In many countries, colleges and universities are where the majority of innovative research is done; in all cases, they are where future scientists receive both their initial training and their initial introduction to the norms of scientific conduct regardless of their eventual career paths. Thus, institutions of higher education are particularly relevant to the tasks of education on research with dual use potential, whether for faculty, postdoctoral researchers, graduate and undergraduate students, or technical staff. Research in the Life Sciences with Dual Use Potential describes the outcomes of the planning meeting for a two-year project to develop a network of faculty who will be able to teach the challenges of research in the life sciences with dual use potential. Faculty will be able to incorporate such concepts into their teaching and research through exposure to the tenets of responsible conduct of research in active learning teaching methods. This report is intended to provide guidelines for that effort and to be applicable to any country wishing to adopt this educational model that combines principles of active learning and training with attention to norms of responsible science. The potential audiences include a broad array of current and future scientists and the policymakers who develop laws and regulations around issues of dual use.
The Earth system functions and connects in unexpected ways - from the microscopic interactions of bacteria and rocks to the macro-scale processes that build and erode mountains and regulate Earth's climate. Efforts to study Earth's intertwined processes are made even more pertinent and urgent by the need to understand how the Earth can continue to sustain both civilization and the planet's biodiversity. A Vision for NSF Earth Sciences 2020-2030: Earth in Time provides recommendations to help the National Science Foundation plan and support the next decade of Earth science research, focusing on research priorities, infrastructure and facilities, and partnerships. This report presents a compelling and vibrant vision of the future of Earth science research.
Spurred on by new discoveries and rapid technological advances, the capacity for life science research is expanding across the globe-and with it comes concerns about the unintended impacts of research on the physical and biological environment, human well-being, or the deliberate misuse of knowledge, tools, and techniques to cause harm. This report describes efforts to address dual use issues by developing institutes around the world that will help life sciences faculty learn to teach about the responsible conduct of science. Based on the successful National Academies Summer Institute for Undergraduate Biology Education and on previous NRC reports on effective methods for teaching about dual use issues, the report's authoring committee designed a general framework for the faculty institutes and chose the Middle East-North Africa (MENA) region to test a prototype faculty institute. In September 2012, the first Institute was held in Aqaba, Jordan, bringing together 28 participants from Algeria, Egypt, Jordan, Libya, and Yemen to engage with effective, evidence-based teaching methods, develop curricular materials for use in their own classrooms, and become community leaders on dual use and related topics. Developing Capacities for Teaching Responsible Science in the MENA Region: Refashioning Scientific Dialogue offers insights from the institute that will help in the design and implementation of future programs in the MENA region, and in other parts of the world.
Students who participate in scientific research as undergraduates report gaining many benefits from the experience. However, undergraduate research done independently under a faculty member's guidance or as part of an internship, regardless of its individual benefits, is inherently limited in its overall impact. Faculty members and sponsoring companies have limited time and funding to support undergraduate researchers, and most institutions have available (or have allocated) only enough human and financial resources to involve a small fraction of their undergraduates in such experiences. Many more students can be involved as undergraduate researchers if they do scientific research either collectively or individually as part of a regularly scheduled course. Course-based research experiences have been shown to provide students with many of the same benefits acquired from a mentored summer research experience, assuming that sufficient class time is invested, and several different potential advantages. In order to further explore this issue, the Division on Earth and Life Studies and the Division of Behavioral and Social Sciences and Education organized a convocation meant to examine the efficacy of engaging large numbers of undergraduate students who are enrolled in traditional academic year courses in the life and related sciences in original research, civic engagement around scientific issues, and/or intensive study of research methods and scientific publications at both two- and four-year colleges and universities. Participants explored the benefits and costs of offering students such experiences and the ways that such efforts may both influence and be influenced by issues such as institutional governance, available resources, and professional expectations of faculty. Integrating Discovery-Based Research into the Undergraduate Curriculum summarizes the presentations and discussions from this event.
Earth science, which in this context does not include oceanic, atmospheric, and space sciences, is vital to the wellbeing of the United States and many of its issues, such as water resources, are expected to grow in importance. An earth science workforce will be needed to deal with this issues and it\'s important that this workforce draw on the talents of all citizens. Thus, federal education programs can be implemented to help attract and retain students on an earth science pathway; however, tight funding means agencies need to invest in programs that actually work. As a result, the U.S. Geological Survey (USGS) Office of Science Quality and Integrity asked the National Research Council (NRC) to establish a committee to carry out a study, organized around a workshop, to address several tasks including: examining recent earth science education programs with a research or training component, both formal and informal, in these federal agencies; indentifying criteria and the results of previous federal program evaluations, and summarizing the knowledge and skills identified in recent NRC workforce reports that are needed by earth scientists in their careers. Preparing the Next Generation of Earth Scientists: An Examination of Federal Education and Training Programs presents the committee\'s finding. The investigation was completed through information provided by federal agency managers and published articles and reports. A 2-day workshop was also held to examine federal earth science education programs and efforts to leverage resources. The report includes the workshop agenda, a glossary of abbreviated terms, and more.
Scientists nationwide are showing greater interest in contributing to the reform of science education, yet many do not know how to begin. This highly readable book serves as a guide for those scientists interested in working on the professional development of K-12 science teachers. Based on information from over 180 professional development programs for science teachers, the volume addresses what kinds of activities work and why. Included are useful examples of programs focusing on issues of content and process in science teaching. The authors present "day-in-a-life" vignettes, along with a suggested reading list, to help familiarize scientists with the professional lives of K-12 science teachers. The book also offers scientists suggestions on how to take first steps toward involvement, how to identify programs that have been determined effective by teachers, and how to become involved in system-wide programs. Discussions on ways of working with teachers on program design, program evaluation, and funding sources are included. Accessible and practical, this book will be a welcome resource for university, institutional, and corporate scientists; teachers; teacher educators; organizations; administrators; and parents.
The Challenges and Opportunities for Education About Dual Use Issues in the Life Sciences workshop was held to engage the life sciences community on the particular security issues related to research with dual use potential. More than 60 participants from almost 30 countries took part and included practicing life scientists, bioethics and biosecurity practitioners, and experts in the design of educational programs. The workshop sought to identify a baseline about (1) the extent to which dual use issues are currently being included in postsecondary education (undergraduate and postgraduate) in the life sciences; (2) in what contexts that education is occurring (e.g., in formal coursework, informal settings, as stand-alone subjects or part of more general training, and in what fields); and (3) what online educational materials addressing research in the life sciences with dual use potential already exist.
The report evaluates the plan to monitor and assess the condition of Florida's Everglades as restoration efforts proceed. The report finds that the plan is well grounded in scientific theory and principals of adaptive management. However, steps should be taken to ensure that information from those monitoring the ecology of the Everglades is readily available to those implementing the overall restoration effort. Also, the plan needs to place greater consideration on how population growth and land-use changes will affect the restoration effort and vice versa.
Since the 1950s,the International Joint Commission (IJC) of Canada and the United States has issued water regulation and management plans for Lake Ontario and the St. Lawrence River. Changes in recreational, environmental, navigational and other uses of the water system have prompted the IJC to consider replacing the current water regulation plan in operation for more than 40 years. IJC's goals for a replacement plan include sound scientific foundations, public participation, transparency in plan development and evaluation, and inclusion of environmental considerations. To help develop and select the new plan, the IJC supported a 5-year, $20 million Lake Ontario-St. Lawrence River Study (LOSLR Study). The LOSLR Study uses models to compile and integrate data gathered from a series of commissioned studies of wetlands, species at risk, recreational boating, fisheries, coastal erosion and flooding, commercial navigation, hydropower, industrial, municipal and domestic water intakes, public information and education, and hydrologic modeling. This report reviews a portion of the study that focused on wetlands and species at risk and three of the models that were used. The report finds that the overall breadth of the LOSLR study is impressive, and commends the scale and inclusiveness of the studies and models. In terms of informing decision making, however, the reviewed studies and models show deficiencies when evaluated against ten evaluation criteria, including treatment of uncertainty, quality control/quality assurance, thorough documentation, and empirical foundations. Among the report's recommendations is a need for more thorough documentation of study methods and findings, stronger and more consistent quality control, and more attention to how uncertainty should be addressed to better inform decision making. This NRC study was conducted in collaboration with the Royal Society of Canada.
Research in veterinary science is critical for the health and well-being of animals, including humans. Food safety, emerging infectious diseases, the development of new therapies, and the possibility of bioterrorism are examples of issues addressed by veterinary science that have an impact on both human and animal health. However, there is a lack of scientists engaged in veterinary research. Too few veterinarians pursue research careers, and there is a shortage of facilities and funding for conducting research. This report identifies questions and issues that veterinary research can help to address, and discusses the scientific expertise and infrastructure needed to meet the most critical research needs. The report finds that there is an urgent need to provide adequate resources for investigators, training programs, and facilities involved in veterinary research.
This book assesses the strengths and weaknesses of current environmental research programs, describes the desirable characteristics of an effective program, and recommends cultural and organizational changes to improve the performance of environmental research. Research areas in need of greater emphasis are identified, and overall directions for environmental research are recommended. The book also comments on the proposal to establish a National Institute for the Environment and on the elevation of the Environmental Protection Agency to cabinet status.
This report follows up on an interim report released in February 2004 that focused on immediate needs in the areas of animal care and management, recordkeeping, and pest control. The report finds that the zoo has made good-faith efforts to correct deficiencies noted in the interim report and has made some noticeable improvements in the past year in zoo operations and animal care. However, problems in areas such as staff training, workplace culture, and strategic planning still need to be addressed. Specifically, the report recommends that the zoo immediately develop and implement animal-care training programs to ensure that people who are directly responsible for the well-being of its animal collection are adequately prepared and competent. The report commends a zoo-initiated strategic planning process as a positive step, but recommends it contain a more detailed, comprehensive strategy of how it will meet short-term goals and that it should link plans to upgrade facilities with those to acquire animals. The zoo should also focus on improving communication among keepers, veterinarians, nutritionists, senior managers, and curators.

Although the value of this type of hydrologic research is well recognized within the USGS, available financial resources to support it remain modest. Thus, this study seeks to help maximize the effectiveness of the agency's work. The study took two years, during which time the committee visited field sites, received briefings, reviewed descriptive materials, deliberated toward conclusions, and wrote this report. Recommendations are intended to assist the USGS in improving its overall strategy for work in this area; descriptions of a number of scientific opportunities are included, and appropriate circumstances for collaboration with and support for others are identified.

This book assesses the Department of Energy's Environmental Management Science Program--a new program that funds basic research related to environmental cleanup of the department's weapons complex. The authoring committee was established to advise the department on the structure and management of the program. The book provides recommendations on long-term challenges and opportunities for the program.
The report reviews NASA's solid-earth science strategy, placing particular emphasis on observational strategies for measuring surface deformation, high-resolution topography, surface properties, and the variability of the earth's magnetic and gravity fields. The report found that NASA is uniquely positioned to implement these observational strategies and that a number of agency programs would benefit from the resulting data. In particular, the report strongly endorses the near-term launch of a satellite dedicated to L-band InSAR measurements of the land surface, which is a key component of the U.S. Geological Survey's hazards mitigation program and the multi-agency EarthScope program.
The surface of the human body and its mucous membranes are heavily colonized by microorganisms. Our understanding of the contributions that complex microbial communities make to health and disease is advancing rapidly. Most microbiome research to date has focused on the mouse as a model organism for delineating the mechanisms that shape the assembly and dynamic operations of microbial communities. However, the mouse is not a perfect surrogate for studying different aspects of the microbiome and how it responds to various environmental and host stimuli, and as a result, researchers have been conducting microbiome studies in other animals. To examine the different animal models researchers employ in microbiome studies and to better understand the strengths and weaknesses of each of these model organisms as they relate to human and nonhuman health and disease, the Roundtable on Science and Welfare in Laboratory Animal Use of the National Academies of Sciences, Engineering, and Medicine convened a workshop in December 2016. The workshop participants explored how to improve the depth and breadth of analysis of microbial communities using various model organisms, the challenges of standardization and biological variability that are inherent in gnotobiotic animal-based research, the predictability and translatability of preclinical studies to humans, and strategies for expanding the infrastructure and tools for conducting studies in these types of models. This publication summarizes the presentations and discussions from the workshop.
Biological collections are a critical part of the nation's science and innovation infrastructure and a fundamental resource for understanding the natural world. Biological collections underpin basic science discoveries as well as deepen our understanding of many challenges such as global change, biodiversity loss, sustainable food production, ecosystem conservation, and improving human health and security. They are important resources for education, both in formal training for the science and technology workforce, and in informal learning through schools, citizen science programs, and adult learning. However, the sustainability of biological collections is under threat. Without enhanced strategic leadership and investments in their infrastructure and growth many biological collections could be lost. Biological Collections: Ensuring Critical Research and Education for the 21st Century recommends approaches for biological collections to develop long-term financial sustainability, advance digitization, recruit and support a diverse workforce, and upgrade and maintain a robust physical infrastructure in order to continue serving science and society. The aim of the report is to stimulate a national discussion regarding the goals and strategies needed to ensure that U.S. biological collections not only thrive but continue to grow throughout the 21st century and beyond.
This report assesses whether the Smithsonian Institution should continue to receive direct federal appropriations for its scientific research programs or if this funding should be transferred to a peer-reviewed program open to all researchers in another agency. The report concludes that the National Museum of Natural History, the National Zoological Park, and the Smithsonian Center for Materials Research and Education in Suitland should remain exempt from having to compete for federal research dollars because they make unique contributions to the scientific and museum communities. Three other Smithsonian research programs should continue to receive federal funding since they are performing science of the highest quality and already compete for much of their government research money.
The U.S. Army Corps of Engineers recently completed its feasibility study for the Upper Mississippi River-Ilinois Waterway, which was one of the agency's longest and most complicated studies in its history. The first two reports from this WSTB committee reviewed analytical aspects of the Corps feasibility study. Water Resources Planning for the Upper Mississippi River and Illinois Waterway considers the broader issue of managing the multiple resources of the Upper Mississippi River and Illinois Waterway, especially with regard to several, recently-issued NRC reports on Corps of Engineers planning procedures. The report finds that a key issue regarding planning decisions on these river systems is the ambiguity related to several different pieces of legislation and acts that govern river management, and thus recommends that the administration and Congress clarify the federal intent for managing this river and waterway system. The report recommends an independent, retrospective reivew of the experience with a federal inter-agency Principals Group, which was convened to provide guidance to the Corps study. It is also recommended that the Corps strive to incorporate flexible, adaptive management principles through its entire water planning program, including operations of the lock and dam system.
The U.S. Army Corps of Engineers (the Corps) has played a large and important role in shaping water resources systems in the United States since Congress first tasked it in 1824 to improve navigation on the Ohio and Mississippi Rivers. Since then, rivers have been modified for navigation and flood control, harbors have been dredged for shipping, and coastlines are routinely fortified against erosion and beach loss. Recent decades have seen an overall decline in budgets for civil works project construction, yet the range of objectives for water resources projects has broadened as society places more value on environmental and recreational benefits. Thus, the Corps' portfolio of water resources projects has changed considerably. There is a reduced emphasis on traditional construction projects and an increased focus on maintenance and reoperation of existing projects such as locks, dams, and levees and on environmental restoration projects. An integrated approach to water resources planning at the scale of river basins and coastal systems is widely endorsed by the academic and engineering communities. The Corps' mission, expertise, and experience give it immense potential to alter the structure and functioning of the nation's waterways and coasts. As might be expected in a large and complex organization answering to a range of public and private demands, implementation of these new policies and objectives is neither consistent nor complete. River Basins and Coastal Systems Planning within the U.S. Army Corps of Engineers recommends improvements in the Corps' water resource project planning and review process. This report compares economic and environmental benefits and costs over a range of time and space scales, suggests multiple purpose formulation and evaluation methods, and recommends integration of water development plans with other projects in the region.
Ocean research offers countless benefits, from improving fisheries management to discovering new drugs to enabling early detection of tsunamis and hurricanes. At the request of the Joint Subcommittee on Ocean Science and Technology (JSOST), the National Research Council convened a committee to review the draft and final versions of the Ocean Research Priorities Plan and Implementation Strategy described in Charting the Course for Ocean Science in the United States: Research Priorities for the Next Decade, which represents the first coordinated national ocean research planning effort involving all federal agencies that support ocean science. The plan presents an ambitious vision for ocean research that will be of great benefit to the ocean sciences community and the nation. This book contains both sets of findings (i.e., the committee's review of the JSOST's draft plan [A Review of the Draft Ocean Research Priorities Plan: Charting the Course for Ocean Science in the United States] and the review of the final plan). This book recommends that JSOST employ a variety of outreach mechanisms to continue to engage nonfederal partners in ocean research planning efforts, such as establishing external committees to provide scientific and technical advice and to review progress on implementation of the research plan.
Risk assessments are often used by the federal government to estimate the risk the public may face from such things as exposure to a chemical or the potential failure of an engineered structure, and they underlie many regulatory decisions. Last January, the White House Office of Management and Budget (OMB) issued a draft bulletin for all federal agencies, which included a new definition of risk assessment and proposed standards aimed at improving federal risk assessments. This National Research Council report, written at the request of OMB, evaluates the draft bulletin and supports its overall goals of improving the quality of risk assessments. However, the report concludes that the draft bulletin is "fundamentally flawed" from a scientific and technical standpoint and should be withdrawn. Problems include an overly broad definition of risk assessment in conflict with long-established concepts and practices, and an overly narrow definition of adverse health effects-one that considers only clinically apparent effects to be adverse, ignoring other biological changes that could lead to health effects. The report also criticizes the draft bulletin for focusing mainly on human health risk assessments while neglecting assessments of technology and engineered structures.
The Bureau of Reclamation and Sandia National Laboratories jointly developed the Roadmap to serve as a strategic research pathway for desalination and water purification technologies to meet future water needs. The book recommends that the Roadmap include a sharper focus on the research and technological advancements needed to reach the long-term objectives. The book also suggests that the environmental, economic, and social costs of energy required by increased dependence on desalination be examined. Strategies for implementing the Roadmap initiative are provided.
Volcanic eruptions are common, with more than 50 volcanic eruptions in the United States alone in the past 31 years. These eruptions can have devastating economic and social consequences, even at great distances from the volcano. Fortunately many eruptions are preceded by unrest that can be detected using ground, airborne, and spaceborne instruments. Data from these instruments, combined with basic understanding of how volcanoes work, form the basis for forecasting eruptionsâ€"where, when, how big, how long, and the consequences. Accurate forecasts of the likelihood and magnitude of an eruption in a specified timeframe are rooted in a scientific understanding of the processes that govern the storage, ascent, and eruption of magma. Yet our understanding of volcanic systems is incomplete and biased by the limited number of volcanoes and eruption styles observed with advanced instrumentation. Volcanic Eruptions and Their Repose, Unrest, Precursors, and Timing identifies key science questions, research and observation priorities, and approaches for building a volcano science community capable of tackling them. This report presents goals for making major advances in volcano science.
The U.S. Army Corps of Engineers has a long history of managing navigation, floods, and other water-related issues on the Upper Mississippi and Illinois Rivers. A recent chapter in that history is the problem of waterway congestion at several locks on the lower portion of the Upper Mississippi River. The Corps has studied this problem and its possible solutions since the late 1980s, producing a draft feasibility study in 2000 and an interim report on a restructured feasibility study in 2002. A committee was convened to review and provide advice on the most recent phase of the Corps' analytical efforts.
Geoscience data and collections (such as, rock and sediment cores, geophysical data, engineering records, and fossils) are necessary for industries to discover and develop domestic natural resources to fulfill the nation's energy and mineral requirements and to improve the prediction of immediate and long term hazards, such as land slides, volcanic eruptions and global climate change. While the nation has assembled a wealth of geoscience data and collections, their utility remains incompletely tapped. Many could act as invaluable resources in the future but immediate action is needed if they are to remain available. Housing of and access to geoscience data and collections have become critical issues for industry, federal and state agencies, museums, and universities. Many resources are in imminent danger of being lost through mismanagement, neglect, or disposal. A striking 46 percent of the state geological surveys polled by the committee reported that there is no space available or they have refused to accept new material. In order to address these challenges, Geoscience Data and Collections offers a comprehensive strategy for managing geoscience data and collections in the United States.
Aquifer storage and recovery (ASR) is a process by which water is recharged through wells to an aquifer and extracted for beneficial use at some later time from the same wells. ASR is proposed as a major water storage component in the Comprehensive Everglades Restoration Plan (CERP), developed jointly by the U.S. Army Corps of Engineers (USACE) and the South Florida Water Management District (SFWMD). The plan would use the Upper Floridan aquifer (UFA) to store as much as 1.7 billion gallons per day (gpd) (6.3 million m3/day) of excess surface water and shallow groundwater during wet periods for recovery during seasonal or longer-term dry periods, using about 333 wells. ASR represents about one-fifth of the total estimated cost of the CERP. Aquifer Storage and Recovery in the Comprehensive Everglades Restoration Plan examines pilot project from the perspective of adaptive assessment, i.e., the extent to which the pilot projects will contribute to process understanding that can improve design and implementation of restoration project components. This report is a critique of the pilot projects and related studies.
There is little dispute within the scientific community that humans are changing Earth's climate on a decadal to century time-scale. By the end of this century, without a reduction in emissions, atmospheric CO2 is projected to increase to levels that Earth has not experienced for more than 30 million years. As greenhouse gas emissions propel Earth toward a warmer climate state, an improved understanding of climate dynamics in warm environments is needed to inform public policy decisions. In Understanding Earth's Deep Past, the National Research Council reports that rocks and sediments that are millions of years old hold clues to how the Earth's future climate would respond in an environment with high levels of atmospheric greenhouse gases. Understanding Earth's Deep Past provides an assessment of both the demonstrated and underdeveloped potential of the deep-time geologic record to inform us about the dynamics of the global climate system. The report describes past climate changes, and discusses potential impacts of high levels of atmospheric greenhouse gases on regional climates, water resources, marine and terrestrial ecosystems, and the cycling of life-sustaining elements. While revealing gaps in scientific knowledge of past climate states, the report highlights a range of high priority research issues with potential for major advances in the scientific understanding of climate processes. This proposed integrated, deep-time climate research program would study how climate responded over Earth's different climate states, examine how climate responds to increased atmospheric carbon dioxide and other greenhouse gases, and clarify the processes that lead to anomalously warm polar and tropical regions and the impact on marine and terrestrial life. In addition to outlining a research agenda, Understanding Earth's Deep Past proposes an implementation strategy that will be an invaluable resource to decision-makers in the field, as well as the research community, advocacy organizations, government agencies, and college professors and students.
For over a century, field stations have been important entryways for scientists to study and make important discoveries about the natural world. They are centers of research, conservation, education, and public outreach, often embedded in natural environments that range from remote to densely populated urban locations. Because they lack traditional university departmental boundaries, researchers at field stations have the opportunity to converge their science disciplines in ways that can change careers and entire fields of inquiry. Field stations provide physical space for immersive research, hands-on learning, and new collaborations that are otherwise hard to achieve in the everyday bustle of research and teaching lives on campus. But the separation from university campuses that allows creativity to flourish also creates challenges. Sometimes, field stations are viewed as remote outposts and are overlooked because they tend to be away from population centers and their home institutions. This view is exacerbated by the lack of empirical evidence that can be used to demonstrate their value to science and society. Enhancing the Value and Sustainability of Field Stations and Marine Laboratories in the 21st Century summarizes field stations' value to science, education, and outreach and evaluates their contributions to research, innovation, and education. This report suggests strategies to meet future research, education, outreach, infrastructure, funding, and logistical needs of field stations. Today's technologies - such as streaming data, remote sensing, robot-driven monitoring, automated DNA sequencing, and nanoparticle environmental sensors - provide means for field stations to retain their special connection to nature and still interact with the rest of the world in ways that can fuel breakthroughs in the environmental, physical, natural, and social sciences. The intellectual and natural capital of today's field stations present a solid platform, but many need enhancements of infrastructure and dynamic leadership if they are to meet the challenges of the complex problems facing the world. This report focuses on the capability of field stations to address societal needs today and in the future.
During geologic spans of time, Earth's shifting tectonic plates, atmosphere, freezing water, thawing ice, flowing rivers, and evolving life have shaped Earth's surface features. The resulting hills, mountains, valleys, and plains shelter ecosystems that interact with all life and provide a record of Earth surface processes that extend back through Earth's history. Despite rapidly growing scientific knowledge of Earth surface interactions, and the increasing availability of new monitoring technologies, there is still little understanding of how these processes generate and degrade landscapes. Landscapes on the Edge identifies nine grand challenges in this emerging field of study and proposes four high-priority research initiatives. The book poses questions about how our planet's past can tell us about its future, how landscapes record climate and tectonics, and how Earth surface science can contribute to developing a sustainable living surface for future generations.
The Space Studies Board (SSB) was established in 1958 to serve as the focus of the interests and responsibilities in space research for the National Academies. The SSB provides an independent, authoritative forum for information and advice on all aspects of space science and applications, and it serves as the focal point within the National Academies for activities on space research. It oversees advisory studies and program assessments, facilitates international research coordination, and promotes communications on space science and science policy between the research community, the federal government, and the interested public. The SSB also serves as the U.S. National Committee for the International Council for Science Committee on Space Research (COSPAR). This volume reviews the organization, activities, and reports of the SSB for the year 2010.
This book reviews the U.S. Army Corps of Engineers' (USACE) investigations of flood control options for the American River basin and evaluates flood control feasibility studies for the watershed, with attention to the contingency assumptions, hydrologic methods, and other analyses supporting the flood control options. This book provides detailed comments on many technical issues, including a careful review of the 1991 National Research Council report American River Watershed Investigation, and looks beyond the Sacramento case to broader questions about the nation's approach to flood risk management. It discusses how to utilize information available about flood hazard reduction alternatives for the American River basin, the potential benefits provided by various alternatives, the impacts of alternatives on environmental resources and ecosystems, and the trade-offs inherent in any choice among alternatives which does not lie in the realm of scientists and engineers, but in the arena of public decisionmaking.
Federal management of water is undergoing a change that involves a drastic reduction in the number of new water projects and an increase in emphasis on the quality of water management. This book summarizes and analyzes environmental research conducted in the lower Colorado River below the Glen Canyon Dam under the leadership of the Bureau of Reclamation. It reviews alternative dam operations to mitigate impacts in the lower Colorado riverine environment and the strengths and weaknesses of large federal agencies dealing with broad environmental issues and hydropower production. While many problems remain to be solved, the Bureau of Reclamation through the Glen Canyon area. The lessons of GCES are transferable to other locations and could be the basis for a new era in the management of western waters.
Convergence-based research approaches are critical in solving many scientific challenges, which frequently draw on large teams of collaborators from multiple disciplines. The 2014 report Convergence: Facilitating Transdisciplinary Integration of Life Sciences, Physical Sciences, Engineering, and Beyond describes the term "convergence" as a multidisciplinary approach that melds divergent areas of expertise to form conclusions that are inaccessible otherwise. However, a convergence-based approach involves hybrid systems of people, buildings, and instruments, which pose complex structural and managerial challenges. In October 23â€"24, 2018, the National Academies of Sciences, Engineering, and Medicine convened a workshop to explore efforts to promote cultures that support convergence-based approaches to research. The 2014 report served as a foundation for this workshop, allowing participants to further explore convergence as a valuable and adaptable approach to organizing research. This publication summarizes the presentations and discussions from the workshop.
The Modernization and Associated Restructuring (MAR) of the National Weather Service (NWS) was a large and complex re-engineering of a federal agency. The process lasted a decade and cost an estimated $4.5 billion. The result was greater integration of science into weather service activities and improved outreach and coordination with users of weather information. The MAR created a new, modernized NWS, and, significantly, it created a framework that will allow the NWS to keep up with technological changes in a more evolutionary manner. The MAR was both necessary and generally well executed. However, it required revolutionary, often difficult, changes. The procurement of large, complex technical systems presented challenges in and of itself. The MAR also affected the career paths and personal lives of a large portion of the field office workforce. The MAR created a new, modernized NWS, and, significantly, it created a framework that will allow the NWS to keep up with technological changes in a more evolutionary manner. The National Weather Service Modernization and Associated Restructuring presents the first comprehensive assessment of the execution of the MAR and its impact on the provision of weather services in the United States. This report provides an assessment that addresses the past modernization as well as lessons learned to support future improvements to NWS capabilities.
The workshop summary provides guidance for researchers applying to the National Science Foundation (NSF) for funding. New NSF guidelines require applications to address the "broader impact" of the proposed research. Presentations at the workshop provided ideas on how to do this by engaging in undergraduate education, K-12 education or public outreach via museums or journalists. The workshop summary discusses issues to consider in choosing an appropriate collaborator for the education or outreach component of the project and how to build in methods for assessing the success of the project. It also provides lists of resources helpful in writing education proposals and discusses the similarities between research in education and scientific research.

Separation science plays a critical role in maintaining our standard of living and quality of life. Many industrial processes and general necessities such as chemicals, medicines, clean water, safe food, and energy sources rely on chemical separations. However, the process of chemical separations is often overlooked during product development and this has led to inefficiency, unnecessary waste, and lack of consensus among chemists and engineers. A reevaluation of system design, establishment of standards, and an increased focus on the advancement of separation science are imperative in supporting increased efficiency, continued U.S. manufacturing competitiveness, and public welfare. A Research Agenda for Transforming Separation Science explores developments in the industry since the 1987 National Academies report, Separation and Purification: Critical Needs and Opportunities. Many needs stated in the original report remain today, in addition to a variety of new challenges due to improved detection limits, advances in medicine, and a recent emphasis on sustainability and environmental stewardship. This report examines emerging chemical separation technologies, relevant developments in intersecting disciplines, and gaps in existing research, and provides recommendations for the application of improved separation science technologies and processes. This research serves as a foundation for transforming separation science, which could reduce global energy use, improve human and environmental health, and advance more efficient practices in various industries.
