Sustainable Development Goal 1, ending poverty in all its forms, everywhere, is the most ambitious goal set by the 2030 Agenda. This Goal includes eradicating extreme poverty in the next 12 years, which will require more focused actions in addition to broad-based interventions. The question is: How can we achieve target 1.1 and overcome the many challenges that lie ahead? By gaining a deeper understanding of poverty, and the characteristics of the extreme rural poor in particular, the right policies can be put in place to reach those most in need. This report presents the contribution that agriculture, food systems and the sustainable use of natural resources can make to securing the livelihoods of the millions of poor people who struggle in our world.
This report assesses the impacts of the COVID-19 on the agrifood sector and rural areas in Türkiye. Taking a panoramic picture of the agrifood sector in the country during the COVID-19 period, the study portrays how the pandemic impact on agrifood chains, smallholders and rural economies in Türkiye. The report titled “COVID-19 Rapid Impact Assessment on Agri-Food Sector and Rural Areas in Türkiye” is an outcome of a joint study by the International Fund for Agricultural Development (IFAD), the United Nations Development Programme (UNDP), the Food and Agriculture Organization of the United Nations (FAO), and the Ministry of Agriculture and Forestry of Türkiye. Besides assessments on how the pandemic has affected agrifood sector, the report presents policy recommendations for sector preparedness and response, and agricultural and rural resilience. Moreover, the report sheds light on the connection between its suggestions and the Sustainable Development Goals.Authors of this study aims to contribute to the COVID-19 Socio-Economic Impact and Response Task Team (SEIRTT) in United Nations Türkiye, co-led by United Nations Development Programme (UNDP) and the Resident Coordinator’s Office. Defra's budget for day-to-day spending is to be cut by 15% over the next four years. This will be difficult to achieve since total budget reductions of about a quarter during the last Parliament have already identified easily achievable savings and removed the more obvious inefficiencies across the Defra family. Defra is one of the smaller government departments, with Exchequer funding of just over £2 billion, but it performs vital functions. We endorse the Defra Secretary of State's vision for a world-class food and farming sector, a robust rural economy and an enhanced natural environment. Managing environmental and rural economy issues together can help deliver that vision but this, together with meeting the challenges of protecting the UK from natural hazards, requires adequate resources. Protecting the nation against, for example, flood and animal or plant diseases carries multi-million pound costs; the costs to the economy, society and the environment of not doing so may, however, be even greater. The challenges facing Defra are first whether the reduced budget available to it is sufficient for its task, and second how to make the correct policy choices so as to allocate smaller funds effectively.
FAO’s Strategic Framework (2022–2031) envisages the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. In this scope, FAO promotes inclusive economic growth by reducing inequalities between urban and rural areas, rich and poor countries, men and women to attain a better life for all. This report analyses the specific risks and vulnerabilities faced by rural populations in Europe and Central Asia. It highlights the gaps and barriers concerning social protection in the region, which present challenges for addressing the specific vulnerabilities of rural populations and helping them to better manage risks. The report discusses how social protection programmes should be designed and financed to contribute to more inclusive rural transformation processes, improved nutrition and dietary outcomes, women’s empowerment, and other social issues such as child labour. In this scope, the report specifies key entry points for FAO to improve social protection for rural populations in the region. The report concludes that, especially in the post-pandemic period, expanding the coverage, adequacy and comprehensiveness of social protection for rural populations is key to addressing food security and nutrition, rural poverty, developing agriculture, and building resilient and sustainable food systems in Europe and Central Asia.
This Guidance document is developed in the framework of SO3-OO2 and aims to assist FAO Members in incorporating decent rural employment (DRE) interventions across different agricultural sub-sectors. The Guidance document is mainly designed for policy makers and staff responsible for strategic planning and programme development in the ministries responsible for agriculture and planning. It also addresses other public and private institutions involved in strategic planning for agricultural and rural development such as employers, producers and workers' organizations.
Social protection is recognized as an effective strategy for poverty eradication. It also contributes to promoting good health and well-being, achieving decent employment, fostering economic growth and reducing inequalities – objectives that are reflected in the Sustainable Development Goals (SDG targets 1.3, 3.8, 5.4 and 10.4). When designed to reduce and prevent poverty, food insecurity, and vulnerability across the life cycle – social protection policies and programmes can effectively support vulnerable households to improve their lives. The issue lies in the fact that only 45 per cent of the global population is currently effectively covered by at least one social benefit and the remaining 55 per cent – some 4 billion people – are left unprotected. "On the path to universal coverage" identifies and analyses existing the barriers of access to social protection for rural populations (legal, institutional, financial) and also explores international experiences to identify potential solutions to overcome these barriers in a systematized manner. This paper aims to shed light on the current gaps in social protection programmes and offers solutions for policy-makers and stakeholders to take into account in the design and implementation stages of their own projects.

It also provides recommendations and guidance to promote gender sensitivity in future programmes and projects, and identifies possible partners for gender-related activities. This identifies those aspects of basic conditions, such as those of infrastructure and networks, affordability, education and institutional support. In addition, enablers are identified, which are the factors that allow adopting and integrating changes in the production and decision-making processes. Finally identify through cases, existing literature and reports how substantive changes are taking place in the adoption of digital technologies in agriculture.
Animal identification and recording serves multiple purposes in a country’s livestock sector. It is a prerequisite to establish and operate any genetic improvement programme. It also contributes to animal traceability and disease control, as well as to deterring stock theft. Traceability of animals and their products helps to ensure the safety and quality of animal products, and contributes to enhance market access and to generate larger incomes for producers and other players in the value chain. Animal recording systems are therefore not just an information system but a powerful tool for livestock development and for contributing to global demands for food security and poverty alleviation. To make animal recording systems effective, they must be supported by appropriate public and private policies, and a legal and institutional framework. These multiple uses of animal identification and recording highlight the need to adopt multipurpose systems that integrates animal identification and registration, animal traceability, animal health information and performance recording. The FAO guidelines for development of integrated multipurpose animal recording systems have been prepared with the objective of helping countries to design and implement such systems and to maximize the chances that they will be sustained. These guidelines put performance recording in a more general context, and hence to complement rather than replace the previous FAO guidelines. These guidelines focus primarily upon the process rather than the methods and the technology (e.g. details of the equipment and measurements), since the latter is sufficiently covered by other guidelines. Where necessary, the guidelines are formulated to suit low or medium input production environments.
This publication is a compendium of the main outcomes of the online stakeholder dialogue organized by the project “Developing Capacity for Strengthening Food Security and Nutrition in Selected Countries in the Caucasus and Central Asia”, funded by the Russian Federation, in collaboration with the Global Forum on Food Security and Nutrition (FSN Forum). The publication presents an overview of the multiple topics that were discussed from 2017 onwards and provides the reader with a brief introduction to the main ideas and conclusions that emerged during these online consultations. In addition, this publication includes a series of short case studies that highlight good practices and lessons learned from school food and nutrition programmes and from the implementation of food security and nutrition policies in Europe, the Caucasus and Central Asia. This publication provides an entry point to the current thinking on the topics covered and allows reader to learn from what initiatives, project and actives are presently being implemented.
This country gender assessment (CGA) for the Republic of Azerbaijan was undertaken as part of FAO and national commitments to promote gender equality while integrating a gender perspective into its operations. The resulting CGA report focuses on the intersections of gender, agriculture and rural development, and presents a snapshot of critical gender-based inequalities and their consequences for agricultural production and rural livelihoods in Azerbaijan. The assessment includes recommendations on enhancing agriculture and developing rural communities with a gender-sensitive perspective, taking into consideration gender roles and differences between women and men in access to productive resources, inputs and information. The process of developing and finalizing the CGA was overseen by the FAO Partnership and Liaison Office in Azerbaijan, within the “Improved food security and rural livelihoods through women’s economic empowerment” (WEP) project in Azerbaijan, funded through the FAO–Azerbaijan Partnership Programme (FAPP).

Women and youth-led agri-enterprises (WYE) (which may also be operating as family businesses) in agricultural value chains have been identified as catalysts for rural transformation given their potential for creating employment and stimulating value addition both on and off-farm. Given that agriculture and food systems are likely to remain the key generators of employment in Ghana over the coming decades, and that 80% of all activities in the midstream of food value chain are undertaken by SMEs in Africa. It is very much necessary to generate the evidence to support the argument that family, women and youth-led agribusinesses have a key role to play in the rural transformation pathway underway in Ghana.

This document contains the papers presented at the Consultation on Aquaculture for Sustainable Rural Development which was organized jointly by FAO and NACA and held in Chiang Rai, Thailand, from March 29-31,1999 in order to develop the detailed structure of a regional program on aquaculture for sustainable rural development and to propose a strategy for its implementation. The consultation took an overview of the relevant information emerging from the presentations of country reports; lessons learned by specific projects; experiences of regional and international organizations and donor agencies; and findings of expert reviews. More sharply focused examination of critical issues and discussions on specific components of the draft program concept were followed through parallel working group discussions. The outputs of the working groups were further discussed during the concluding plenary. Finally, a detailed Program Framework on Aquaculture for Sustainable Rural Livelihood Development was conceived through consensus to serve as guiding principles for the formation of the program.--Publisher's description.
In this report MPs recommend changes to the way money from the EU's Common Agricultural Policy (CAP) is used to support hill farmers. Farming, in particular grazing livestock, is an essential part of the landscapes and traditional systems of land management in these beautiful and fragile areas. A return to headage payments in limited circumstances, with appropriate environmental conditions to prevent overstocking, would provide fairer funding to hill farmers. The Committee also calls on the Government to do more to enable hill farmers to diversify into other land management activities-such as carbon storage and water quality schemes. The report calls on the Government to demonstrate a stronger commitment to upland communities. Having abolished the Commission for Rural Communities - the public body that advised Government on rural issues -the Department for Environment, Food and Rural Affairs must ensure that rural policies and their delivery are not neglected. Ministers should: publish a strategy for the uplands that sets out a clear action plan with practical measures to be implemented immediately; provide strong leadership to make sure that rural and upland communities get a fair deal; create a statutory definition of the uplands to assist in targeting policy; ensure all farmers and rural communities can get access to development grants once RDAs have been abolished; work across Government to put in place policies that support those that live and work in the uplands, in particular rolling out super-fast broadband for remote rural communities and increasing the availability of affordable housing.
Distress migration is particularly acute among rural youth. Agriculture and rural development are central to the rate of rural out-migration to urban areas. The agricultural sector needs to engage youth in order to increase global food production. In doing so, agricultural transformation can balance out-migration from rural areas and thus contribute to stable growth. This document presents the conceptual framework for distress migration of rural youth. The framework focuses on the migration of rural youth (aged 15–24), who account for a large proportion of migrants and are a particularly vulnerable group. The framework comprises three sections: 1. Analysis of the main factors determining the propensity of rural youth to migrate; 2. Assessment of the likely impacts of distress migration of rural youth in terms of rural development for local areas of origin; 3. Illustration of the most promising policies and programmes to reduce distress migration of rural youth and maximize its dev elopmental benefits for the communities of origin.
The Country Gender Assessment (CGA) was commissioned by the Food and Agriculture Organization of the United Nations (FAO) from October 2017 to February 2018 as a way to gauge Viet Nam’s progress in achieving gender equality in agriculture and the rural sector and as a mechanism to guide FAO’s strategic mission in Viet Nam. Its objective is to inform FAO country-level planning and programming in line with national development priorities and FAO’s mandate and strategic framework. The Assessment is also aimed at facilitating FAO’s contribution to the UN Country Team report on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) with up-to date and objective information on the situation of rural women in the country. The methodology of the CGA included a desk review of policies and programmes on agriculture, food and nutrition security and gender equality, a quantitative analysis of national statistics, in-depth interviews with FAO Viet Nam partners and qualitative surveys and focus group discussions (FGDs) conducted in two provinces (Ninh Thuan and Lao Cai).
In the context of a global pandemic, many migrants returned to their rural areas of origin, both from cities within their own countries and from abroad. While return migration can be an opportunity, this presented considerable challenges for many migrants and government stakeholders without adequate knowledge, policy and mechanisms in place to support sustainable rural reintegration. In the past, greater attention has been paid to reintegration in cities. This report takes a step in addressing that gap, assessing lessons learned and best practices in supporting sustainable reintegration specifically in rural areas. The aim of the global lessons learned report is to provide a roadmap for collective action in support of returnees in rural areas and rural communities across a range of development settings. At a time when the COVID-19 pandemic continues to impact mobility, and with an eye to future disruptions that the world may face, there is an opportunity to support rural environments as spaces of protection and inclusion for returnees.
This report focuses primarily on the direct and indirect influences of fish trade and food security. It reviews in detail the positive and negative impacts of international fish trade on food security in low-income food-deficit countries. The main findings are that this trade has had a positive effect on food security, both through higher availability of fish for human consumption in developing countries and through higher income generated through trade. The report cautions, however, that sustainable resource management practices are a necessary condition for sustainable international trade. It also highlights the need for free and transparent trade and market policies to ensure that benefits from international trade are enjoyed by all segments of society.
