The definition and measurement of the cost of using real capital as an input in production has been much discussed and approached in several ways in earlier literature. This present study attempts to give a unified treatment of the cost of capital services, with emphasis on its relation to the corporate tax system on the one hand, and to the production technology of the firm on the other. It provides a thorough discussion of capital as a factor of production, relating the measurement of the price of capital services to the measurement of capital stock.A parallel treatment of capital and its service price with a neo-classical technology and with a putty-clay technology is presented. The book also discusses and unifies different concepts of neutrality of income taxation presented in the public finance literature. Illustrations based on data for the manufacturing sector of the Norwegian economy are given, relating partly to the actual tax system and partly to more or less hypothetical tax reforms. The study is intended to serve as a reference for researchers in econometric model building, corporate investment behaviour, tax analysis, and national accounting.

The Welfare Economics of Public Policy is a great book that should be of interest to all economists interested in applied welfare analysis. It is a good reference book for economists studying the effects of public policy. Finally, it should be a useful textbook for students studying economic policy and applied welfare economics. Jean-Paul Chavas, American Journal of Agricultural Economics . . . a very comprehensive overview of the state of the art in welfare economics. It can be used as a teaching book for advanced students as well as a reference volume for researchers. This duality of possible uses is supported by the fact that very complex issues are presented in an easily readable manner. More technical aspects are then outlined in the appendices of the relevant chapters, offering colleagues the option to study formal considerations in more detail. . . a welcome addition to and expression of the knowledge base of agricultural economics. I have used the previous version for years in my graduate environmental economics course; usually I had to share the one copy I have with students and I felt it was a shame that these students did not have the opportunity to purchase the book since every serious environmental economist should have this volume on their shelf. It includes a detailed discussion of life distributions corresponding to wearout and their use in determining maintenance policies, and covers important topics such as the theory of increasing (decreasing) failure rate distributions, optimum maintenance policies, and the theory of coherent systems. The emphasis throughout the book is on making minimal assumptions--and only those based on plausible physical considerations--so that the resulting mathematical deductions may be safely made about a large variety of commonly occurring reliability situations. The first part of the book is concerned with component reliability, while the second part covers system reliability, including problems that are as important today as they were in the 1960s. Mathematical reliability refers to a body of ideas, mathematical models, and methods directed toward the solution of problems in predicting, estimating, or optimizing the probability of survival, mean life, or, more generally, life distribution of components and systems. The enduring relevance of the subject of reliability and the continuing demand for a graduate-level book on this topic are the driving forces behind its republication. Unavailable since its original publication in 1965, Mathematical Theory of Reliability now joins a growing list of volumes in SIAM's Classics series. Although contemporary reliability books are now available, few provide as mathematically rigorous a treatment of the required probability background as this one.

The services industries—which include jobs ranging from flipping hamburgers to providing investment advice—can no longer be characterized, as they have in the past, as a stagnant sector marked by low productivity growth. They have emerged as one of the most dynamic and innovative segments of the U.S. economy, now accounting for more than three-quarters of gross domestic product. During the 1990s, 19 million additional jobs were created in this sector, while growth was stagnant in the goods-producing sector. Here, Jack Triplett and Barry Bosworth analyze services sector productivity, demonstrating that fundamental changes have taken place in this sector of the U.S. economy. They show that growth in the services industries fueled the post-1995 expansion in the U.S. productivity and assess the role of information technology in transforming and accelerating services productivity. In addition to their findings for the services sector as a whole, they include separate chapters for a diverse range of industries within the sector, including transportation and communications, wholesale and retail trade, and finance and insurance. The authors also examine productivity measurement issues, chiefly statistical methods for measuring services industry output. Following up on previous reports prepared for the Commission on Genetic Resources for Food and Agriculture, and acknowledging FAO’s long tradition of technical work on the management of microorganisms and invertebrates in food and agriculture, the present paper responds to the need for a detailed assessment of the state of art in the conservation and sustainable use of soil microorganisms and invertebrates. It focuses on microorganisms and invertebrates contributing to nutrient cycling and the removal of contaminants from soils. The study is based on an extensive literature review and summarizes current views on the taxonomy, conservation, use and exchange of soil microorganisms and invertebrates, highlighting knowledge gaps, needs and challenges. In order to encompass the views of a wide range of stakeholders on knowledge gaps and critical issues related to the conservation and sustainable use of these organisms, the Austrian Institute of Technology (AIT) circulated an invitation to complete an open online survey to several hundred researchers, institutions and organizations worldwide. Twenty-seven responses were received and evaluated. AIT also organized an online expert workshop entitled Status and Trends of Conservation of Soil Microorganisms and Invertebrates, with Emphasis on Bioremediation and Nutrient Cycling Organisms. Twenty-six international experts participated in three parallel sessions: (i) nutrient cycling in soil; (ii) bioremediation in food and agriculture systems; and (iii) conservation of microorganisms and invertebrates, practices, policies and needs. The issues raised in the survey responses and at the workshop were taken into account in the drafting of the study.
