The culture of a regulated monopoly must change to a culture of an efficient business. Everyone involved must contribute to the success of this business. A water utility must commit to a systematic approach and a sustained, continuous improvement effort. Failure to do this makes the public utility less competitive and opens the door to private alternatives. Improved Human Resources business services generate two kinds of returns. The first is higher quality and/or lower cost service delivery to internal customers. Second, because the utility workforce supports or enables core services to be delivered efficiently, as utility personnel improve their skills, so does delivery of core services to external customers, i.e., utility ratepayers. Based on our research, 11 categories of best practices for successful organization change were identified and each one is described in detail: Establish and Maintain a Sense of Urgency Provide and Build Leadership Create and Maintain Organization Alignment Create Commitment by Continuous Participation Delegate Decision-Making and Create Accountability Effectively Communicate Continuously (Internal and External) Establish and Track Meaningful Measures Develop Workforce Flexibility Provide Appropriate Compensation and Rewards Use Supporting Tools and Techniques Build and Maintain Effective Relations (with governance, labor, regulators)

It was Children's Day. Ten-year-old Obanor who was an orphan was urged by his poor grandmother to join other children in the stadium. There, the legendary Mother of Africa told the story of Jite, the miracle baby: The boy was crippled at birth. But thanks to his mother's dogged faith, he regained the use of his legs. More than that, he used the once-crippled feet to win honours for his community. To conclude, Obanor was miraculously adopted by the Mother of Africa, after the symbolic frying of ice cream in the stadium. For Obanor and indeed the community, it was the happiest day ever. Faa‘imata represents the traditional home of Kava, a significant figure and source of Tongan culture. Thus, as in the legend of the origin of Kava, Faa‘imata connotes a place where great sacrifices have been laid to honour authority and yet also where kingly favours have been granted that covered shortcomings and inadequacies. More significantly, it marks a place where new beginnings and new legacies can sprout. Therefore the Road to Faa‘imata represents the many facets and multiple interpretations of the pathways and passages traversed by each of the Tonga High School ex-student featured. It represents an equalizer of sorts where students coming from diverse backgrounds and stations in society are provided with empowering opportunities to achieve outcomes that benefit Tonga, reflecting their capacity to absorb, critique and reapply what they have learnt.
A scientific discussion of Noel Malcolm's Kosovo. It demonstrates the extent of the betrayal of the historical truth and the manipulation of the past of nations, regions or states for the sake of the political ends of the day. It was a commonplace view that such books are possible only in totalitarian societies. But we can see that the appearance of such books is also possible in a milieu which, until recently at least, could not be called totalitarian, and that it is possible with a historiography excelling in great authors and trustworthy works.
