Why have the early years of the 21st century seen increasing use of emergency-type powers or claims of supra-legal executive authority, particularly by the Western countries regarded as the world's leading democracies, notably the United States? This book examines the extraordinary range of executive and prerogative powers, emergency legislation, martial law provisos and indemnities in countries with English-derived legal systems, primarily the UK, the US and Australia. The author challenges attempts by legal and academic theorists to relativise, rationalise, legitimise or propose supposedly safe limits for the use of emergency powers, especially since the September 2001 terrorist attacks. This volume also considers why the reputation of Carl Schmitt, the best-known champion of 'exceptional' dictatorial powers during the post-1919 Weimer Republic in Germany, and who later enthusiastically served and sanctified the Nazi dictatorship, is being rehabilitated, and examines why his totalitarian doctrines are thought to be of relevance to modern society. This diverse book will be of importance to politicians, the media, the legal profession, as well as academics and students of law, humanities and politics.
In the post-2001 context of economic and political conflict, this book presents a timely and detailed examination of the role of the criminal law in the protection of the existing order from political dissent and destabilization. It reviews offences such as rebellion, treason, mutiny, espionage, sedition, terrorism, riot and unlawful assembly in the UK, US, Canada and Australia from a comparative perspective and investigates leading cases in their historical and political contexts. Also examining the impact on human rights and civil liberties, this book covers a neglected area of English-derived law and will encourage debate about crimes against states and governments.
Until recently, internal use of the armed forces has been generally regarded by the public, as well as academic commentators, as conduct to be expected of a military or autocratic regime, not a democratic government. There is however growing concern that the 'war on terror' has been used to condition public opinion to accept the internal deployment of the armed forces, including for broader industrial and political purposes. This book examines the national and international law, human rights and civil liberties issues involved in governments calling out troops to deal with civil unrest or terrorism. As the introduction of military call-out legislation has become an emerging global trend in the opening years of the 21st century, there is considerable and growing interest in the constitutional and related problems surrounding the deployment of military forces for domestic purposes. Examining the changes underway in six comparable countries, the United States, Canada, Britain, Germany, Japan and Australia, this book provides a review and analysis of this trend, including its implications for legal and political rights.
Clarke examines the role of North American and European armed forces in support of civil authorities in domestic contingencies. He seeks to answer the question of what roles are - and are not - appropriate for contemporary armed forces in carrying out task and functions within national borders. The book takes as its starting point, two key elements in the North American and European security debate: the decline of both the external threats to most North American and European states and that of budgetary resources available for defense. These twin declines are coupled with a desire on the part of civil leaders to engage the military in more domestic tasks and the desire of senior military leaders to preserve force structure, resulting in a dynamic in which civil leaders will ask their militaries to do more, and military leaders will be more inclined to say yes. As such, this book focuses on the enormous increase in the provision of non-military services and support asked of North American and European military establishments. Looking at the historical context for how North America's and Europe’s armed forces have been employed in the past, this book establishes guidelines for their employment in the future.

We are living in two spiritual dimensions and being influenced in both dimensions by the supernatural. While one of the supernatural is tailored towards guiding and guarding the manifestation of God’s original purposes, the other supernatural fights us with fervency and with the sole aim to truncate God’s purposes and make us vulnerable to early failure and destruction. Effosa had been commissioned by God from the heavenly realm to come to earth for a specific assignment but unknown to Effosa, there was a war raging. In addition, every other person {s} associated with Effosa’s march to the actualisation of purpose ends up being a casualty of Lucia. The battle field that started in Nigeria ended up in Saint Peter’s Square, Rome and Pope Frank was part of the main target.
For years, we have learned principles of individual spiritual warfare. Yet as the end times are upon us, the forces of darkness are intensifying their attacks around the world. For this next season, says renowned prophetic leader Dr. Bill Hamon, we as the church must up the ante and learn to fight on a higher level than we ever have, in corporate spiritual warfare. With wisdom, urgency, and keen prophetic insight, Hamon lays the biblical foundation for this final level of warfare and shows how we, as the church, can prepare to work in unity to become the army of the Lord. He lays out the weapons available to us in this new battle front and reveals a plan for destroying the works of the devil and advancing God's kingdom on earth. Now is the time to rise up, fight back together, and secure the ultimate victory in Christ.

Unfortunately, we've all seen it happen. When faced with a problem, rather than working cooperatively to come up with a solution, your manager or colleagues come swooping in, squawking loudly, dump orders riddled with formulaic advice, and then take off, leaving you and everyone else to clean up the mess. Or—let's be honest: there may have been a time (or three) when you have been guilty of doing that very thing yourself. While this happens in every workplace worldwide more frequently than ever, it doesn't have to. Through the story of Charlie, a seagull who doesn't understand how his management actions are holding back his flock, Travis Bradberry, Ph.D., reveals the three virtues of great leadership that he has used to help thousands of people and organizations deal with seagull managers in the workplace and, just as important, to avoid being one themselves. Charlie the seagull is a well-intentioned manager who, when faced with new challenges after previously leading his flock to success, fails to understand how his management style is holding back, rather than helping, his team. Through our bird's-eye view of Charlie, overconfident Scott, quiet Maya, practical Yufan, and skinny, shy Alfred, we see them and the rest of the flock struggle to solve their problems while absorbing the three virtues of great leadership and teamwork along the way. This entertaining and illuminating fable will help make us all more productive, less prone to depositing messes on the heads of those around us, and more able to work effectively with those who continue to squawk at us every day.
