Surveillance and Identity analyses the discourse of surveillance in the contemporary United Kingdom, drawing upon public language from central government, governmental agencies, activist movements, and from finance and banking. Examining the logics of these discourses and revealing the manner in which they construct problems of governance in the light of the insecurity of identity, this book shows how identity is fundamentally linked to surveillance, as governmental discourses privilege surveillance as a response to social problems. In drawing links between new technologies and national surveillance projects or concerns surrounding phenomena such as identity fraud, Surveillance and Identity presents a new understanding of identity - the model of 'surveillance identity' - demonstrating that this is often applied to individuals by powerful organisations at the same time as the concept is being actively contested in public language. The first comprehensive study of the discursive politics of surveillance in the UK, this book makes significant contributions to surveillance theory, governmentality theory, and to political and social identity theories. As such, it will be of interest to social scientists of all kinds working on questions of public discourse and political communication, identity, surveillance and the relationship between the individual and the state.
The post-Cold War world has seen the emergence of new kinds of security threats. Whilst traditionally security threats were perceived of in terms of military threats against a state, non-traditional security threats are those that pose a threat to various internal competencies of the state and its identity both home and abroad. The European Union and the United States have identified Latin American cocaine trafficking as a security threat, but their policy responses to it have differed. This book examines the ways in which the EU and the US have conceptualized this threat. Furthermore, it explores the impact of cocaine trafficking on four state functions - economic, political, public order and diplomatic – in order to explain why it has become 'securitized'. Appealing to a variety of university courses, this book is especially relevant to security studies and European and US policy analysis, as well as criminology and sociology.
This book provides new insights into police cooperation from a comparative socio-legal perspective. It presents a broad analysis of comparable police cooperation strategies in two systems: the EU and Australia. The evolution of regulatory trends and cooperation models is analysed for both systems and possible transferable strategies identified. Drawing on interviews with practitioners in the EU and Australia this book highlights a number of areas where the EU can be compared to a federal system and addresses the advantages and disadvantages of being a Union or a federation of states with a view to police cooperation practice. Particular topics addressed are the evolution of legal frameworks regulating police cooperation, informal cooperation strategies, Joint Investigation Teams, Europol and regional cooperation. These instruments foster police cooperation, but could be improved with a view to cooperation practice by learning from regulatory techniques and practitioner experiences of the respective other system.
The Military Covenant states that in exchange for their military service and their willingness to make the ultimate sacrifice, soldiers should receive the nation’s support. Exploring the concept’s invention by the Army in the late 1990s, its migration to the civilian sphere from 2006 and its subsequent entrenchment in public policy, Ingham seeks to understand the Covenant’s progress from the esoteric confines of Army doctrine to national recognition. Drawing on interviews with senior commanders, policy-makers and representatives of Forces’ charities, this study highlights how the Army deployed the Military Covenant to convey the pressure on the institution caused by the concurrent combat operations in Iraq and Afghanistan. While achieving a better deal for soldiers whose sacrifice became all too apparent, the Military Covenant licensed unprecedented incursion into politics by senior commanders, enabling them to out-manoeuvre the Blair-Brown governments and to challenge the existing norms within Britain’s civil-military relationship. As British Forces prepare to leave Afghanistan, this study considers the value Britain accords to military service and whether civilian society will continue to uphold its Covenant with those who have served the nation.
Elisabeth Lutyens (1906-1983), Elizabeth Maconchy (1907-1994) and Grace Williams (1906-1977) were contemporaries at the Royal College of Music. The three composers' careers were launched with performances in the Macnaghten-Lemare Concerts in the 1930s - a time when, in Britain, as Williams noted, a woman composer was considered 'very odd indeed'. Even so, by the early 1940s all three had made remarkable advances in their work: Lutyens had become the first British composer to use 12-note technique, in her Chamber Concerto No. 1 (1939-40); Maconchy had composed four string quartets of outstanding quality and was busy rethinking the genre; and Williams had won recognition as a composer with great flair for orchestral writing with her Fantasia on Welsh Nursery Tunes (1940) and Sea Sketches (1944). In the following years, Lutyens, Maconchy and Williams went on to compose music of striking quality and to attain prominent positions within the British music scene. Their respective achievements broke through the 'sound ceiling', challenging many of the traditional assumptions which accompanied music by female composers. Rhiannon Mathias traces the development of these three important composers through analysis of selected works. The book draws upon previously unexplored material as well as radio and television interviews with the composers themselves and with their contemporaries. The musical analysis and contextual material lead to a re-evaluation of the composers' positions in the context of twentieth-century British music history.
