Yet differentiation is less suitable for reforming established policies, managing disintegration and fostering solidarity, and the path-dependency of core state power integration may lead to permanent divides in the Union.

This book investigates recent public debates about the European Union (EU) in national parliaments, which have become the primary arena for public debate about the EU. Responding to claims about a politicization of European governance, the author investigates the link between two dimensions of debate – the discursive justification and party political contestation of decision-making in the EU. Embedded in a comparison between the legislatures of four Member States (Austria, France, Germany, and the United Kingdom), the main finding of the book is that generalizable links can be identified between the use of different argumentative frames and patterns of party political polarization. These insights help to clarify the context conditions in which patterns of left/right and government/opposition politics are replaced by more atypical forms of polarization. In a comparative perspective, the author demonstrates that party political factors are a more relevant factor for variation than thematic or country-specific cultural or institutional factors. Case studies include debates on EU Treaty Reform, the Eurozone crisis, and EU enlargement.
Political responses to climate change are shaped by beliefs and ideas. How does discourse on climate action and its contestation affect policy-making? Addressing this question, the book compares EU and US policy-making since the Paris Agreement and its framing by key political institutions. The empirical part analyses the structure, linkages and contestation of frames to evaluate the contrasting spaces of climate politics in both systems. The book invites the reader to embark with the soldiers and some civilians on their journey into the murderous events across the nation. The passage began with the heroic clichés that prevailed during the initial organization and embarkation of the armies. However the shock of battle and the weary life in camps brought new images of the war such as a bleak vision seeing the war as a chaotic absurdity, others began to suspect conspiratorial agencies behind the conflict, yet others sought to galvanize their support for the hard road ahead by invoking melodramatic metaphors as a crusade, and means of national redemption and punishment of the adversary. As the fighting intensified after the initial clashes of 1862, some believed that the hard war opened the way for imposing revolutionary changes such as upending the South’s social structure providing social, economic and political equality to a new class—the ex-slaves. Finally, there were some who felt the war was a Sophoclean-Greek tragedy because the outcome and nature of the war proved contrary to what they had assumed the struggle would be about and what it would be like.
Not much has been written about the Italian immigrant experience prior to 1880. This book, through careful analysis of primary and archival sources, brings to life the Civil War-time trials and tribulations of several notable Italian Americans--Bancroft Gherardi, Luigi Palma di Cesnola, Francis B. Spinola, Decimus et Ultimus Barziza, and Edward Ferrero, among others. Though their numbers were few, Italian Americans played central roles in the bloodiest war in our country's history. Included in this book are samples of John Garibaldi's wartime correspondence to his wife, lists of Italian Americans who served as officers and noncommissioned sailors in the Union Navy, and first-hand correspondence of William Howell Reed (Virginia hospitals overseer under President Grant) and the brother of a young Italian who died in the hospital during the war. Sons of Garibaldi in Blue and Gray fills a critical gap in studies of Italian American life in the United States in the late 1800s.

Since the end of the Cold War, Europe has been the stage of a large-scale project of international socialization. European regional organizations such as the OSCE, the Council of Europe, NATO, and the EU assumed the task of inducting the transition countries to the liberal-democratic standards of the Western international community. How and when have Western organizations had an impact on the transformation of Europe? Why have they been successful in some countries but not in others? How can we adequately analyze and theorize international socialization in Europe? In a comparative analysis of nine countries, the book tests theoretical conditions and mechanisms of international norm promotion and shows that successful socialization has been a result of credible EU and NATO membership conditionality as well as moderate political costs of compliance for the target governments.

International parliaments are on the rise. An increasing number of international organizations establishes 'international parliamentary institutions' or IPIs, which bring together members of national parliaments or - in rare cases - elected representatives of member state citizens. Yet, IPIs have generally remained powerless institutions with at best a consultative role in the decision-making process of international organizations. Why do the member states of international organizations create IPIs but do not vest them with relevant institutional powers? This study argues that neither the functional benefits of delegation nor the internalization of democratic norms answer this question convincingly. Rather, IPIs are best understood as an instrument of strategic legitimation. By establishing institutions that mimic national parliaments, governments seek to ensure that audiences at home and in the wider international environment recognize their international organizations as democratically legitimate. At the same time, they seek to avoid being effectively constrained by IPIs in international governance. The Rise of International Parliaments provides a systematic study of the establishment and empowerment of IPIs based on a novel dataset. In a statistical analysis covering the world's most relevant international organizations and a series of case studies from all major world regions, we find two varieties of international parliamentarization. International organizations with general purpose and high authority create and empower IPIs to legitimate their region-building projects domestically. Alternatively, the establishment of IPIs is induced by the international diffusion of democratic norms and prominent templates, above all that of the European Parliament.
