Representative of the Fachia, or Legalist, school of philosophy, the writings of Han Fei Tzu (280?-233 B.C.) confront the issues of preserving and strengthening the state. His lessons remain timely as scholars continue to examine the nature and use of power. Burton Watson provides a new preface and a helpful introduction.
Ultralong carbon nanotubes (CNTs) are ideal building blocks for nanodevices and superstrong fibers. Due to their high-aspect-ratio structure formed from sp2 hybrid C–C bonds, they have extraordinary mechanical, electrical and thermal properties. It is of great importance to synthesize ultralong CNTs with controlled structures as well as optimized properties for their applications. This chapter discusses the synthesis methods, growth mechanisms, structures, electrical and mechanical properties, as well as the applications of ultralong CNTs. We show that the controlled synthesis of ultralong CNTs with certain structures and properties is of fundamental importance for their applications. Finally, we also show that the mechanical properties of ultralong CNTs are near the theoretical value, showing great potential for their applications in superstrong fibers.
Trenchant, sophisticated, and cynical, Han Feizi has been read in every age and is still of interest today when people are more than ever concerned with the nature and use of power. Han Feizi (280?-233 B.C.), a prince of Han, was a representative of the Fa-chia, or Legalist, school of philosophy and produced the final and most readable exposition of its theories. His handbook for the ruler deals with the problems of strengthening and preserving the state, the way of the ruler, the use of power, and punishment and favor. Ironically, the ruler most influenced by Han Feizi, the king of Qin, eventually sent Han Feizi to prison, where he later committed suicide.
High household indebtedness could constrain future consumption growth and increase financial stability risks. This paper uses household survey data to analyze both macroeconomic and finanical stability risks from the rapidly rising household debt in China. We find that rising household indebtedness could boost consumption in the short term, while reducing it in the medium-to-long term. By stress testing households’ debt repayment capacity, we find that low-income households are most vulnerable to adverse income shocks which could lead to signficant defaults. Containing these risks would call for a strengthening of systemic risk assessment and macroprudential policies of the household sector. Other policies include improving the credit registry system and establishing a well-functioning personal insolvency framework.
This book presents a systematic study of an emerging field in the development of multi-agent systems. In a wide spectrum of applications, it is now common to see that multiple agents work cooperatively to accomplish a complex task. The book assists the implementation of such applications by promoting the ability of multi-agent systems to track — using local communication only — the mean value of signals of interest, even when these change rapidly with time and when no individual agent has direct access to the average signal across the whole team; for example, when a better estimation/control performance of multi-robot systems has to be guaranteed, it is desirable for each robot to compute or track the averaged changing measurements of all the robots at any time by communicating with only local neighboring robots. The book covers three factors in successful distributed average tracking: algorithm design via nonsmooth and extended PI control; distributed average tracking for double-integrator, general-linear, Euler–Lagrange, and input-saturated dynamics; and applications in dynamic region-following formation control and distributed convex optimization. The book presents both the theory and applications in a general but self-contained manner, making it easy to follow for newcomers to the topic. The content presented fosters research advances in distributed average tracking and inspires future research directions in the field in academia and industry.

A detailed historical look at how copyright was negotiated and protected by authors, publishers, and the state in late imperial and modern China In Pirates and Publishers, Fei-Hsien Wang reveals the unknown social and cultural history of copyright in China from the 1890s through the 1950s, a time of profound sociopolitical changes. Wang draws on a vast range of previously underutilized archival sources to show how copyright was received, appropriated, and practiced in China, within and beyond the legal institutions of the state. Contrary to common belief, copyright was not a problematic doctrine simply imposed on China by foreign powers with little regard for Chinese cultural and social traditions. Shifting the focus from the state legislation of copyright to the daily, on-the-ground negotiations among Chinese authors, publishers, and state agents, Wang presents a more dynamic, nuanced picture of the encounter between Chinese and foreign ideas and customs. Developing multiple ways for articulating their understanding of copyright, Chinese authors, booksellers, and publishers played a crucial role in its growth and eventual institutionalization in China. These individuals enforced what they viewed as copyright to justify their profit, protect their books, and crack down on piracy in a changing knowledge economy. As China transitioned from a late imperial system to a modern state, booksellers and publishers created and maintained their own economic rules and regulations when faced with the absence of an effective legal framework. Exploring how copyright was transplanted, adopted, and practiced, Pirates and Publishers demonstrates the pivotal roles of those who produce and circulate knowledge.
