White Houses shows Paul Fenton enjoying good fortune, looking forward to more, only to lose it all. "Rescued" by Valerie Barber, his life gets better because he is now living with a beautiful woman. But it seems there is a heavy price to pay. The events take place mainly on the Pacific coast of Canada and the U.S. and in Morocco and Iceland. In southern Morocco, magazine writer Bryndis Kristjánsdóttir observes the antics of the tourists around her and later writes in her journal about ex-cartoonist and now wildlife artist Fenton and his flash "partner" Val: "She is sexy, bright, a drinker, eccentric, and let's face it, something of a sadist. Her behaviour drives him crazy, almost to the point of despair. And that point is finally reached in Morocco - at Taroudant. She occupies his memory. He carries her around, her image, their drama. It would not be all that surprising if he sat down one day to paint a turkey vulture and it turned out to be an image of Val with huge dark wings, flying low, scanning the ground for meals." Fenton's mind is haunted by thoughts of the crime he may have committed at Taroudant. Val is unable to take it seriously. In the end it may be Bryndis who will find out the truth. After Morocco, the lives of the characters - Canadian, British, American and Icelandic - continue to interact. Bryndis becomes as much a player as an observer. Maybe the Scots dentist's wife Jamie McRitchie, "probably tastier than the condemned man's last meal", could take Val's place in Fenton's life - if Val's place could ever be taken by anyone.

He has been many things: presently a talisman of the political right, a war-hero of conservative outlook who saved his country; on the left, he is a reactionary imperialist, a warmongering oppressor of the workers. Both sides would be surprised by a time trip to the sensation-filled years of 1910 and 1911. They would find a modernist progressive, cordially loathed by the Tories, carrying through programs of social reform and making the prison system more humane: declaring to Parliament that even convicted offenders have rights and that how a state treats them determines the level of its civilisation. A long-serving Permanent Under-Secretary at the Home Office reckoned that Churchill’s policies (which his successors continued) halved the prison population. During the last third of the twentieth century and into the next, rehabilitation has gone into reverse. Prison numbers have soared, as the punitive approach has reasserted itself, now laced with political populism. This book looks at that story in the context of the paradoxical career of Churchill the Liberal Reformer.

None But My Foe, first published in 1950, is a novel set in California about a possible threat to a small town’s water supply. Stephen Smith, a novelist living in a small coastal town, values independence above all personal qualities. When his loving wife dies after a brief bout of pneumonia, he responds with anger rather than grief. He illogically places blame on the town’s leaders, especially the mayor. In a plan to demonstrate their dishonestly and incompetence, he fakes poisoning the local reservoir, then waits for them to manipulate the threat for their own purposes. The town’s residents, however, prove more susceptible to fear than he had imagined. His plan works too well, and the situation quickly gets out of his control. On one level what the author offers here is a parable about terrorism. Facing what they believe to be an attack, Duncan tells us, many people will become panicky and suggestible. This is true even if the danger is vague and unsubstantiated and the attacker is anonymous or perhaps non-existent. Their leaders, though they may not know the nature, extent or authenticity of the threat, will nevertheless take action in order to justify their positions of authority. Depending on what they decide to do, they may palliate, channel or exacerbate the fear. Lurking behind the terrorism tale is an examination of the protagonist’s motives, which seem increasingly irrational as the story unwinds. Duncan delivers all this in his usual vigorous prose. The beginning of the narrative may actually move faster than necessary. Some episodes would be more plausible with additional time between the death of the wife and the hatching of the plot. All in all, though, this is a remarkable and surprisingly timely novel.

Based on careful work with rare archival sources, this book fills a gap in the history of New York Catholicism by chronicling anti-Catholic feeling in pre-Revolutionary and early national periods. Colonial New York, despite its reputation for pluralism, tolerance, and diversity, was also marked by severe restrictions on religious and political liberty for Catholics. The logic of the American Revolution swept away the religious barriers, but Anti-Federalists in the 1780s enacted legislation preventing Catholics from holding office and nearly succeeded in denying them the franchise. The latter effort was blocked by the Federalists, led by Alexander Hamilton, who saw such things as an impediment to a new, expansive nationalist politics. By the early years of the nineteenth century, Catholics gained the right to hold office due to their own efforts in concert with an urban-based branch of the Republicans, which included radical exiles from Europe. With the contributions of Catholics to the War of 1812 and the subsequent collapse of the Federalist Party, by 1820 Catholics had become a key part of the triumphant Republican coalition, which within a decade would become the new Democratic Party of Andrew Jackson and Martin Van Buren.
