Becoming the Arsenal discusses one of the three signal events that transformed the relationship of government and the private sector in directing the American economy. The first was the Great Depression and the government's New Deal recovery program. John C. Calhoun (1782–1850), the South Carolinian who served as a congressman, a senator, and the seventh vice president of the United States, is best known for his role in southern resistance to abolition and his doctrine of state nullification. But he was also an accomplished political thinker, articulating the theory of the “concurrent majority.” This theory, John G. Grove contends, is a rare example of American political thought resting on classical assumptions about human nature and political life. By tracing Calhoun's ideas over the course of his political career, Grove unravels the relationship between the theory of the concurrent majority and civic harmony, constitutional reform, and American slavery. In doing so, Grove distinguishes Calhoun's political philosophy from his practical, political commitment to states' rights and slavery, and identifies his ideas as a genuinely classical form of republicanism that focuses on the political nature of mankind, public virtue, and civic harmony. Man was a social creature, Calhoun argued, and the role of government was to maximize society's ability to thrive. The requirements of social harmony, not abstract individual rights, were therefore the foundation of political order. Hence the concurrent majority permitted the unique elements in any given society to pursue their interests as long as these did not damage the whole society; it forced rulers to act in the interest of the whole. John C. Calhoun's Theory of Republicanism offers a close analysis of the historical development of this idea from a basic, inherited republican ideology into a well-defined political theory. In the process, this book demonstrates that Calhoun's infamous defense of American slavery, while unwavering, was intellectually shallow and, in some ways, contradicted his highly developed political theory.

The oral tradition has always played an important role in African American literature, ranging from works such as Zora Neale Hurston's Their Eyes Were Watching God to Toni Morrison's Beloved. World War II was a media war. President Franklin D. Roosevelt used the press to a great extent, of course, but as the war progressed, the media also came to influence commanders’ decisions on the battlefield. Rescuing General Douglas MacArthur from the Philippines in deference to public opinion forced the Allies to divide the Pacific War between two competing theaters. Omar Bradley’s concern over US public opinion convinced General Dwight D. Eisenhower to include Americans in the final assault against Axis forces in Tunisia. General George S. Patton Jr. raced across Sicily to gain media attention and British respect. General Mark Clark’s hunger for publicity and the glory of capturing Rome allowed an entire German army to escape destruction. Negative media pressure and the fear of V-1 bombs damaging British morale provided the impetus for the breakout of Normandy and the unsuccessful attempt to liberate the Netherlands in the fall of 1944. British general Bernard Montgomery’s remarks to the press during the Battle of the Bulge almost caused him to lose his command and created tremendous ill feelings among the Allies. Soon afterward, Eisenhower was forced to hold the dangerously exposed city of Strasbourg because of French public opinion. By V-E Day, even Eisenhower was attempting to get more publicity for American, as opposed to Allied, units. The Media Offensive offers a new way to understand military-media relations during World War II. The press and public opinion shaped not only how the conflict was seen but also how it was fought. Alexander Lovelace demonstrates that the US military repeatedly discovered that the best effects resulted from accurate news stories. Truthful news reporting—defined as news reporting that accurately depicts the events it describes—could not be created by the military or even the media but could only emerge through a free press searching for it. Lovelace recasts World War II in a new and unique fashion by placing media and public opinion at the center of battlefield decision-making. While the hundreds of fugitives traveling through Adams, Franklin, and Cumberland counties were aided by an effective Underground Railroad, they also faced slave catchers and informers. In On the Edge of Freedom, historian David G. Smith traces the victories of antislavery activists in south central Pennsylvania, including the achievement of a strong personal liberty law and the aggressive prosecution of kidnappers who seized African Americans as fugitives. He also documents how their success provoked Southern retaliation and the passage of a strengthened Fugitive Slave Law in 1850. Smith explores the fugitive slave issue through fifty years of sectional conflict, war, and reconstruction in south central Pennsylvania and provocatively questions what was gained by emphasizing fugitive protection over immediate abolition and full equality. Smith argues that after the war, social and demographic changes in southern Pennsylvania worked against African Americans’ achieving equal opportunity.
