Communist offensive in the spring of 1971.

All this had to be done in the midst of mounting political dissent and social divisiveness. However, our efforts were greatly restrained by limited forces and prevailing policies. In Europe during World War II General Dwight D. Eisenhower modified the command structures developed for the North African and Mediterranean operations to form Supreme Headquarters, Allied Expeditionary Force (SHAEF). After his departure from Bataan in 1942, General Douglas MacArthur had several months in which to design the command structure that ultimately contributed to the defeat of the Japanese...There, the command and control arrangements, which ultimately directed a U.S. Military force of over 500,000 men, evolved from a small military assistance mission established in 1950.
