Performance budgeting involves costs, from the drafting and passage of legal foundations, and the political capital and will to implement it, to training personnel to create a performance-oriented culture, and information technology requirements to track performance. Through comprehensive examination of performance budgeting laws, in-depth interviews of those practicing in government agencies, and quantitative survey analysis, Public Performance Budgeting examines the influence of performance measurement and evaluation on all phases of the budgeting process. Lu and Willoughby present original research and case studies to explore how performance is linked to public budgets and government results, its impacts on budgeting systems, and possible unintended consequences. A summary assessment of how performance measurement could and should play a role in furthering performance budgeting is explored in a concluding chapter. The first of its kind to spotlight budget practice through the lens of juvenile justice, this book is required reading for all those studying public budgeting, management, and policy.
This is the first book-length treatment of the advancement of EU global data flows and digital trade through the framework of European institutionalisation. Drawing on case studies of EU-US, EU-Japan and EU-China relations it charts the theoretical and empirical approaches at play. It illustrates how the EU has pioneered high standards in data flows and how it engages in significant digital trade reforms, committed to those standards. The book marks a major shift in how institutionalisation and the EU should be viewed as it relates to two of the more extraordinary areas of global governance: trade and data flows. This significant book will be of interest to EU constitutional lawyers, as well as those researching in the field of IT and data law.
Various cross-textual readings have been attempted between the Christian Bible and Chinese literature. Using cross-textual hermeneutics, this study centers on the political wisdom of Ecclesiastes and the Analects, and its goal is to demonstrate that both texts offer wisdom pointers for human survival amid uncertain sociopolitical realities. Chapter 1 introduces the vibrant interaction of biblical wisdom literature within the ancient Near East and highlights some of its political connections. The openness of wisdom literature is then proposed to support this present effort of cross-textual research. Chapter 2 offers readings of eight passages that communicate Qoheleth’s political wisdom in Ecclesiastes. Chapter 3 centers on the Analects and on some notable passages that relate to Confucius’ political ideas. Chapter 4 seeks to demonstrate the dialogical dynamics between the two works by exploring specific hermeneutical connections. In conclusion, readers will come to understand the distinctive and collective political insights of both wisdom texts. That is, this study suggests contextualized ideas for living wisely from within both a faith tradition and a native tradition.
China’s Digital Presence in the Asia-Pacific explores China’s digital presence in the Asia-Pacific region. Drawing on political economy of the media, industry analysis, platform studies and cultural policy studies, the book shows that China’s commercial digital platforms are increasingly recognized outside China and can disseminate Chinese culture more effectively than government supported media. It illustrates how these platforms are contributing to Chinese cultural influence, their perceived reputation and obstacles in the region while pursuing a combined approach of culture+, industry+, internet+, and platform+. In considering the multi-layered rise of the China argument, the book considers its growing technological status as an innovative nation through four policy approaches: culture+, industry+, Internet+ and platform+. Other + characterizations include intelligent+ and social+. These + characterizations show how China is rejuvenating, drawing technological knowhow from the region and adding to its cultural (and soft) power. The book focuses on six locations: Hong Kong, Taiwan, Singapore, Malaysia, Australia and New Zealand. The authors analyse Beijing’s changing policies towards the governance of culture, Internet technologies and digital platforms, as well as examining consumer perceptions of China and Chinese products in the Asia-Pacific region. In using the + characterizations, the authors provide a comprehensive analysis of how Chinese cultural and creative industries became digital, as well as investigating the key players and the leading platforms including Alibaba, Tencent, ByteDance, TikTok, Baidu, iQiyi and Meituan.

Nuancing the prototypical cinematic form and tragic sense of classical film noir, the recent Hong Kong cinema turns around the classical generic role of film noir at the turn of the century to convey very different messages—joy, hope or love. This book examines how the mainstream cinema, or pre-and-post-Hong Kong cinema in particular, applies a peculiar strategy that makes rooms for the audience to enjoy a pleasure-giving process of reflexivity and also critique the mainstream ideology.
