This report investigates the financial cost and social costs of providing support-focused, community-based alternatives to prison for non-violent female offenders in Great Britain. Using Social Return on Investment (SROI) analysis, the report argues that community sentencing is an effective alternative to prison for women offenders which delivers long-term savings in public spending and prevents re-offending. The report examines current measures of sentencing effectiveness; presents a more comprehensive set of indicators based on the impacts of sentences on offenders, their families, local communities and wider society; compares the costs and benefits of both custodial and community sentences.
