The Fourth Meeting of the WECAFC/CRFM/IFREMER Working Group on the Shrimp and Groundfish of the Northern Brazil-Guianas Shelf was held virtually on 18 and 19 November 2020. Among the 39 participants were Working Group Members, national fisheries officers and representatives of government organizations, academia, fishing industry, partner organizations and the FAO. The final draft of the Sub-regional EAF Strategy and Fisheries Management Plan (FMP) for the shrimp and groundfish fisheries of the North Brazil-Guianas Shelf was reviewed. Among the issues discussed were options for the institutional mechanisms, including a technical and a decision-making body, required for implementation of the strategy and FMP. Representatives of Brazil, Guyana, Suriname, and Trinidad and Tobago presented an overview of the current status and outlook of their respective fisheries and national FMPs. While progress has been made toward management of the shrimp and groundfish fisheries, several challenges were encountered and some stocks continued to be overexploited. Results were presented of the pilot application of the Governance Effectiveness Assessment Framework in fisheries, pollution, and habitats and biodiversity on the North Brazil Shelf. The need for improvement in data collection was highlighted. In addition, the key findings of a decent work assessment of the shrimp and groundfish fisheries in Guyana, Suriname, and Trinidad and Tobago as well as at the regional level were discussed and recommendations presented. A major concern is IUU fishing in the context of human and labour rights violations and undocumented migrant workers. An update of the FIRMS inventories indicated that 29 resource fact sheets and 35 fisheries fact sheets for the WECAFC region have been produced for the reporting period 2016–2020. A call was made for Member States to submit fishery inventory updates. The proposed revised structure of the list of main species for WECAFC as well as the preliminary boundary proposals regarding FAO Fishing area 31 were discussed by participants. An update on vessel mapping for the WECAFC-proposed regional classification of fleet segments was presented. This is based on classifying fishing vessels according to the predominant gear used, to match the diversity of artisanal vessels and gear types that exist in the WECAFC region. The proposed modified structure of the interim Data Collection Reference Framework (iDCRF) and data policy were discussed. Participants reviewed and validated the WECAFC decision support system, which will support decision making in ecosystem approach to fisheries (EAF)-ecosystem based management (EBM) in the region. The current status of a
Public policies for family farming – when done appropriately – provide a perfect match between different policy areas related to productive, economic, social, environmental and cultural dimensions of sustainable food systems. The Learning framework for inclusive, integrated and innovative public policy cycles for family farming was developed under the framework of the United Nations Decade of Family Farming (2019–2028) to support policymakers, family farmers’ organizations and other relevant stakeholders to increase their understanding of public policy cycles and family farming related policies. This technical and methodological capacity development programme is adaptable to local, national or regional priorities. It offers a holistic perspective to building knowledge and capacity of the various actors involved in the design, implementation and review of effective and coherent policies and programmes. This learning framework responds to the needs of multiple actors, expressed during the UNDFF pre-consultation process, to identify ways to create truly effective and efficient policy frameworks for family farming, and to better engage and participate during policy processes. To provide an appropriate answer to these needs the learning framework was designed through a participatory process building on the experience of governments and family farmers’ organizations, researchers and UN staff, gathering inputs from all relevant actors around the world.
Recurrent droughts in Ethiopia have been contributing to chronic food insecurity, deterioration of livelihoods and weakening capacity of communities to withstand future shocks. Following the 2011 food crisis in the Horn of Africa, ‘building resilience’ became a priority agenda for the international community to move from the division of emergency and development programming to a more holistic and complementary approach for addressing the root cause of disaster risk and vulnerability factors of recurrent drought. The project, implemented by FAO between 2015 and 2019, aimed to support and reinforce existing coordination mechanisms at the regional states and zonal administration levels and enhance linkages between short-term humanitarian interventions and long term development initiatives. The evaluation found that the project was highly relevant to the current context in Ethiopia, where preparedness and longer-term resilience have become priority areas of focus for all actors in humanitarian and development initiatives. Resilience coordination mechanisms have been strengthened at regional levels. However, the sustainability of these efforts will depend on the commitment of Government and partners to continue strengthening the existing coordination mechanisms and their ability to convene development partners.
Young people are key agents of change, with enormous innovation potential. FAO recognizes that youth are already at the frontline to build more sustainable agrifood systems and are best placed to rejuvenate the sector, acquire the knowledge and skills needed to innovate, uptake new technologies, and spearhead the digital transformation. The Organization provides support to countries to develop more youth-inclusive policies, strategies, investments and programmes, in order to enhance the overall well-being of young women and men. This compendium of good practices brings together snapshots of selected FAO's youth-specific projects, activities and products in support of the Rural Youth Action Plan (RYAP) first biennium of implementation (2021–2022).
Climate change and extreme weather events are heightening levels of acute food insecurity and food crises around the world. As the world emerges from the COVID-19 pandemic and deals with other drivers of food security, poverty and inequality, the international community is calling for a climate-resilient and sustainable recovery. Supporting the shift away from disaster response toward preventative and anticipatory action is fundamental to address the growing challenges faced by agriculture and food systems. Climate services highlight the role of science and technology in providing innovative solutions for risk reduction, effective resilience policies and adaptation planning. Underpinned by robust science and agrometeorological data, climate services and digital advisories bring tailored climate information to agricultural producers and value chain actors. But despite increasing evidence of the benefits of climate services, there are still major gaps in their development worldwide. This global assessment points to a significant gap in investment in climate services for the last mile – the small-scale farmers and most marginalized communities. Bridging this gap and scaling climate services is essential if actionable information is to be communicated in an equitable and effective manner to users, making sure no one is left behind. The report presents the latest data on the state of climate services for agricultural users with surveys from 36 countries across all FAO regions. The report’s findings have major implications for institutional frameworks to effectively target investments in resilience, preparedness and recovery. Case studies highlight additional challenges, opportunities and lessons learned from specific interventions across the climate services provision framework. Despite many challenges, climate services have demonstrable benefits to agriculture and food security by navigating agricultural producers around unpredictable and changing weather patterns. The report presents a blueprint for targeted investments to ensure that finance is effectively allocated not only to enhance the production of climate services, but also their provision, engagement and application by agricultural communities.
The State of Agricultural Commodity Markets 2020 (SOCO 2020) aims to discuss policies and mechanisms that promote sustainable outcomes – economic, social and environmental – in agricultural and food markets, both global and domestic. The analysis is organized along the trends and challenges that lie at the heart of global discussions on trade and development. These include the evolution of trade and markets; the emergence of global value chains in food and agriculture; the extent to which smallholder farmers in developing countries participate in value chains and markets; and the transformative impacts of digital technology on markets. Along these themes, SOCO 2020 discusses policies and institutions that can promote inclusive economic growth and also harness markets to contribute towards the realization of the 2030 Agenda and its Sustainable Development Goals.
The Workshop discussed the main working documents presented by the project steering committee: a comparative analysis of the fisheries legal frameworks of SADC coastal countries; an analysis of international and intraregional trade of fisheries products; and a synthesis of the national reports prepared by the countries.
This technical report replaces or supersedes issue-related contents in previous WHO foundational documents on oral rabies vaccination (ORV) of dogs. In contrast to the 2007 WHO recommendations, this report will shift focus from the development of suitable vaccines and baits for dogs towards providing guidance for practical implementation of ORV as a tool integrated into national strategies to control rabies in dog populations. This report therefore mainly addresses basic regulatory considerations for licensing and selection of appropriate oral vaccine candidates, logistics, distribution strategies in the field, communication, activities to be implemented in relation to ORV campaigns, and monitoring of campaigns. It should be emphasized that it is impossible to establish a universally valid and applicable blueprint for the integration of ORV into national strategies for the control of canine rabies. This is not least due to country-specific circumstances, including sociocultural aspects, epidemiological situations, local dog population structures, funding, and available resources. Therefore, countries should use this guiding document to find their own strategic and practical approach.
For almost four decades, the partnership between the Food and Agriculture Organization of the United Nations (FAO) and the International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM) has generated advanced knowledge and expertise in support of achieving food security, sustainable agriculture, and rural development in the Mediterranean. Driven by these shared goals, FAO and CIHEAM have jointly contributed to policy dialogue, the implementation of programs and projects, awareness-raising, and the capacity development of different actors in the region. FAO- CIHEAM collaboration has helped to build important knowledge resources and technical networks, strengthen the focus on gender and youth in agriculture, and promote the sustainable development of rural and coastal areas and sustainable fisheries. In October 2015, both organizations signed a Memorandum of Understanding (MoU) reinforcing their partnership. Under the framework of the partnership agreement, FAO and CIHEAM committed to developing a common strategic cooperation agenda to support agriculture, food, and sustainable rural development in the Mediterranean. In June 2019, based on the success of this collaboration the MoU was renewed for another four years. This brochure presents the highlights and successes of the partnership between FAO and CIHEAM.
The Global Food Policy Report is IFPRI’s flagship publication. This year’s annual report examines major food policy issues, global and regional developments, and commitments made in 2015, and presents data on key food policy indicators. The report also proposes key policy options for 2016 and beyond to achieve the Sustainable Development Goals. In 2015, the global community made major commitments on sustainable development and climate change. The global food system lies at the heart of these commitments—and we will only be able to meet the new goals if we work to transform our food system to be more inclusive, climate-smart, sustainable, efficient, nutrition- and health-driven, and business-friendly.
The Sahel region is nowadays facing many challenges, including insecurity, rising extremism, lacking of economic prospects and decent employment opportunities, besides also experiencing poor access to education, vocational training and overall basic services. Youth are among the most vulnerable group in the region, and although youth population is expected to grow, if employment and entrepreneurial opportunities for youth remain limited, young people will continue to remain in a vicious cycle of food insecurity and deep poverty. This case study outlines how the project "Building resilience in the Sahel region through job creation for youth", strengthened the capacities of rural youth in their entrance in the agrifood system adopting green practices, while also empowering the national institutions tasked in supporting them. The case study also provides all the lessons learned throughout its implementation as well as details of the project’s evaluation.
This edition of Nature & Faune journal explores the science and innovations (technical, social and policy) that can support the achievement of the African dream of restoring 100 million hectares of its degraded land. Articles in this edition share experiences on challenges, opportunities and successful restoration, including farmer managed natural regeneration, improved management of smallholder woodlots, reforestation, evergreen agriculture with intercropped trees, and associated sustainable land management practices such as water harvesting and erosion control. Africa’s Great Green Wall is presented in this edition as a transformative model for rural communities’ sustainable development. In particular the lessons learned from the “Action Against Desertification” programme funded by the European Union and implemented by FAO with partner countries and organizations, are discussed, paving a way towards the implementation of African Forest Landscape Restoration Initiative. Initiatives to address land degradation and desertification trends in Africa, promote sustainable land management, and restoration of degraded forests and landscapes include Africa’s Great Green Wall initiative, and 2016’s African Forest Landscape Restoration Initiative – AFR100. Most of the articles dwelt on how efforts to this end are being pursued.
The first part of this book presents the International Year of Rice and hundreds of events that took place worldwide in 2004 to implement the year with the participation of people from rural and urban areas, developed and developing countries, and of governments and non-governmental organizations. The second part of the book offer an opportunity to expand the understanding of the importance of rice in our planet by describing the Facets of Rice is Life - rice production and hunger reduction; rice and human nutrition; rice as a symbol of cultural identity and global unity; rice and environment; rice and agricultural biodiversity; and labor, gender and livelihood in rice. The International Symposium on Fisheries Sustainability: strengthening the science-policy nexus was held to support the development of a new vision for more sustainable and socially just fisheries, and more resilient to the challenges of the twenty-first century. The event managed to gather an incredibly diverse group of participants from different sectors and regions around the world. Moreover, a set of recommendations emerged from the sessions’ discussions, that will help improve the sustainability of capture fisheries and progress towards the different targets and objectives of the Sustainable Development Goals.
This is the second of three background papers produced to inform the ‘Everyone Around the Table: FAO/GAIN Roundtable with Private Sector on Healthy Diets’ virtual roundtable series scheduled for mid-2020. While the range of topics discussed is relevant to all countries, where possible a greater focus has been given to low- and middle-income country contexts. STEP 2 (this paper) sets out some channels to advance this agenda by improving the enabling environment – the policies, incentives, rules and regulations that shape behaviours (and enable good practice). Though governments lead in this area, there are clear responsibilities for all stakeholders.
The Procedure Manual for Implementation and Capacity Development is composed of six sections; Implementation and Facilitation Unit of the IPPC Secretariat, Implementation and Capacity Development Committee, IC Sub-groups, IC Teams and Working Group, Specific IC Sub-groups, Specific IC Teams and additional useful procedures. The purpose of this manual is to provide a convenient consolidation of decisions, procedures, practices and forms used in the implementation and capacity development work in the IPPC community. This manual will be revised annually to include any new decisions and procedures and to amend existing decisions and procedures as necessary.
The School Nutrition Education Programme (SNEP) is an intervention to educate school students on nutrition and food preparation with the aim of influencing healthy nutrition choice and practice at an age when life time behaviour habits are developing and in the wider community. FAO defines School Food Nutrition Education as consisting of coherent educational strategies and learning activities, with environmental supports, which help schoolchildren and their communities to achieve sustainable improvements in their diets and in food- and lifestyle-related behaviours, perceptions, skills and knowledge; and to build the capacity to change, to adapt to external change and to act as agents of change. This publication is the scopy study and capacity needs assessment and final report for the SNEP project.
The objective of this Symposium is to identify pathways to strengthen the science and policy interplay in fisheries production, management and trade, based on solid sustainability principles for improved global outcomes on the ground. Ultimately, the debates and conclusions of the symposium will prepare the way for the development of a new vision for the way we perceive and use capture fisheries, outlining how the sector can respond to the complex and rapidly changing challenges facing society, and support the planning process of the UN Decade of Ocean Science for Sustainable Development (2021-2030).

Throughout the Year of Excellence 2023, Digital FAO has redoubled its efforts to upscale the Organization's digital capabilities, capacity -building and advisory services needed to enable and accelerate targeted interventions with actionable and concrete results worldwide, leaving no one behind. Digital technology is at the nexus of multiple Sustainable Development Goals (SDGs), including the eradication of poverty, climate action and environmental protection, ending hunger, and improving nutrition and access to healthy diets. In this light, this publication highlights FAO strong digital cooperation, as well as the significant developments in the technology domain, with further acceleration of digital transformation globally, including a strong focus on agrifood systems. It aims to provide further insights into the strategic direction, achievements and efforts of Digital FAO, with the overall objective to achieve FAO four betters and the Sustainable Development Goals at their largest.
The objective of the Assessment is to analyse the agriculture and rural sectors from a gender perspective at the macro level (policy), meso level (institutional) and micro level (community and household). The Assessment seeks to identify gender inequalities in access to critical productive resources, assets, services and opportunities. The assessment looks at the priorities, needs and constraints of both women and men in agricultural and rural communities, and the gaps that exist in responding to these issues. It also provides recommendations and guidance to promote gender sensitivity in future programmes and projects, and identifies possible partners for gender-related activities. This Assessment is also intended to raise awareness about gender issues among policy-makers, FAO officers, NGOs and community-based organizations in Vanuatu. It provides background and gender-related information, and can be used as a tool to mainstream gender perspectives in future policies, projects and programmes in ways that empower rural women.
An estimated 1.2 billion people live on less than one dollar a day, and recent estimates indicate that over 850 million people lack sufficient food for an active healthy life, mostly in rural areas. This FAO report examines the links between agriculture, trade and poverty and considers how international agricultural trade and trade liberalisation affect the world's poor and food-insecure. Topics discussed include: trends and patterns in international agricultural trade, including trade in the least developed countries and within regions, and the role of supermarkets; policy issues including domestic support, export competition and market access; macroeconomic impacts of agricultural trade reforms for poverty reduction and pro-poor development objectives; food insecurity and trade liberalisation measures. The report recommends a twin-track approach which seeks to invest in human capital, institutions and infrastructure to enable the poor to take advantage of trade-related opportunities, while establishing safety nets to protect vulnerable members of society. Cities need forests. The network of woodlands, groups of trees and individual trees in a city and on its fringes performs a huge range of functions – such as regulating climate; storing carbon; removing air pollutants; reducing the risk of flooding; assisting in food, energy and water security; and improving the physical and mental health of citizens. Forests enhance the look of cities and play important roles in social cohesion; they may even reduce crime. This edition of Unasylva takes a close look at urban and peri-urban forestry – its benefits, pitfalls, governance and challenges.
A two-day virtual regional consultation titled “Engaging with Academia and Research Institutions (ARIs) to Support Family Farmers and Food System Transformation During and Post COVID-19 Pandemic in Asia” was held by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and the Asian Farmers’ Association for Sustainable Rural Development (AFA) from 8–9 December 2021. The consultation was organized in collaboration with United Nations Educational, Scientific and Cultural Organization (UNESCO), International Cooperation Centre of Agricultural Research for Development (CIRAD), Group For Research and Technology Exchanges (GRET), and with technical assistance from FAO Regional Office for Asia and the Pacific (RAP). It was attended by 157 international participants and 51 speakers coming from different academic and research institutions (ARIs), non-governmental organizations (NGOs) and civil society organizations (CSOs), government agencies, and development partners. The regional consultation highlighted the importance of collaboration among ARIs, family farmers’ organizations, government agencies, and development partners in Asia in enhancing the livelihoods of family farmers and developing their capacities to cope with the COVID-19 pandemic through agroecology. This publication compiles the proceedings of the two-day virtual regional consultation and marks an important milestone in initiating a stocktaking of existing initiatives and collaborations between ARIs, inter-government agencies and family farmers’ organizations in the region with a specific focus on agroecology and sustainable food systems.
The regional dimension is key to international fisheries management policy, as demonstrated by the rapid expansion of the family of regional fisheries bodies (RFBs). There are some 50 RFBs worldwide. Most provide only advice to their members, and are hence referred to in this work as regional fisheries advisory bodies (RFABs). Regional fisheries management organizations (RFMOs) have mandates to adopt legally binding conservation and management measures based on the best scientific evidence. Global instruments and normative processes have to be implemented and translated into actions at the country and regional levels, as appropriate. In this regard, regionalization of fisheries and aquaculture governance can provide opportunities not only to address common concerns, create synergies and mainstream the global objectives of relevant UN bodies, but also to broaden outreach on the global fisheries agenda to regional partners that may not be directly concerned with fisheries, as well as to the general public. The present study provides an overview of the activities and developments of RFMOs and RFABs from 2000 to 2017. It is based on a compilation of data and information for 46 RFMOs and RFABs.
The Mountain Partnership Secretariat (MPS) Annual Report is a yearly summary which reflects the key achievements of the Mountain Partnership (MP) in promoting sustainable mountain development (SMD) within the 2030 Agenda. The 2018 annual report outlines its work in advocacy, communication and knowledge management, promoting International Mountain Day, brokering joint action and leading capacity development initiatives. The publication also highlights a few success stories of MP members around the world.
The zero-deforestation movement has gained considerable momentum as governments and companies enter into commitments to curb deforestation. The most innovative are multi-stakeholder initiatives, where governments and international organi- zations have joined with the private sector and civil society organizations in making commit- ments to reduce deforestation. These pledges have created opportunities for improved forest governance by envisaging the private sector at the centre of the movement. They have also encouraged a broader understanding of the drivers and and consequences of deforestation, and how these can be more realistically addressed.
The twenty-sixth session of the Committee on Fisheries (COFI) was held in Rome, Italy, from 7 to 11 March 2005. The Committee reviewed the issues of an international character and the programme of work of the FAO Fisheries Department in fisheries and aquaculture. The Committee commended FAO on its report on the implementation of the Code of Conduct for Responsible Fisheries and its associated instruments and called for a "decade of implementation" of the various instruments developed to ensure responsible fisheries. The Committee called upon Members to accept, ratify or accede to, as appropriate, these instruments. The Committee encouraged FAO to elaborate additional guidelines in support of the Code, including one for the implementation of the International Plan of Action for the Management of Fishing Capacity. The need to initiate international negotiations on the monitoring of fishing vessels within the framework of the Code of Conduct concerning its implementation was underlined. The Committee welcomed the revised Code and Voluntary Guidelines for the Design, Construction and Equipment of Small Fishing Vessels that had been prepared by FAO, the International Labour Organization and the International Maritime Organization. The Committee expressed concern at the proliferation of international fora addressing fisheries matters, some of which lacked sound technical and scientific bases for discussion. The FAO's medium- to long-term rehabilitation strategy for the fisheries and aquaculture sector in countries affected by the Tsunami was endorsed. Guidelines on ecolabelling of fish and fishery products were adopted. The Committee agreed to give greater attention to small-scale fisheries and to allocate more resources in their support. The Committee expressed its appreciation to FAO and donor countries for giving greater attention to small-scale fisheries and for allocating more resources in their support. It welcomed the advance version of the Code of Conduct Guidelines on Enhancing the Contribution of Small-Scale Fisheries to Poverty Alleviation and Food Security. The Committee stressed that COFI and FAO should continue to provide leadership and maintain an assertive role in fisheries. The Committee commended FAO for the improvements made in the presentation of the Medium Term Plan and Preliminary Programme of Work Proposals for 2006-2007. The Committee underlined that additional allotments should be made to the Major Programme 2.3 "Fisheries". Book jacket.
