Passed in June 1940, the Smith Act was a peacetime anti-sedition law that marked a dramatic shift in the legal definition of free speech protection in America by criminalizing the advocacy of disloyalty to the government by force. It also criminalized the acts of printing, publishing, or distributing anything advocating such sedition and made it illegal to organize or belong to any association that did the same. It was first brought to trial in July 1941, when a federal grand jury in Minneapolis indicted twenty-nine Socialist Workers Party members, fifteen of whom also belonged to the militant Teamsters Local 544. Eighteen of the defendants were convicted of conspiring to overthrow the government. Examining the social, political, and legal history of the first Smith Act case, this book focuses on the tension between the nation’s cherished principle of free political expression and the demands of national security on the eve of America’s entry into World War II. Each year in the United States, 250,000 infants are born too soon, weighing too little. For these low birth weight, premature infants, the future is uncertain, since they are at risk for a variety of serious medical and developmental problemsincluding behavioral and learning disorders that may have damaging effects for the rest of their lives. The extent to which a comprehensive early intervention program could improve or prevent these adverse outcomes was examined in the Infant Health and Development Program, a randomized controlled trial involving almost 1,000 infants in eight cities in the United States. This book describes in detail the program, its research methodology, the progress of the program, and the results of the clinical trial. The program was administered by an interdisciplinary team composed of physicians, biostatisticians, child development specialists, and researchers from several disciplines. It was instituted upon the discharge of the infants from the neonatal nursery and was maintained for three years. One-third of the infants were randomly assigned to an intervention group, the remainder to a follow-up group. Infants in both groups received pediatric care and community referral services, but only those in the intervention group participated in a program that included extensive home visits, attendance at a child development center, and group meetings for parents. The results of the program proved to be clinically important; at age three, the children in the intervention group had significantly higher IQ scores, greater cognitive development, and fewer behavioral problems. The implications of the findings for public policy are equally important, for there is increasing interest in the prevention, early detection, and management of developmental disabilities in children, as evidenced by such legislation as the Education for All Children Act. Strategies to minimize the problems of low birth weight children, with their potential for long-term savings through the prevention of disabilities and their attendant costs, could have significant repercussions in such governmental areas as medical care, education, and social welfare.

In 1670, the English ship Carolina brought colonists to the west bank of the Ashley River. These settlers and their descendants built a flourishing plantation life in what became St. Andrew's Parish. The Civil War devastated the plantation society, and the glory years of St. Andrew's Parish waned until 1889, when construction of a new toll bridge improved access to West Ashley. A suburban boom that began in the 1920s expanded and revitalized the community. Flexibility and productivity are hallmarks of human language use. Competent speakers have the capacity to use the words they know to serve a variety of communicative functions, to refer to new and varied exemplars of the categories to which words refer, and in new and varied combinations with other words. When and how children achieve this flexibility—and when they are truly productive language users—are central issues among accounts of language acquisition. The current study tests competing hypotheses of the achievement of flexibility and some kinds of productivity against data on children’s first uses of their first-acquired verbs. Eight mothers recorded their children's first 10 uses of 34 early-acquired verbs, if those verbs were produced within the window of the study. The children were between 16 and 20 months when the study began (depending on when the children started to produce verbs), were followed for between 3 and 12 months, and produced between 13 and 31 of the target verbs. These diary records provided the basis for a description of the pragmatic, semantic, and syntactic properties of early verb use. The data revealed that within this early, initial period of verb use, children use their verbs both to command and describe, they use their verbs in reference to a variety of appropriate actions enacted by a variety of actors and with a variety of affected objects, and they use their verbs in a variety of syntactic structures. All 8 children displayed semantic and grammatical flexibility before 24 months of age. These findings are more consistent with a model of the language learning child as an avid generalizer than as a conservative language user. Children’s early verb use suggests abilities and inclinations to abstract from experience that may indeed begin in infancy.
