House and Shull provide an excellent empirical base for describing the impact of politics on policies, policy analysis, and policy analysts. They examine the political basis of public sector decision-making, how individuals and organizations make decisions, and the ways decisions are made in the federal sector. Also, they discuss the mandate to use these methods in the policy formulation process. The book is written by two practicing federal policy analysts who, in a decade of service as policy researchers, developed sophisticated quantitative analytic and decision-making techniques. They then spent several years trying to use them in the real world. Success and failures are described in illuminating detail, providing insight not commonly found in such critiques. The authors delineate the interaction of politics and technical issues. Their book describes policy analysis as it is, not how it ought to be. Peter W. House is the director of policy research and analysis at the National Science Foundation. He is the author of ten books on multidisciplinary science and technology policy research and analyses in government, private, and university sectors, including The Art of Public Policy Analysis and with Roger D. Shull, Regulatory Reform: Politics and the Environment and Regulations and Science: Management of Research on Demand. Roger D. Shull is a senior analyst at the Division of Policy Research and Analysis, National Science Foundation.

When the Thai state violently suppressed a massive prodemocracy protest in "Black May," 1992, it initiated an unprecedented period in Thailand. The military, shamed and chagrined, withdrew from political life, and the democracy movement had more latitude than ever before in Thailand's history, gaining an institutional presence previously unseen. This extraordinary moment created a unique opportunity for the human rights movement to emerge, for the first time, on a national scale in Thailand. Don F. Selby examines this era of Thai political history to determine how and why the time was ripe for such developments. By placing greater emphasis on human rights as an anthropological concern, he focuses on the understandings that social actors draw from human rights struggles. He concludes that what gave emergent human rights in Thailand their shape, force, and trajectories are the ways that advocates engaged, contested, or reworked debates around Buddhism in its relationship to rule and social structure; political struggle in relation to a narrative of Thai democracy that disavowed egalitarian movements; and traditional standards of social stratification and face-saving practices. In this way, human rights ideals in Thailand emerge less from global-local translation and more as a matter of negotiation within everyday forms of sociality, morality, and politics.

In 1931, the cluster of craters at Henbury Cattle Station south of Alice Springs in Central Australia was one of the first places on Earth where a group of impact structures could definitely be linked to the fall of iron meteorites. It was also the first place where radial rays and loops of ejected rock material, comparable to those seen around craters on the Moon, were observed. As such it was one of the primary observation sites associated with the science of meteoritics in its infancy. In this work the authors present previously unpublished documents covering early research at the Henbury site, provide an extended data set on the distribution of meteoritic material at Henbury craters, and compare recent discoveries on the mechanics of hypervelocity impacts with evidence collected over 80 years of research at the Henbury meteorite craters. In their conclusion, the authors suggest a new hypothesis for the fragmentation and incident direction of the crater-forming bolide, on the basis of a more complete set of data compared with previous models.

Binga is the definitive full-length biography of Jesse Binga, the first black banker in Chicago. Born into a large family in Detroit, Binga arrived in Chicago in 1892 in his late twenties with virtually nothing. Through his wits and resourcefulness, he rose to wealth and influence as a real estate broker, and in 1908 he founded the Binga Bank, the first black-owned bank in the city. But his achievements were followed by an equally notable downfall. Binga recounts this gripping story about race, history, politics, and finance. The Black Belt, where Binga’s bank was located, was a segregated neighborhood on Chicago’s South Side—a burgeoning city within a city—and its growth can be traced through the arc of Binga’s career. He preached and embodied an American gospel of self-help and accrued wealth while expanding housing options and business opportunities for blacks. Devout Roman Catholics, he and his wife Eudora supported church activities and various cultural and artistic organizations; their annual Christmas party was the Black Belt’s social event of the year. But Binga’s success came at the price of a vicious backlash. After he moved his family into a white neighborhood in 1917, their house was bombed multiple times, his offices were attacked twice, and he became a lightning rod for the worst race riots in Chicago history, which took place in 1919. Binga persevered, but, starting with the stock market crash of October 1929, a string of reversals cost him his bank, his property, and his fortune. A quintessentially Chicago story, Binga tells the history of racial change in one of the most segregated cities in America and how an extraordinary man stood as a symbol of hope in a community isolated by racial animosity.
