The Emancipation Proclamation is the most important document of arguably the greatest president in U.S. history. Now, Edna Greene Medford, Frank J. Williams, and Harold Holzer -- eminent experts in their fields -- remember, analyze, and interpret the Emancipation Proclamation in three distinct respects: the influence of and impact upon African Americans; the legal, political, and military exigencies; and the role pictorial images played in establishing the document in public memory. The result is a carefully balanced yet provocative study that views the proclamation and its author from the perspective of fellow Republicans, antiwar Democrats, the press, the military, the enslaved, free blacks, and the antislavery white establishment, as well as the artists, publishers, sculptors, and their patrons who sought to enshrine Abraham Lincoln and his decree of freedom in iconography.Medford places African Americans, the people most affected by Lincoln's edict, at the center of the drama rather than at the periphery, as previous studies have done. She argues that blacks interpreted the proclamation much more broadly than Lincoln intended it, and during the postwar years and into the twentieth century they became disillusioned by the broken promise of equality and the realities of discrimination, violence, and economic dependence. Williams points out the obstacles Lincoln overcame in finding a way to confiscate property -- enslaved humans -- without violating the Constitution. He suggests that the president solidified his reputation as a legal and political genius by issuing the proclamation as Commander-in-Chief, thus taking the property under the pretext of military necessity. Holzer explores how it was only after Lincoln's assassination that the Emancipation Proclamation became an acceptable subject for pictorial celebration. Even then, it was the image of the martyr-president as the great emancipator that resonated in public memory, while any reference to those African Americans most affected by the proclamation was stripped away.This multilayered treatment reveals that the proclamation remains a singularly brave and bold act -- brilliantly calculated to maintain the viability of the Union during wartime, deeply dependent on the enlightened voices of Lincoln's contemporaries, and owing a major debt in history to the image-makers who quickly and indelibly preserved it.

This second volume in the seminal series on aerial combat, pilots, and tactics in Libya and Egypt in the middle of World War II. In volume two of this series, historian Christopher Shores begins by exploring the 8th Army’s movements after Operation Crusader when they were forced back to the Gazala area in northeastern Libya, as well as their defeat in June, 1942, the loss of Tobruk, and the efforts of Allied air forces to protect their retreating troops. Shores continues with the heavy fighting that followed in the El Alamein region. This features the Western Desert Air Force and the arrival of the first Spitfires. The buildup of both army and air forces and the addition of new commanders on the ground aided the defeat of Rommel’s Deutsche Afrika Korps at Alam el Halfa, after which came the Second Battle of El Alamein. With the arrival of the United States Army Air Force, the Allied air forces gained dominance over the Axis. Shores recounts the lengthy pursuit of the Italo-German forces right across Libya, including the capture of Tripoli and the breakthrough into Southern Tunisia. This allowed a linkup with other Allied forces in Tunisia (whose story appears in Volume 3). Included with the action are stories of some of the great fighter aces of the Desert campaign such as Jochen Marseille and Otto Schulz of the Luftwaffe, Franco Bordoni-Bisleri of the Regia Aeronautica and Neville Duke, Billy Drake, and “Eddie” Edwards of the Commonwealth air forces. Finally, Shores touches on the Allied and Axis night bombing offensives and the activities of the squadrons cooperating with the naval forces in the Mediterranean.

As the nation turned its back on Reconstruction, the Supreme Court in turn narrowed Thirteenth-, Fourteenth-, and Fifteenth-Amendment protections of former slaves, thus straying from the understanding of the amendments' framers. Tracking a long line of cases that employed narrow constructions of these amendments and accompanying statutes, this study compares the Court's propositions to the framers' own interpretations. The resulting portrait makes it clear that the Court contributed in a significant way to the nation's retreat from Reconstruction. Before analyzing the relevant cases, Scaturro provides a historical synopsis of the collapse of Reconstruction. The final section demonstrates how the twentieth-century Court handed down decisions that accommodated the demands of the Civil Rights Movement, but did so with constitutional interpretations that preserved several misunderstandings about the Reconstruction Amendments, especially the Fourteenth. This study helps to resolve a contemporary dilemma regarding the consequences of the Court's narrowing of the Interstate Commerce Clause. It also challenges long standing assumptions about the state action requirement of the Fourteenth and Fifteenth Amendments as well as the Fourteenth Amendment's Privileges and Immunities Clause. Besides being valuable to Supreme Court historians, the subject matter of this volume, which covers both constitutional law and legal history, will be of substantial interest to lawyers, judges, and political scientists, particularly in view of recent developments on the high Court. The lessons taught by this chapter of Supreme Court jurisprudence offer insight into constitutional interpretation in general, and the conclusion develops this idea by looking at the problematic interaction between law and outside historical influences.
