TRB's National Cooperative Highway Research Program (NCHRP) Synthesis 339: Centerline Rumble Strips (CLRS) examines current design, installation, configuration, dimension, and visibility issues associated with CLRS. The report addresses the need for guidance on warrants, benefits, successful practices, and concerns such as external noise and the reduced visibility of centerline striping material. Also addressed are pavement deterioration, ice buildup in the grooves, adverse impact on emergency vehicles, and the effect of CLRS on bicyclists. Particular attention was paid to available before-and-after CLRS installation crash data to document the safety aspects of CLRS and the availability of policies, guidelines, warrants, and costs regarding their use and design.

During the American Civil War, the British legation and consuls experienced strained relations with both the Union and the Confederacy, to varying degrees and with different results. Southern consuls were cut off from the legation in Washington, D.C., and confronted their problems for the most part without direction from superiors. Consuls in the North sought assistance from the British foreign minister and followed the procedures he established. Diplomatic relations with Great Britain eased tensions in the North; the British consuls in the South were expelled in 1863. Eugene H. Berwanger uses archival sources in both Britain and the United States as a basis for his reevaluation of consular attitudes. Because much of this material was not available to earlier historians of British-American diplo-macy, the author expands upon their conclusions and suggests reinterpreta-tions in light of the new information. The first comprehensive investigation of Anglo-American relations during the Civil War, The British Foreign Service and the American Civil War will interest scholars of American history and diplomatic relations.
This volume brings to a close our four volumes on the chronicled life of Augusta during a very turbulent and pivotal period in the History of the United States: the opening-up of the West, the question of whether slavery would prevail nationally with political attempts to legitimize it in the new territories, starting with Kansas; a serious depression brought on by over expansion of our then growth industry, the railroads; the explosive discoveries of gold in most of the Western Territories; one of the worst wars in our history to settle once and for all whether we were to be "one nation indivisible" with slavery or not. Augusta's original three bound journals, which I inherited, with some 2,000 entries, beginning before she was seventeen, records not only her personal and occasionally tragic involvement in all of these events, but the influence these events had on her life at the time. Her journal entries from 1857 to 1860 present a record of the founding (by her father and a few other abolitionists) the town of Eldorado, Kansas that is better and more authentic than any professional early history of the city we've seen. She described in detail these two or three-dozen mostly young pioneers that were willing to go far beyond the Frontier to establish a voting district free of proslavery domination.
