This study documents actions of Wallace Foundation grantees to create more-cohesive policies and initiatives to improve instructional leadership in schools; describes how states and districts have worked together to forge such policies and initiatives; and examines the hypothesis that cohesive systems improve school leadership. Such efforts appear to be a promising approach to developing school principals engaged in improving instruction.

The narratives are filled with wit, wisdom, and concrete recommendations, and provide a window into the struggles of professional women in a racially stratified but increasingly multicultural America.

The challenge of connecting employers and educators to collaboratively plan for training future workers is an enduring one-particularly for jobs that are rapidly changing because of technological advancements. This report addresses this challenge as it pertains to employers and educators in the oil and natural gas industry located in and around the Utica and Marcellus shales. The combination of horizontal drilling and hydraulic fracturing to tap natural gas has resulted in the Utica and Marcellus shales becoming major sources of natural gas supply within the United States and are predicted to bring significant long-term economic benefits to the tristate region of Ohio, Pennsylvania, and West Virginia. To inform policy decisions on how best to expand and sustain the pool of workers with knowledge and skills needed by oil and natural gas employers in the tristate region, this report summarizes the findings from surveys administered to the region's oil and gas employers and education providers. We found that basic cross-cutting skills-such as time management, speaking, and writing-and knowledge of business operations (including sales and marketing) are reported by employers as essential for their workers to competently perform in high-priority occupations. However, these basic skills tend not to be emphasized in local postsecondary degree programs that support the oil and natural gas industry. We also found a clear lack of collaboration and partnerships between oil and gas companies and education providers across the region, with colleges and employers each pointing to the other's unwillingness as the source for lack of partnerships or collaboration.
Central to Qatar's education reform was the development of internationally benchmarked curriculum standards and standards-based assessments in four subjects: Arabic, English as a foreign language, mathematics, and science. This report recounts the development of Qatar's standards-based student assessment system, providing important lessons learned for Qatar and other countries that are seeking to implement similar measures on a large scale.
Since 2001, the U.S. military has been functioning at an operational tempo that is historically high for the all-volunteer force in which service members are deploying for extended periods on a repeated basis. Even with the drawdown of troops from Iraq in 2011, some service members are returning from deployment experiencing difficulties handling stress, mental health problems, or deficits caused by a traumatic brain injury (TBI). In response to these challenges, the U.S. Department of Defense (DoD) has implemented numerous programs to support service members and their families in these areas. In 2009, the Assistant Secretary of Defense for Health Affairs asked the RAND National Defense Research Institute to develop a comprehensive catalog of existing programs sponsored or funded by DoD to support psychological health and care for TBI, to create tools to support ongoing assessment and evaluation of the DoD portfolio of programs, and to conduct evaluations of a subset of these programs. This report describes RAND's assessment of an Air Force program, Airman Resilience Training (ART), a psychoeducational program designed to improve airmen's reactions to stress during and after deployment and to increase the use of mental health services when needed. ART was initiated in November 2010, replacing a previous program named Landing Gear, which had been in place since April 2008. The RAND study took place from August 2011 through November 2011. This report will be of particular interest to officials within the Air Force who are responsible for the psychological health and well-being of airmen, as well as to others within the military who are developing programs for service members to help them cope with stress while in combat situations and after returning from deployment."--"Abstract" on web page.
