In recent years, the international community has increasingly come to abandon the use of comprehensive sanctions in favour of targeted sanctions. Unlike adopting a coercive strategy on entire states, actors like the United Nations (UN) and the European Union (EU) have come to resort to measures that are aimed at individuals, groups and government members. Targeted sanctions involve adopting measures such as asset freezes, travel bans, commodity sanctions, as well as arms embargoes. Eriksson argues that recent changes in the practice of sanctions from comprehensive to targeted sanctions requires a new way of understanding international sanctions practice. Not only do we need to rethink our methodology to assess recent practice, but also to rethink the very theory of sanctions. This valuable new perspective provides recent thinking on targeted sanctions, trends in practice and unique case studies for evaluation. Why do some modern societies punish their offenders differently to others? Why are some more punitive and others more tolerant in their approach to offending and how can these differences be explained? Based on extensive historical analysis and fieldwork in the penal systems of England, Australia and New Zealand on the one hand and Finland, Norway and Sweden on the other, this book seeks to answer these questions. The book argues that the penal differences that currently exist between these two clusters of societies emanate from their early nineteenth-century social arrangements, when the Anglophone societies were dominated by exclusionary value systems that contrasted with the more inclusionary values of the Nordic countries. The development of their penal programmes over this two hundred year period, including the much earlier demise of the death penalty in the Nordic countries and significant differences between the respective prison rates and prison conditions of the two clusters, reflects the continuing influence of these values. Indeed, in the early 21st century these differences have become even more pronounced. John Pratt and Anna Eriksson offer a unique contribution to this topic of growing importance: comparative research in the history and sociology of punishment. This book will be of interest to those studying criminology, sociology, punishment, prison and penal policy, as well as professionals working in prisons or in the area of penal policy across the six societies that feature in the book.

They also discuss the theoretical framework behind environmental tax initiatives, explain alternative systems to taxation, reveal problems in dealing with environmental concerns that are common to all of the countries studied, and suggest ways to more efficiently coordinate tax and environmental policies. Based on their research, the contributors conclude that the general tax systems of the United States and other countries unintentionally conflict with environmental policies and that no country has yet been able to adequately control automobile pollution, although some have had varying degrees of success in other areas. The volume begins with an introduction that presents a nontechnical discussion of the current economic thinking on environmental taxes and alternatives such as direct government regulation and granting polluters limited or tradable rights to pollute. The following chapters discuss each country in turn. Each chapter first examines the institutional framework of the country--central versus regional government, how legislation is enacted and executed, the distribution of authority over environmental matters, and important environmental policy goals. Next, the compatability of the tax system with environmental goals is analyzed. It seeks an answer to a paradox: the prevalence of the soft budget constraint in spite of the tremendous inefficiencies that it gives rise to, and its persistence in spite of reform of the system of which it is an integral part. The story aims at increasing our understanding of why the phenomenon exists. By studying the case of state in Tanzania before, during and after socialism, an explanation of the owned enterprises emergence, persistence and logic of the soft budget constraint is suggested. This introductory chapter presents an argument showing why this story is worth telling. It discusses the research topic and how the problem it presents is attacked. THE SOFT BUDGET CONSTRAINT The soft budget constraint is today a popular metaphor. Originally it was seen as a characteristic of the socialist system. It refers to the tendency of primarily state-owned enterprises to have their liquidity gaps or losses accommodated by the state, or some other external funding body, and to the resulting expectations of such bail-out. The concept was coined by the Hungarian economist Hmos Kornai. ' He distinguishes between four major forms of external financial assistance that contribute to the soft budget constraint: soft subsidies, soft taxation, soft credit and soft 2 administrative pricing.

The focus of this edition is on the XIV Gen3 running Version 11.5.x of the XIV system software, which brings enhanced value for the XIV Storage System in cloud environments. It offers multitenancy support, VMware vCloud Suite integration, more discrete performance classes, and RESTful API enhancements that expand cloud automation integration. Version 11.5 introduces support for three-site mirroring to provide high availability and disaster recovery. It also enables capacity planning through the Hyper-Scale Manager, mobile push notifications for real-time alerts, and enhanced security. Version 11.5.1 supports 6TB drives and VMware vSphere Virtual Volumes (VVOL). In the first few chapters of this book, we describe many of the unique and powerful concepts that form the basis of the XIV Storage System logical and physical architecture. We explain how the system eliminates direct dependencies between the hardware elements and the software that governs the system. In subsequent chapters, we explain the planning and preparation tasks that are required to deploy the system in your environment by using the intuitive yet powerful XIV Storage Manager GUI or the XIV command-line interface. The concept of nature-related risks is found to be mainly in use in the financial sector. The application of the term has increased rapidly in recent years, with numerous efforts to implement the concept. Moreover, similar concepts precede, within the same scope; the earliest being biodiversity risk. It is recommended that each of the Nordic countries take active steps to implement the concept of nature risk in relevant policies, regulations and sectors. It is also recommended that the Nordic countries follow the international development on nature risk and related policy areas, such as the EU taxonomy and the TNFD framework, and ensure that national policy is aligned with the international agenda.

The oil crisis during the 1970s turned interest towards the utilization of renewable resources and towards lignocellulosics in particular. The 1970s were also the cradle period of biotechnology, and the years when biotechnical utilization of lignocellulosic waste from agriculture and forestry gained priori ty. This was a logical conclusion since one of nature's most important biologi cal reactions is the conversion of wood and other lignocellulosic materials to carbon dioxide, water and humic substances. However, while biotechnology in other areas like medicine and pharmacology concerned production of expen sive products on a small scale, biotechnical utilization and conversion of ligno cellulosics meant production of inexpensive products on a large scale. Biotechnical utilization of lignocellulosic materials is therefore a very difficult task, and the commercial utilization of this technology has not progressed as rapidly as one would have desired. One reason for this was the lack of basic knowledge of enzyme mechanisms involved in the degradation and conversion of wood, other lignocellulosics and their individual components. There are also risks associated with initiating a technical development before a stable platform of knowledge is available. Several of the projects started with en thusiasm have therefore suffered some loss of interest. Also contributing to this failing interest is the fact that the oil crisis at the time was not a real one. At present, nobody predicts a rapid exhaustion of the oil resources and fuel production from lignocellulosics is no longer a high priority.
