By 1781, the sixth year of the American rebellion, British strategic focus had shifted from the northern states to concentrate in the south. Canada's governor, Frederick Haldimand, was responsible for the defence of the Crown's largest colony against the threat of Franco-American invasion, while assisting overall British strategy. He cleverly employed his sparse resources to vigorously raid the rebels' frontiers and create anxiety, disruption, and deprivation, as his Secret Service undermined their morale with invasion rumours and threatened their Union by negotiating with the independent republic of Vermont to return to the British fold. Haldimand flooded New York's Mohawk and Schoharie valleys with Indian and Loyalist raiders and, once the danger of invasion passed, he dispatched two coordinated expeditions south. One was launched onto Lake Champlain to alarm Albany and further the secret talks with Vermont. The second struck deep into enemy territory, fought a battle at Johnstown, and retreated precipitately. The rebels effectively countered both expeditions.

The second installment in Gavin K. Watt's Revolutionary War trilogy, I am heartily ashamed picks up where A dirty, trifling piece of business leaves off. It's a new year with new challenges. An incredibly fierce Canadian winter was endured before raiding was resumed against the enemy's frontiers. The rebels' Mohawk region defence soon fell into disarray when two colonels jousted for control. Continued negotiations encouraged Vermont to not support the rebellion and the republic became a haven for loyalists escaping persecution. Vermont's adherents even felt free to militarily challenge New York. After the poor results of Ross's October raid, Haldimand chose to alter his strategy. For years, his native allies had sent small war parties against the frontiers and, that summer, he gave command of large projects to First Nations leaders whose methods greatly challenged the rebels. A new British ministry announced a cessation of arms in July, soon followed by peace talks. Despite the ceasefire, Washington ordered an attack on the new British post at Oswego, which failed miserably. When Haldimand discovered that the treaty's articles threatened the security of Canada and made no provisions for the natives or loyalists, he confessed, "My soul is completely bowed down with grief... I am heartily ashamed.

In the fifth year of the War of Independence, while the Americans focused on the British thrust against the Carolinas, the Canadian Department waged a decisive campaign against the northern frontier of New York. Their primary target was the Mohawk River region, known to be the "grainbowl" that fed Washington’s armies. The Burning of the Valleys details the actions of both sides in this exciting and incredibly effective British campaign. General Frederick Haldimand of Canada possessed a potent force, formed by the deadly alliance of toughened, embittered Tories, who had abandoned their families and farms in New York and Pennsylvania to join the King’s Provincial regiments in Canada, and the enraged Six Nations Iroquois, whose towns and farmlands had been utterly devastated by Continentals in 1779. The Governor augmented this highly motivated force with British and German regulars and Canadian Iroquois. In October, without benefit of modern transportation, communications or navigational aids, four coordinated raids, each thoroughly examined in this book, penetrated deeply into American territory. The raiders fought skirmishes and battles, took hundreds of prisoners, burned forts, farms, and mills and destroyed one of the finest grain harvests in living memory.

Days of Voilence... The 1923 police strike in Melbourne... The police strike of 1923 resulted in a weekend orgy of destruction. Three persons were killed and property valued at hundreds of thousands of pounds destroyed in the Melbourne central business district. The strike resulted from a breakdown in communication between an inept Chief Commissioner and a manipulative constable determined to be as vindictive as possible. It sucked in the Government and the Police Association. Its most immediate cause was a system of supervision by senior constables in plain clothes which the men bitterly resented. The other major factors leading to the strike were the abolition of police pensions in 1906, the very poor standards of pay and conditions when compared with the New South Wales police and the revolting barrack accommodation in which single men resided. First warning of impending disaster occurred on a Wednesday night shift when twenty-nine men refused to parade at Russell Street. The Chief Commissioner was summoned and the men walked to their beats two hours later. After discussion between the parties, the same group refused to parade and the Chief Commissioner directed their discharge and the dismissal of two men whom he believed to be their ring-leaders. The manner in which other men were confronted eventually led to almost one-third of uniformed constables joining the strikers. Unfortunately for these men, rioting in the city turned a skirmish into an all-out war in which the Government and the Chief Commissioner very early in the event determined to take no prisoners. Although the Government immediately met virtually all the strikers'. demands, none was reinstated in the Force. Brinkmanship is a feature of police industrial relations in the last years of this millennium. Days of Violence contains powerful lessons for all parties - the Government, the police administration, the police associations and the members. Gavin Brown and Robert Haldane have produced an engrossing and detailed account of a neglected period in Melbourne's history, when the security of the community was threatened by the withdrawal of labour by its guardians in the only strike by police in Australia's history.

Pacific Service Enterprises And Pacific Cooperation

This book is the result of a team effort that has brought together researchers from Europe, Japan and North America. Their backgrounds and experience reflect the interdisciplinary scope of the book, which covers economic, political and business aspects of service enterprises and cooperation in the Pacific-Asia region. The idea for this project originated with Gavin Boyd, who approached l'Ecole des Hautes Etudes Commerciales (HEC) in 1990 in order to explore possible avenues of cooperation. HEC's Center for International Business Studies (CETAI), which has a long-standing interest in Asia, agreed to support the project, and the newly created Orner DeSerres Chair of Commerce, also at HEC, accepted to coordinate the project and to provide technical support. Gavin Boyd, Associate Member of CET AI, and Gunnar K. Sletmo, Orner DeSerres Professor of Commerce and Member of CETAI, agreed to serve as coeditors for the book.
