Eighteenth-century Spain drew on the Enlightenment to reconfigure its role in the European balance of power. As its force and its weight declined, Spanish thinkers discouraged war and zealotry and pursued peace and cooperation to reconfigure the international Spanish Empire.
The role of the military in a society raises a number of issues: How much separation should there be between a civil government and its army? Should the military be totally subordinate to the polity? Or should the armed forces be allowed autonomy in order to provide national security? Recently, the dangers of military dictatorships-as have existed in countries like Panama, Chile, and Argentina-have become evident. However, developing countries often lack the administrative ability and societal unity to keep the state functioning in an orderly and economically feasible manner without military intervention. Societies, of course, have dealt with the realities of these problems throughout their histories, and the action they have taken at any particular point in time has depended on numerous factors. In the "first world" of democratic countries, the civil-military relationship has been thoroughly integrated, and indeed by most modern standards this is seen as essential. However, several influential Western thinkers have developed theories arguing for the separation of the military from any political or social role. Samuel Huntington, emphasized that professionalism would presuppose that the military should intervene as little as possible in the political sphere. Samuel E. Finer, in contrast, emphasizes that a government can be efficient enough way to keep the civil-military relationship in check, ensuring that the need for intervention by the armed forces in society would be minimal. At the time of the book's original publication, perhaps as a consequence of a post-World War II Cold War atmosphere, this was by no means a universally accepted position. Some considered the military to be a legitimate threat to a free society. Today's post-Cold War environment is an appropriate time to reconsider Finer's classic argument. "The Man on Horseback" continues to be an important contribution to the study of the military's role in the realm of politics, and will be of interest to students of political science, government, and the military.

The department of Puno in southern Peru is an area oriented to livestock and agricultural production, peopled by an Indian peasant mass and a dominant minority of culturally Westernized mestizos. A small but growing hybrid group, the cholos, bridged the cultural gap and collaborated with dissident merchant elements within the mestizo group to challenge the economic, social, and political order of the altiplano (high plateau) system. Politics in the Altiplano analyzes the sources of conflict and political change in the plural society as it underwent socioeconomic development through a period of recurring natural disasters. In the period under study (1956–1966), a prolonged drought precipitated a series of crises. The mismanagement of American aid, sent to the suffering peasants, became a national cause célèbre. As migration to Peru’s coastal cities reached large-scale proportions, several peasant movements were launched in the department. To rechannel local discontent, an autonomous development corporation was created for Puno by the Peruvian Congress. This, plus the institution of local elections in 1963, provided ample opportunity for the coalition of dissident mestizos, cholos, and peasants to pursue their “revolutionary” goals. A rivalry between two major towns, Puno (the department’s capital) and Juliaca (the commercial center), furthered the conflict between conservative mestizos and the peasant-cholo movement. Juliaca’s attempt to secede from the department in November 1965 set off a series of violent strikes and counterstrikes in both cities. Intervention from the national level by government troops put an end to the crisis for the time being. But the continued need for land reform in the department, combined with institutionalized means for political participation, kept the peasants mobilized and the atmosphere of conflict alive.

This book explores the central role of religion in place-making and infrastructural projects in ancient polities. It presents a trilectic approach to archaeological study of religious landscapes that combines Indigenous philosophies with the spatial and semiotic thinking of Lefebvre, Peirce, and proponents of assemblage theories. Case studies from ancient Angkor and the Andes reveal how rituals of place-making activated processes of territorialization and semiosis fundamental to the experience of political worlds that shaped power relations in past societies. The perspectives developed in the book permit a reconstruction of how landscapes were variably conceived, perceived, and lived in the spirit of Henri Lefebvre, and how these registers may have aligned or clashed. In the end, the examination of built environments, infrastructures, and rituals staged within specialized buildings demonstrates how archaeologists can better infer past ontologies, cosmologies, ideologies of time and place, and historically specific political struggles. The study will appeal to students and researchers interested in ritual, infrastructures, landscape, archaeological theory, political institutions, semiotics, human geography, and the civilizations of the ancient Andes and Angkor.

In The Enslaved and Their Enslavers, Edward Pearson offers a sweeping history of slavery in South Carolina, from British settlement in 1670 to the dawn of the Civil War. For enslaved peoples, the shape of their daily lives depended primarily on the particular environment in which they lived and worked, and Pearson examines three distinctive settings in the province: the extensive rice and indigo plantations of the coastal plain; the streets, workshops, and wharves of Charleston; and the farms and estates of the upcountry. In doing so, he provides a fine-grained analysis of how enslaved laborers interacted with their enslavers in the workplace and other locations where they encountered one another as plantation agriculture came to dominate the colony. The Enslaved and Their Enslavers sets this portrait of early South Carolina against broader political events, economic developments, and social trends that also shaped the development of slavery in the region. For example, the outbreak of the American Revolution and the subsequent war against the British in the 1770s and early 1780s as well as the French and Haitian revolutions all had a profound impact on the institution's development, both in terms of what enslaved people drew from these events and how their enslavers responded to them. Throughout South Carolina's long history, enslaved people never accepted their enslavement passively and regularly demonstrated their fundamental opposition to the institution by engaging in acts of resistance, which ranged from vandalism to arson to escape, and, on rare occasions, organizing collectively against their oppression. Their attempts to subvert the institution in which they were held captive not only resulted in slaveowners tightening formal and informal mechanisms of control but also generated new forms of thinking about race and slavery among whites that eventually mutated into pro-slavery ideology and the myth of southern exceptionalism.
The island of Hispaniola is split by a border that divides the Dominican Republic and Haiti. This border has been historically contested and largely porous. Dividing Hispaniola is a study of Dominican dictator Rafael Trujillo's scheme, during the mid-twentieth century, to create and reinforce a buffer zone on this border through the establishment of state institutions and an ideological campaign against what was considered an encroaching black, inferior, and bellicose Haitian state. The success of this program relied on convincing Dominicans that regardless of their actual color, whiteness was synonymous with Dominican cultural identity. Paulino examines the campaign against Haiti as the construct of a fractured urban intellectual minority, bolstered by international politics and U.S. imperialism. This minority included a diverse set of individuals and institutions that employed anti-Haitian rhetoric for their own benefit (i.e., sugar manufacturers and border officials.) Yet, in reality, these same actors had no interest in establishing an impermeable border. Paulino further demonstrates that Dominican attitudes of admiration and solidarity toward Haitians as well as extensive intermixture around the border region were commonplace. In sum his study argues against the notion that anti-Haitianism was part of a persistent and innate Dominican ethos.

Navigating the Spanish Lake examines Spain’s long presence in the Pacific Ocean (1521–1898) in the context of its global empire. Building on a growing body of literature on the Atlantic world and indigenous peoples in the Pacific, this pioneering book investigates the historiographical “Spanish Lake” as an artifact that unites the Pacific Rim (the Americas and Asia) and Basin (Oceania) with the Iberian Atlantic. Incorporating an impressive array of unpublished archival materials on Spain’s two most important island possessions (Guam and the Philippines) and foreign policy in the South Sea, the book brings the Pacific into the prevailing Atlanticentric scholarship, challenging many standard interpretations.
