Launched by the Council of Europe, the European Language Portfolio (ELP) has rapidly become one of the most influential instruments in the reform of language teaching and learning practice in Europe.
The Portfolio has three parts and is accompanied by a teacher's guide: 1. My language biography: A personalised learning diary making children aware of their achievements as they learn. 2. My dossier: Where learners can file work and materials to illustrate the achievements recorded in the Language biography or Language passport. 3. My language passport: An overview of the learner's knowledge and experiences of different languages, including cultural experiences.
If we are to build an inclusive institutional culture within the increasingly pluralist societies of 21st century Europe, focusing solely on the development of skills and knowledge is not enough. There have to be changes in the way in which administrative authorities and the organisations providing services to the public view their role and in the action they take. While it is essential for migrants to learn the language of their host country, understanding the codes of conduct, standards, allegiances, rules and exceptions is perhaps an even greater challenge. This clearer understanding of the institutional fabric is an inevitable part of what is termed "integration" and also applies to minorities. Since this process does not occur unassisted, this guide puts forward a number of proposals to help acquire the institutional skills which are vital for understanding, dialogue, guidance, negotiation and conflict resolution, to name but a few. These are all aspects inherent in interaction processes and essential for respecting diversity. This guide is an indispensable tool for public and private operators, social workers, mediators and all other stakeholders aware of the need to incorporate these aspects into their exchanges, particularly when rights and human dignity are at stake. This will help nurture confidence in public institutions and avoid the development of fear or any other barrier which could lead to unequal access - or indeed no access - to social, health-care or other services. Through this work, the Council of Europe reminds us that in pluralist societies the most effective guarantee of successful integration and harmonious co-existence is social justice.
Ireland entered the COVID pandemic with reduced vulnerabilities and high growth, especially in multinational enterprises (MNEs)-dominated sectors. The pandemic has had a highly asymmetric impact on the economy. The domestic sectors contracted by about 10 percent in 2020 and unemployment reached 30 percent at the peak of the first wave, while MNEs continued to grow strongly, driving overall GDP growth to 3.4 percent. A swift policy response has been effective in mitigating the crisis impact and protecting households and firms. The domestic sectors are expected to partially recover in 2021, with GDP growth projected at 4.6 percent. Downside risks stem from uncertainties surrounding new COVID variants, post-Brexit trade arrangements, and likely changes in international taxation.
This book is a reflective account of the work of the European Centre for Modern Languages, Graz, during its first medium-term programme, which lasted from 2000 to 2003.It presents some of the major current issues in language education that were dealt with during this programme and provides insight into the way the projects run by the ECML tried to address these issues and to develop practical, usable approaches to dealing with them.
In its Green Paper about the need for labour market reform, the European Commission argued that the increasing diversity of 21st century working relationships means that existing labour law is no longer adequate. This report brings together the evidence from a wide range f experts and representative bodies about these issues as they affect the UK labour market. It finds that the evidence does not support the Commission. The consensus is that the relatively light regulation of the UK labour market is advantageous and that problems of social disadvantage and structural unemployment are better addressed by measures aimed at tackling poor skills and social inequality rather than changing labour law. The report therefore recommends that efforts at EU level should focus on the promotion and sharing of good practice, rather than the introduction of new legislation.
The European Portfolio for Student Teachers of Languages is a tool for reflection and self-assessment of the didactic knowledge and skills necessary to teach languages. It builds on insights from the Common European Framework of Reference and the European Language Portfolio as well as the European Profile for Language Teacher Education. Four years after its initial publication it has been translated into twelve European and Asian languages.To meet widespread demand this ECML publication provides materials which support its implementation in teacher education. The book entitled Using the European Portfolio for Student Teachers of Languages presents examples, discussions and research findings of how the EPOSTL is used in initial teacher education courses, in bi-lateral teacher education programs and in teaching practice. The accompanying folder and flyer feature, amongst other things, guidelines for strategic measures for introducing the EPOSTL in a particular institution.
The "European Yearbook of Minority Issues" provides a critical and timely review of contemporary developments in minority-majority relations in Europe. It combines analysis, commentary and documentation in relation to conflict management, international legal developments and domestic legislation affecting minorities in Europe. The ECML's Languages for social cohesion programme (2004-2007) involved approximately 4500 language professionals from Europe and beyond. This publication focuses on key developments in language education promoted through the work of the European Centre for Modern Languages of the Council of Europe (ECML). It serves three main functions. Firstly, it summarises the ECML's contributions to fostering linguistic and cultural diversity in European societies. Secondly, it contains the proceedings of the ECML Conference, held in September 2007 at the University of Graz, to communicate the results of this programme to the wider public. Thirdly, it provides a preview of the projects which comprise the next programme of the ECML (2008-2011): 'Empowering language professionals: competences - networks - impact - quality'. In this way the publication both provides an overview of current issues and trends in European language teaching and indicates perspectives for the future.
