Has global liberalism made the nation-state obsolete? Or, on the contrary, are primordial nationalist hatreds overwhelming cosmopolitanism? To assert either theme without serious qualification, according to Ernst B. Haas, is historically simplistic and morally misleading. Haas describes nationalism as a key component of modernity and a crucial instrument for making sense of impersonal, rapidly changing, and heterogeneous societies. He characterizes nationalism as a feeling of collective identity, a mutual understanding experienced among people who may never meet but who are persuaded that they belong to a community of kindred spirits. Without nationalism, there could be no large integrated state. He explores nationalism in five societies that had achieved the status of nation-states by about 1880: the United States, Britain, France, Germany, and Japan.
Far from being an inevitably aggressive and destructive force, nationalism is, for Ernst B. Haas, the primary means of bringing coherence to modernizing societies. The Dismal Fate of New Nations considers several societies that modernized relatively recently, many of them aroused to nationalism by the imperialism of the "old" nation-states. The book probes the different patterns of development in emerging countries—Iran, Egypt, India, Brazil, Mexico, China, Russia, and Ukraine—for insights into the possibilities and limitations of all nationalisms, especially liberal nationalism. Employing a systematic comparative perspective, Haas organizes the book around the notion of change and its management by political elites in Asia, Eastern Europe, Latin America, and the Middle East. Haas particularly wants to understand how nationalism plays out in the politics of modernization within non-Western cultures, especially those where religions other than Christianity predominate. Where the hold of religion remains formidable, he argues, the mixture of traditional and secular-modernist institutions and beliefs will challenge the victory of liberal nationalism and the very success of nation-state formation.

Of all of the books produced by Ernst B. Haas during his career, Beyond the Nation-State contains the most complete and definitive statement of 'neofunctionalism': the theory of transnational integration for which he is best known. This book is a collection of the major scientific papers of Sir Rudolf Peierls (1907-95), including the Peierls-Frisch Memoranda of 1940 on the feasibility, and the predicted human effects, of an atomic bomb made of uranium-235. His papers range widely in topic. They include much on the fundamentals of solid state physics, the thermal and electric conductivity of materials as a function of temperature T (especially T→0), the interpretation of the de Haas-van Alphen effect observed for a metal in a magnetic field, and the basics of transport theory. Many are on problems in statistical mechanics, including his constructive paper demonstrating the existence of a phase transition for Ising's model for a two-dimensional ferromagnet. In nuclear physics, they include the first calculations (with Bethe) on the photo-disintegration of the deuteron (made in response to a challenge by Chadwick), the Kapur-Peierls theory of resonance phenomena in nuclear reactions, the Bohr-Peierls-Placzek continuum model for complex nuclei (which first explained the narrow resonances observed for low energy neutrons incident on very heavy nuclei), and the Peierls-Thouless variational approach to collective phenomena in nuclei. The state-centred 'Westphalian model' of international law has failed to protect human rights and other international public goods effectively. Most international trade, financial and environmental agreements do not even refer to human rights, consumer welfare, democratic citizen participation and transnational rule of law for the benefit of citizens. This book argues that these 'multilevel governance failures' are largely due to inadequate regulation of the 'collective action problems' in the supply of international public goods, such as inadequate legal, judicial and democratic accountability of governments vis-a-vis citizens. Rather than treating citizens as mere objects of intergovernmental economic and environmental regulation and leaving multilevel governance of international public goods to discretionary 'foreign policy', human rights and constitutional democracy call for 'civilizing' and 'constitutionalizing' international economic and environmental cooperation by stronger legal and judicial protection of citizens and their constitutional rights in international economic law. Moreover intergovernmental regulation of transnational cooperation among citizens must be justified by 'principles of justice' and 'multilevel constitutional restraints' protecting rights of citizens and their 'public reason'. The reality of 'constitutional pluralism' requires respecting legitimately diverse conceptions of human rights and democratic constitutionalism. The obvious failures in the governance of interrelated trading, financial and environmental systems must be restrained by cosmopolitan, constitutional conceptions of international law protecting the transnational rule of law and participatory democracy for the benefit of citizens.

The present volume completes the description of the interactions and chemical reactions of elemental tungsten with metallic elements, treating its reactions with antimony, bismuth, and the alkali and alkaline earth metals. The reactions of tungsten with these elements are in most cases confined to surface regions. Corrosion of tungsten and mutual solubility are usually very low. An exception is the W - Be system, in which several intermetallic phases are formed. The surface processes in some of the other systems covered in the present volume evoked considerable scientific and practical interest, documented by the large number of publications. This holds particularly for the Cs-on-W and Ba-on-W surface systems. Cs- and Ba-activated tungsten electrodes were and are used in many technical and laboratory appliances. One example is the Cs diode device for thermionic energy conversion. Surface ionization of Cs and W is widely applied in ion sources and for some time attracted great attention with respect to its potential use in ion rocket propulsion engines. Cs-on-W is also a logical system for basic research on chemisorption due to the propitious chemical, crystallographic, and atomic properties of adsorbent and adsorbate. The majority of existing models for the chemisorption bond has been experimentally checked on this system. The particular interest in the W - Cs and W - Ba systems is reflected in the large portion of the text (256 pages) devoted to these systems.
