The Adirondack region evolved over years from vast, impassable wilderness to a land of logging camps, tanneries, sawmills, and small settlements. By the end of the 19th century, the area grew again, becoming a tourist destination famed for its great hotels, quaint inns, cottages, and rustic cabins. The hotels and inns spread throughout the Adirondacks, beginning after the Civil War and continuing during the Gilded Age between World Wars I and II. This monumental study provides an innovative and powerful means for understanding institutions by applying problem solving theory to the creation and elaboration of formal organizational rules and procedures. Based on a meticulously researched historical analysis of the U.S. Navys officer personnel system from its beginnings to 1941, the book is informed by developments in cognitive psychology, cognitive science, operations research, and management science. It also offers important insights into the development of the American administrative state, highlighting broader societal conflicts over equity, efficiency, and economy. Considering the Navys personnel system as an institution, the book shows that changes in that system resulted from a long-term process of institutional design, in which formal rules and procedures are established and elaborated. Institutional design is here understood as a problem-solving process comprising day-to-day efforts of many decision makers to resolve the difficulties that block completion of their tasks. The officer personnel system is treated as a problem of organized complexity, with many components interacting in systematic, intricate ways, its structure usually imperfectly understood by the participants. Consequently, much problem solving entails decomposing the larger problem into smaller, more manageable components, closing open constraints, and balancing competing value premises. The author finds that decision makers are unlikely to generate many alternatives, since searching for existing solutions elsewhere or inventing new ones is an expensive, difficult enterprise. Choice is usually a matter of accepting, rejecting, or modifying a single solution. Because time constraints force decisions before problems are well structured, errors are frequently made, problem components are at best only partially addressed, and the chosen solution may not solve the problem at all and even if it does is likely to generate unanticipated side-effects that worsen other problem components. In its definitive treatment of a critical but hitherto entirely unresearched dimension of the administration of the U.S. Navy, the book provides full details over time concerning the elaboration of officer grades and titles, creation of promotion by selection, sea duty requirements, graded retirement, staff-line conflicts, the establishment of the Reserve, and such unusual subjects as tombstone promotions. Ultimately, this study is about a smaller Vietnam War than that which is commonly recalled. It focuses on expectations concerning the impact of air power on the ground war and on some of its actual effects, but it avoids major treatment of some of the most dramatic air actions of the war, such as the bombing of Hanoi. To many who fought the war and believe it ought to have been conducted on a still larger scale or with fewer restraints, this study may seem almost perverse, emphasizing as it does the utility of air power in conducting the conflict as a ground war and without total exploitation of our most awe-inspiring technology. Although the chapters in this study are intended to form a coherent and unified argument, each also offers discrete messages. The chapters are not meant to be definitive. They do not exhaust available documentary material, and they often rely heavily on published accounts. Nor do they provide a complete chronological picture of the uses of air power, even with respect to the ground war. Nor is coverage of areas in which air power was employed—South Vietnam, Laos, Cambodia, and North Vietnam—evenly distributed nor necessarily proportionate to the effort expended in each place during the war. Lastly, some may find one or another form of air power either slightly or insufficiently treated. Such criticisms are beside the point, for the objectives of this study are to explore a comparatively neglected theme—the impact of air power on the ground—and to encourage further utilization of lessons drawn from the Vietnam experience.

African American Catholics, though small in number and historically the targets of racial intolerance, are now the backbone of the church. The vast majority of African American Catholics do not perceive racial marginalization and intolerance in the church. African American Catholics are among the strongest religious identifiers in the church, while whites show a more fragile Catholic identity. The Catholic church may have finally overcome its racist past for the vast majority of African American Catholics, but serious concerns remain for white Catholics. Based on data from a national religion survey, this book explores religious attitudes from an African American Catholic perspective.
This volume (Parts A and B) contains the edited papers presented at the annual Review of Progress in Quantitative Nondestructive Evaluation held at the University of California - San Diego, La Jolla, CA, on August 1-5, 1988. The Review was organized by the Center for NDE at Iowa State University and the Ames Laboratory of the U. S. Department of Energy in cooperation with the Air Force Materials Laboratory, the Office of Basic Energy Sciences, USDOE, the Office of Naval Research, the NASA-Langley Research Center, and The Metallurgical Society (TMS). Yith a total of over 450 participants from the US and nine foreign countries who presented a record 325 papers, this conference has grown into the largest, most significant gathering of NDE researchers and engineers anywhere in the Yest. The meeting was divided into 36 sessions with as many as four sessions running concurrently. All stages of NDE development from basic research investigations to early engineering applications and all methods of inspection science from ultrasonics to x-ray tomography were covered. Following a pattern now familiar to regular attendees of the Review and readers of the Proceedings, the editors have organized the papers in the Proceedings according to topical subject headings rather than the original order of presentation. This rearrangement yields a more user friendly reference work. Part A of the Proceedings treats NDE technique development whereas Part B is organized around the theme of materials.
