Local participation is the new democratic imperative. In the United States, three-fourths of all cities have developed opportunities for citizen involvement in strategic planning. The World Bank has invested $85 billion over the last decade to support community participation worldwide. But even as these opportunities have become more popular, many contend that they have also become less connected to actual centers of power and the jurisdictions where issues relevant to communities are decided. In Health in Ruins César Ernesto Abadía-Barrero chronicles the story of El Materno—Colombia’s oldest maternity and neonatal health center and teaching hospital—over several decades as it faced constant threats of government shutdown. Using team-based and collaborative ethnography to analyze the social life of neoliberal health policy, Abadía-Barrero details the everyday dynamics around teaching, learning, and working in health care before, during, and after privatization. He argues that health care privatization is not only about defunding public hospitals; it also ruins rich traditions of medical care by denying or destroying ways of practicing medicine that challenge Western medicine. Despite radical cuts in funding and a corrupt and malfunctioning privatized system, El Materno’s professors, staff, and students continued to find ways to provide innovative, high-quality, and noncommodified health care. By tracking the violences, conflicts, hopes, and uncertainties that characterized the struggles to keep El Materno open, Abadía-Barrero demonstrates that any study of medical care needs to be embedded in larger political histories.
In 1946 Juan Perón launched a populist challenge to the United States, recruiting an army of labor activists to serve as worker attachés at every Argentine embassy. By 1955, over five hundred would serve, representing the largest presence of blue-collar workers in the foreign service of any country in history. A meatpacking union leader taught striking workers in Chicago about rising salaries under Perón. A railroad motorist joined the revolution in Bolivia. A baker showed Soviet workers the daily caloric intake of their Argentine counterparts. As Ambassadors of the Working Class shows, the attachés' struggle against US diplomats in Latin America turned the region into a Cold War battlefield for the hearts of the working classes. In this context, Ernesto Semán reveals, for example, how the attachés' brand of transnational populism offered Fidel Castro and Che Guevara their last chance at mass politics before their embrace of revolutionary violence. Fiercely opposed by Washington, the attachés’ project foundered, but not before US policymakers used their opposition to Peronism to rehearse arguments against the New Deal's legacies.
