Central banks came out of the Great Recession with increased power and responsibilities. Indeed, central banks are often now seen as 'the only game in town', and a place to put innumerable problems vastly exceeding their traditional remit. These new powers do not fit well, however, with the independence of central banks, remote from the democratic control of government. Central Banking in Turbulent Times examines fundamental questions about the central banking system, asking whether the model of an independent central bank devoted to price stability is the final resting point of a complex development that started centuries ago. It dissects the hypothesis that the Great Recession has prompted a reassessment of that model; a renewed emphasis on financial stability has emerged, possibly vying for first rank in the hierarchy of objectives of central banks. This raises the risk of dilemmas, since the Great Recession brought into question implicit assumptions that the pursuit of price stability would also lead to financial stability. In addition, the border between monetary and fiscal policy was blurred both in the US and in Europe. Central Banking in Turbulent Times asks whether the model prevailing before the Great Recession has been irrevocably altered. Are we entering, as Charles Goodhart has hypothesized, into the 'fourth epoch' of central banking? Are changes to central banks part of a move away from the global liberal order that seemed to have prevailed at the turn of the century? Francesco Petrarca (1304-74) has been described as the 'first modern man of letters' and his influence on the European lyric tradition has been widespread. The poems of his Canzoniere, closely associated as they are with the enigmatic figure of Laura, were soon to become the models for love-poetry in nearly all major European literatures in the Renaissance. The new translations here use the same rhyme schemes and broadly the same metres as those used by Petrarch himself. The facing English texts are thus not intended to be absolutely literal, but to reflect the inner meanings and moods of the originals, with some further literal translations of difficult passages added in the notes. The notes to the poems also cover their likely dates, mythological allusions, certain background settings, and a number of other calendrical and structural features which appear to emerge from the actual sequencing of the collection itself. There is also a section on old Italian syntax. and other linguistic aids. The new translation of Petrarch's Rerum Vulgarian Fragmenta is in two separate volumes.

This study on the Norman admiralty in Sicily focuses on the development of this office as it changes from an office to a title with increasing and increadible prestige in the years from the second half of the 11th century to the end of the 12th century. The admiral was an officer who worked in the royal palace for the royal authority as prime minister and was fundamental in orchestrating cultural activities. However, the admirals also established their power in fields separate to those of their position. The position of admiral was a unicum in Medieval Europe since no other political institution had a similar figure and his contribution was crucial for the development of the Norman kingdom in Sicily. The intention of this work is to study the sphere of competences of the admirality and to give a global and definitive view of the impact of the Norman admirals between the second half of the 11th century and the end of the 12th.

Francesco Filelfo (1398-1481), one of the great scholar-poets of the Italian Renaissance, was the principal humanist working in Lombardy in the middle of the Quattrocento and served as court poet to the Visconti and Sforza dukes of Milan. His long life saw him as busy with politics, diplomacy, and intrigue as with literature and scholarship, leaving him very often on the run from rival factions--and even from hired assassins. The first Latin poet of the Renaissance to explore the expressive potential of Horatian meters, Filelfo adapted the traditions of Augustan literature to address personal and political concerns in his own day. The Odes, completed in the mid-1450s, constitute the first complete cycle of Horatian odes since classical antiquity and are a major literary achievement. Their themes include war, just rule, love, exile, patronage, and friendship as well as topical subjects like the plague's grim effects on Milan. This volume is the first publication of the Latin text since the fifteenth century and the first translation into English.
The law on the "cities of refuge" contained in Numbers 35:9-34 is almost universally seen as a simple repetition of legal content that is basically already present in the legislation of other biblical books. Francesco Cocco demonstrates that we find ourselves here before a case of reformulation instead of simple repetition, the implications of which are extremely interesting for the understanding of biblical penal legislation. In this particular fragment, it exhibits traces of modernity so surprising as to be as good as the defence of civil liberties in the legal systems currently in force in the majority of democratic states. The author's enquiry takes its starting point and develops, therefore, from the novel contribution which the legislation in Numbers 35:9-34 confers on the entire biblical law of a penal character. --
