Social Capital, Policing and Rule-of-Law: Keys to Stabilization reflects a breadth of U.S. Army War College Strategy Research papers in which students tackled tough issues. The danger in compiling student papers is that an anthology can become a set of isolated, disconnected, anecdotal experiences. We have tried to select those that best describe the essentials of stability tasks and activities and the role they play in our success, failure, or combination thereof, in current and future operations.
The genesis of this guide started at a meeting between PKSOI and the Department of Distance Education (DDE) at the Army War College (AWC). During this meeting, a discussion occurred in which we all realized that neither the resident nor distance courses of study require a statistics or research methods course. However, as part of the directed study we were discussing, we were finding that some students were quite interested in using statistics and survey questions. Further, we began to reflect back on our own student advising experiences and noted that a simple guide, to be used as a refresher or quick study, would be very helpful.
It is our pleasure to publish this guide as a primer to establish a vibrant internship program using the vast array of talent available in today’s students. We expect great things from these promising young men and women. After all, the future of a peaceful and stabile world will eventually rest on their shoulders.
Of all the myriad of lessons learned in recent conflicts, the importance of police forces, to counter insurgencies and maintain security, is well-recognized. The police may be civilian, military or combination of types of police. Numerous articles, studies, and books have been published about all aspects of police reform but this monograph takes a different approach. It combines the theoretical with the applied and provides practical and historical applications of police reform.
